◆本于对教师在教育过程中扮演角色的重要性，以其对人类及社会发展贡献的了解。

◆确信教师乐于接受“教师”一角所赋予的社会地位(status)。

◆并将国与国间制定教育之型态、组织的法律、规章、习俗的歧异，列入考虑。 ◆将各国不同的教师法一特别是关于是否为公众服务的规定一亦列入考虑。 ◆虽然各国情况不同，然而，关于教师地位的问题却大同小异，这些问题需要一定的标准、尺度的衡量，此乃本建议的目的。

◆审查现存国际法条文中适用于教师的规章，特别是基本人权的规章，计有19xx年《集会自由及组织权利的保护公约》，19xx年的《组织权以及集体争议权公约》，19xx年《平等报酬公约》(EqualRemunerationConvention)，与19xx年被国际劳工组织常会采用的，《（就业与职业上的）歧视公约》，1960年被国际劳工组织常会采用的《反对教育上不平等公约》。

◆审查为讨论大众教育的国际会议及联合国教育科学文化组织，国际教育局所采纳的有关中小学教师之储备，以及地位的种种问题的有关建议，同时审查19xx年一项关于技术职业教育的建议。此建议亦为联合国教育科学及文化组织常会所采纳。

◆对于教师的其它种种问题，藉由细则制度来达成现今要求标准，裨能补救教师问题之缺失。

基于上述因素，审查各派后，国际政府间特别会议决定采用下列建议：

一、定义

1.基于本建议之目的

(a)所谓「教师」，涵括所有担负起学童教育责任之在校人员。

(b)教师「地位」(status)一词，意指其立场及受重视程度，系经由对教师所发挥之功能，所表现之能力，工作态度，以及自其它专业团体获致之报酬与其他实质上奖励的重要性，予以评估，所引证的结果。

二、范围

2.本建议适用于所有公私立学校教师，年级自托儿所幼稚园、小学、至中学止。其中技术、专科、艺术学校教育，亦包括在内。

三、指导原则

3.最初级学校教育的目的，乃在导引学生全人格的发展，以及社会精神、道德、社会、经济的进步，同时，对人权以及基本自由加以崇敬。在这些价值的轨模中，尤为重要的，便是教育应对促使促使全世界人类，不论种族、教派、皆达到和平、了解、容忍、友爱的境界，作出贡献。

4.我们必需承认，教育的进步，有大部分是要依赖教师的资格与能力，无论是言教或身教皆然。

5.教师地位应平行于教育的需要。其判定之标准，应本于教育之目标与内容。我们亦须承认，正确的教师地位以及适度的尊师，对于理解教育之目的与内容，是极有助益的。

6.教书应被视为一种专门职业：它是一种公众服务的型态，它需要教师的专业知识以及特殊技能，这些都要经过持续的努力与研究，才能获得并维持。此外，它需要从事者对于学童的教育及其福祉，产生一种个人的以及团体的责任感。

7.教师的储备、任用，不管在任何情况下，都应免于任何形式的，包括种族上的、肤色上的、性别上的、宗教上的、政治观上的、国籍上的或社会根源(origin)上的及经济情况上的歧视。

8.教师的工作环境，应是最能促进有效学习之处，如此，才能使教师专心致力于其专业职责。

9.教师组织应被承认是一股对教育改进甚巨的力量，能协助教育政策的制定。

四、教育目标暨政策

10.各国应采足以建立全面性教育政策的适当方法。该等政策应符合本建议之指导原则，采纳可供应用之资讯，如人文等要点。在这样做的同时，有关当局应为教师说明下列政策目标的结果：

(a)获得提供最充分的教育机会，是每位孩童的基本权利，对需要特殊教育的儿童，亦不可忽略。

(b)每位孩童，不论种族、性别、肤色、政治、国籍或社会根源，都应享有相同的教学设备。

(c)因为教育是一项对于公益具有基本重要性的“服务事业”，应视为国家之乙项责任。国家应该提供充分的学校网，实施免费

(free)的教育，提供物质上的帮助给所需学生。如此并非意在妨碍家长之选校自由，亦非干涉个人之选择自由、更不是要求各教育机构顺应这样的教育标准。当然，监护人可为子女选择上述情况以外的学校。

(d)既然教育是经济成长的基本因素，教育计画应被视为整个经济及社会计画的一环，以谋生活状况之改善。

(e)既然教育为永不止息的过程，不同的教育服务事业应相互调整，以达成为学童改善教育品选，并为教师们促进教师地位之一致目的。

(f)学校制度应有弹性，各级间保持适当关连，不致学童受限于某些因素而无法依其能力表现升级。

(g)“质量并重”是国家的教育目标。

(h)教育事业中，不论长期或短期的计画，方案都是必须。对学童教法如欲作有效的整合，恐怕更需倚重“未来的需要”而非“当前的需要”。

(i)所有教育计画均应有涵括每一阶段的初级训练与进阶训练，训练国内熟悉民众生活方式及能以母语教学的人，使其成为合格、胜任的教师。

(j)教师的职前准备以在训练计画需要制度化、统合性及长期的研究与行动。就国际水准而言，计画中应包括“合作计画”和“研究发现的心得交换”。

(k)各有关当局、教师组织、学校职工组织、家长组织文化团体与研究机构等，均应密切合作，以便于制定明确的教育政策与内容。

(l)教育之目标与内容之达成，多赖可供运用之财源。因此，任何国家的预算，都应将教育摆在最优先之地位，提拨适当比例之国家收入以供教育发展之用。

五、教师职业的准备

A.选择性

11.教师储备(preparationforteaching)的政策应是：视社会需求，提供足够的，具备道德、智慧、强健体魄与专业知识技能的教师。

12.为满足上述之需要，教育有关当局，应提供储备教学之适当诱因，并在良好的教育机构中，提供储备教育的场所。

13.良好的教师储备机构，对于所有入学者，均应要求其完成为教育当局所承认的课程。

14.教师储备学校的入学许可，应至少要求其完成中等学校教育，并能证明其具备成为教师职业中佼佼者的个人能力。

15.上述入学许可的普遍标准应予维持，然而，对于不具备入学许可之形式要件，但在专门技术与职业上具有珍贵经验之人，亦不妨予以许可。

16.教师储备学校之学生应获得足够的奖助，或财政上的援助，俾能使其专心求学，生活不虞匮乏。可能的话，教育当局应设置完全免费的教师储备机构。

17.对于教师储备机冓中的学生，甚至是预备进入该机构的学生，都应充分地提供有关获得奖助或财政上的援助机会之资讯。

18.(1)在形构实习教学权上，应审慎参考其他国家的教师储训计划。

(2)更进一步使教师职位证书之授与，能臻于国际认可之职业地位。

B.教师储备课程

19.本课程之目的，在于发展每位教师储备机构学生之一般教育及个人文化、教学以及教育他人之能力、察知举世皆然的，建立良好人际关系之教谕原理，以及以教学和作为社会、文化及经济进步典范，奉献已力的责任感。

20.基本上，储备教师课程应包括：

(a)一般学习。

(b)学习哲学、心理学、社会学中适用于教育方面的知识，教育原理与教育史，比较教育、实验教育学、学校管理及不同科目的教学法。

(c)学习教师储备学生日后意欲从事教学领域的专业知识。

(d)实习教学、及经由合格教师指导来带领课外活动的实习机会。

21.(1)所有的教师，均应在大学，或是与大学同等级的学院，或专门为储备教师所设置之机构中，修毕一般科目、特殊科目以及教育科目的专业知识。

(2)教师储备课程的内容，应按不同型态学校对师职分要求之不同，作合理之调整如在残障儿童学校、技术学校及职业学校。尤以后者，课程中应包括工业、商业或农业上的实际经验。

22.教师储备课程可提供配合个人主修专攻，或将教师课程当成副科的教师专职课程。

23.教学的教育在正常下应是全天候；对于较年长而欲从事教学工作，以及以兼职之方式修习部分全部课程者，得予以特殊之安排，只要这些课程与全天候课程的内容，标准等级相同。

24.在机能相关，地理相邻的学校中提供对不同的型态学校教师的教育，其优点应被重视，无论是对小学、中学、职业、专科、技术学校的老师。

25.教师储备机构的教师，应具备足堪传授高等教育之资格。教授教育方法等科目的教员，应具备从事学校教学的经验，而且间歇地在其他学校教学以丰富更新教书经验。

26.教师储备机构，在教育以及对于特殊科目的教学上，应藉由提供研究设施，来提倡研究与实验。从事教师教育的所有教员对其领域内之研究发现应加以注意，并致力于传授其结果给学生。

27.教师储备机构的师生，均应有机会表达自己对本校生活、行政上的管理与学习内规律上的安排，有何看法。

28.教师储备机构亦应将其置于教育服务上，使各学校既能注重研究之结果与教学方法的进步，又能在行政上充分地运用学校及教师的经验。

29.教师储备学校应几个，或联合与其他高等教育机构，或教育有关当局合作，负责证明在校学生已顺利地修毕课程。学校亦可独立负起证明学生修毕课程的责任。

30.学校当局，应与教师储备机构合作，为甫自学校受训完毕之教师慎选符合其所学、个人意愿与环境之就业机会。

六、教师的深造

31.有关当局与教师均应有肯定能有系统地改善教育之品质与内容，以及教学技术的在职进修，有其重要性。

32.有关当局在咨询教师组织后，应促进设置范围较大的在职进修教育制度，以供所有老师免费学习。这样的制度应包罗万象，让教师储备机构、科学文化机构、教师组织参与其间。此外，应为完成在职进修的教师提供复习课程，以利衔接因进修而中断的教学。

有两则关于同一条英语谚语Blood is thicker than water的译例。其一是“清水不浓血却浓”，其二是“血浓于水”。从字面上看，上述两则译例译得固然不错，似无可厚非。译文读起来很顺，又比较易懂，但读后似有不知所云之感。

这是因为译文的形象没能准确地传达出这条谚语的喻义来。

Longman Dictionary of English Idioms（p.28）上对这条谚语的解释是“The relationship between people of the same family is stronger than other，relationships”因此，这则谚语似可以借用汉语中一句俗语“亲不亲一家人”来译更能表达出“属于同一血缘关系的一家人比别人更亲近一些”的寓意。

语言是文化的表现形式。谚语同文学作品、诗歌一样是语言的精华。英语谚语是富于色彩的语言形式，一般具有生动形象、喻义明显、富于哲理的语言特征。在一定程度上，英语谚语反映了英语民族的文化特点。因此，翻译英语谚语时，仅仅以语言之间词汇的同义性（等价性）为前提，寻求对等的表现是不够的。译者须较多运用汉语的表现手段，力求能再现英语谚语的语言风格和丰富内涵。只有多注意英语谚语字面以外所特有的语言内涵色彩，才能使译文讽喻得当，宜于说理，又不失原来谚语所具有的语言形象。

某些英语谚语和汉语成语、俗语在表现形式和含义方面是一致的或基本一致的。汉译这些英语时，可惜用与其喻义相同或相近的成语或谚语及俗语直接对译。这样不但可以比较好地保持原文的神韵和形式，又使译文易于为读者或听者接受。如：

Pride comes before a fall．骄兵必败。

Amiss is as good as a mile.差之毫厘，失之千里。

Two is company，but three is none.两个和尚抬水吃，三个和尚无水吃。

Walls have ear.隔墙有耳。

Enough is as good as a feast．知足常乐。

有些英语谚语虽然在语言习惯和文化背景方面和其相对的汉语谚语之间存在着某些差异，而且所比喻的事物并不一样，但他们的喻义却相互吻合，而且表达方式也很相似，汉译这些英语谚语时，常常需要“易其形式，存其精神”，即采用形象近似的汉语成语意译。这样可使译文既喻义明显，又含而不露，且可再现原文所具有的语言效果，容易达意。如：

Two can play the game.孤掌难鸣。

Newbroom sweeps clean.新官上任三把火。

Speak of the devil，and he appears.说曹操，曹操到。

The grass is greener on the other side of the hill．这山望着那山高。

Putting the cart before the horse.本末倒置。

有些英语谚语意在言外，语言含蓄，寓意深刻。如果仅从字面意义直译成汉语，而不领会原文的具体含义及其效果，译文势必平淡无味。这样既不能表达意思，又有损于原文的语言形象和丰富内涵。因此，在翻译时，应在汉语中寻找那些与原文喻义相同或效果相似的成语、谚语或俗语来表达，则会使译文形象生动，准确达意。试比较下列各译例。

People who live in glass houses should not throw stones.如译成“住在玻璃房子里的人，不应扔石头”不如译成“己有过，勿正人”或“责人必先责己”。

In fair weather prepare for the foul．如译成“晴天要防阴天”，不如译成“有备无患”或“居安思危”或“未雨绸缪”。

Murder will out．如译成“谋杀终必败露”，不如译成“纸包不住火”。

Fools rush in where angels fear to tread．如译成“愚者敢闯天使不敢去的地方”，不如译成“初生牛犊不怕虎”。

One cannot make an omelette without breaking eggs.如译成“想吃煎蛋卷，就得打鸡蛋”，不如译成工“有得必有失”或甚至可以引申为“不破不立”。

如果所要翻译的谚语喻义清新，形象逼真，按其字面直译其意，就能表达出原文的喻义来，则可直译。这样做既能较完整地保存原文的表达方式，且又可丰富我们自己的语言文化，一举两得，请看下面的译例。

God helps those who help themselves.上帝帮助那些自己帮助自己的人。或“自助者天助之”。

有些英语谚语常常采用对称的修辞手段。使用这一修辞手段的目的在于加强语势，宜于说理，读后有心悦诚眼之感。汉译这些谚语时，应适当注意保持其修辞色彩，以便体现原文的表达方式。如：

You may take a horse to the water， but you can’t make it drink．

如果按字面译成，“你可以把马牵到河边去，但不能叫它饮水”至少是没有充分体现这句谚语本身所具有的强烈对比色彩。从语法分析的观点看，在这个句子里，情态动词may和can虽然都表示“可能”的，但在含义上有所不同。这里may表示“事实上的可能性”，而can则表示“逻辑上的可能性”。并列连词but使前后两个分句意义相反，对比色彩强烈。在这种情况下，译文也必须力求对偶整齐，前后呼应，形成对照。如将此句译作“牵马河边易，逼它饮水难”或“老牛不喝水，不能强按头”会更好些。

总之，即使像谚语这样孤立的语句，翻译时也需尽一番揣摩切磋之功，否则译文就可能与原文“貌合神离”，文不达意。译事艰辛也许正在于此。

the lantern festival falls on the 15th day of the 1st lunar month, usually in february or march in the gregorian calendar. as early as the western han dynasty (206 bc-ad 25), it had become a festival with great significance. this days important activity is watching lanterns. throughout the han dynasty (206 bc-ad 220), buddhism flourished in china. one emperor heard that buddhist monks would watch sarira, or remains from the cremation of buddhas body, and light lanterns to worship buddha on the 15th day of the 1st lunar month, so he ordered to light lanterns in the imperial palace and temples to show respect to buddha on this day. later, the buddhist rite developed into a grand festival among common people and its influence expanded from the central plains to the whole of china.每年农历的正月十五日，春节刚过，迎来的就是中国的传统节日--元宵节。元宵主要的活动就是看灯。东汉明帝时期，明帝提倡佛教，听说佛教有正月十五日僧人观佛舍利，点灯敬佛的做法，就命令这一天夜晚在皇宫和寺庙里点灯敬佛，令士族庶民都挂灯。以后这种佛教礼仪节日逐渐形成民间盛大的节日。该节经历了由宫廷到民间，由中原到全国的发展过程。

Chinese New Year or Spring Festival  the most important of the traditional Chinese holidays. It  sometimes called the "Lunar New Year" by Englh speakers. The festival traditionally begins on the first day of the first month (Chinese: 正月; pinyin: zhēng yuè) in the Chinese calendar and ends on the 15th; th day  called Lantern Festival. Chinese New Years Eve  known as chú xī. It literally means "Year-pass Eve".

Chinese New Year  the longest and most important festivity in the Lunar Calendar. The origin of Chinese New Year  itself centuries old and gains significance because of several myths and traditions. Ancient Chinese New Year  a reflection on how the people behaved and what they believed in the most.

Celebrated in areas with large populations of ethnic Chinese, Chinese New Year  considered a major holiday for the Chinese and has had influence on the new year celebrations of its geographic neighbors, as well as cultures with whom the Chinese have had extensive interaction. These include Koreans (Seollal), Tibetans and Bhutanese (Losar), Mongolians (Tsagaan Sar), Vietnamese (Tt), and formerly the Japanese before 1873 (Oshogatsu). Outside of Mainland China, Hong Kong, Macau, and Taiwan, Chinese New Year  also celebrated in countries with significant Han Chinese populations, such as Singapore, Indonesia, Laos, Malaysia, the Philippines, and Thailand. In countries such as Australia, Canada and the United States, although Chinese New Year  not an official holiday, many ethnic Chinese hold large celebrations and Australia Post, Canada Post, and the US Postal Service sues New Years themed stamps.

Within China, regional customs and traditions concerning the celebration of the Chinese new year vary widely. People will pour out their money to buy presents, decoration, material, food, and clothing. It  also the tradition that every family thoroughly cleans the house to sweep away any ill-fortune in hopes to make way for good incoming luck. Windows and doors will be decorated with red colour paper-cuts and couplets with popular themes of “happiness”, “wealth”, and “longevity”. On the Eve of Chinese New Year, supper  a feast with families. Food will include such items as pigs, ducks, chicken and sweet delicacies. The family will end the night with firecrackers. Early the next morning, children will greet their parents by whing them a healthy and happy new year, and receive money in red paper envelopes. The Chinese New Year tradition  a great way to reconcile forgetting all grudges, and sincerely wh peace and happiness for everyone.

Although the Chinese calendar traditionally does not use continuously numbered years, outside China its years are often numbered from the reign of Huangdi. But at least three different years numbered 1 are now used by various scholars, making the year 2009 "Chinese Year" 4707, 4706, or 4646.
