Pollution is harmful to human beings. Polluted water causes many kinds of diseases such as diarrhea, enteritis, etc. And sometimes these diseases even take man’s life. It is universally acknowledged that tour can make people feel happy; traveling is a good way to relax oneself. Tourist data shows that people in China made a great contribution to the world tourism, and it’s more and more popular for people to go out for vocation. In this way city citizens will be encouraged to move there to live and work. If these three proposals are well carried out， the city population will be greatly reduced.
