北京市政协委员于立荣建言，改善医生执业环境，可以采取激励机制，对医务人员业绩进行考核;同时政府要加大经济支持，给予医生附加奖励。相关医疗单位要重视医生的心理健康，及时进行心理疏导;在医院日常工作内容中增加向患者及家属普及医学知识的环节，缓解医患矛盾。在舆论宣传方面，相关媒体要防止片面报道。此外，他还建议在北京市完善专门保护执业医师合法权益的地方法规。

无独有偶，北京积水潭医院院长田伟也认为，要推动医改，就必须尽快建立医务人员的劳动报酬体系。浙江两会代表、浙江大学附属第一医院院长郑树森认为，改善医生执业环境，相关医疗机构就要改变培养全科医生的方式，改变他们与专业医生之间的考核标准。

这也是为了充分发挥医务人员在医改政策制定和实施中的主力军作用。首都医科大学中医药学院副院长高彦彬对此补充道，要建立医务人员咨询委员会制度，与现有的人大、政协、听证会等公民参与制度形成有机互补;借助新媒体，打造开放和广泛的沟通互动平台;发挥党派团体和社会组织的作用，培养医务人员参与医改的能力和水平;深化医药卫生重点领域改革，提升医务人员主动参与医改的热情和积极性。
