进入新世纪以来，中国面临的人口再生产状况已经发生了根本变化。中国人口在上世纪50、60年代，由传统的高出生、高死亡、低增长，转变到高出生、低死亡、高增长后，仅仅30年左右的时间，就已过渡到20世纪90年代以来的低出生、低死亡、低增长。而且，出生率下降的趋势基本不可逆转。

可以预见，在中国的工业化和城市化进程仍在加速推进的情况下，无论人口政策如何调整，今后中国人的生育观念也将很难回头，人口总和出生率将继续保持在世代更替水平之下甚至进一步下落。日本、俄罗斯和韩国等国在现代化过程中的人口变迁经历，都已说明了这一点。这两点变化决定了未来中国人口结构变化的走势，比如老龄化时代到来，性别比的失衡，还有独生子女在主流城镇社会成为中坚人口，以及少数族群人口在中国人口中的比重上升，在西部地区聚居度增大等。

这些变化使中国国家安全面临新的问题和挑战。首先就是发展安全。由于老龄化程度加深，社会总抚养比增大，用于老龄人口养老、医疗等的费用增多，将使国民收入中用于消费的部分增加，而用于投资的部分将不得不减少，使支撑国家长远发展的财政能力受到制约。如果中国因此发生经济停滞，今天中国人热衷说着的“大国崛起”、“伟大复兴”等等，将不过是镜花水月，一厢情愿。

二是军事安全。近20余年来中国国家利益日益拓展，对军事安全的需求不断增多。但在国民收入三部分：消费、投资和防务中，由于用于消费的部分增多，投入到国防的国民收入，将来也可能不得不压缩或受到很大限制。一个老龄化的社会必然在心理上总体趋向保守和防御，公众对于良好社会保障的压力会使国家不可能将更多财富用于国防建设。这一问题目前在中国还不明显，但再过一二十年，情况就有可能发生显着变化。

在中国国家利益日益拓展的情况下，如果没有足够的财政能力支撑足够的军事能力，这不仅影响军事安全，也影响发展安全。同时，一个独生子女占劳动力主体、老龄化程度日深的社会，也将侵蚀一个国家防范和进行战争的能力。在独生子女家庭占中国家庭总量几乎一半的情况下，整个社会对战争的承受能力将完全不同于以往。

三是社会安全。目前，中国尚未初步建成完善的全民社会保障体系，特别是在社会保障上城乡分别明显，中国两种社会和人口———城市社会与农村社会、城市人口与农村人口间的对立，今后也可能加剧，从而影响社会安定。

中国人口正由传统农业人口向现代工商业人口转换，大量农业人口进入城市后，一旦城市经济发生危机，很多人就将会在城市成为流民或游民。从一些国家从传统农业社会向现代工商业社会转型的情况看，人口转型同样产生过严重的社会问题，甚至由此引发过革命。

还有一点不能忽视，大量适婚男性将因男女比例失衡而无法组织正常家庭生活，这将不仅诱发贩卖人口现象的增多，而且可能加剧黑社会活动及其他危害社会安定因素。

四是文化安全。中国近些年来日益突出的信仰危机、价值观问题，很大程度上也与上世纪70年代以来人口结构的变化有关。中国传统儒家文明的继承是靠中国特定的生育文化来支撑的。然而，独生子女群体不仅在改变人口结构、社会结构，也在改变文明结构。有调查显示，独生子女在对家庭和社会的责任、集体意识、合作精神和牺牲奉献观念等方面，与以往多子女家庭出身的人群相比，有显着差异，在这一代人身上，中国传统价值观的色彩更为淡薄。

由人口变迁所带来的国家安全问题，有些已处于逐渐爆发期，有些还处于积累期，现在来看还不是特别严峻，但未来会对中国的发展形成重大影响。为此，中国的人口政策应该做出一些相应的调整。

与上世纪50年代至80年代的防止人口突然增长过多不同，今后中国更应防止的是，新出生人口规模因出生率下降而出现大幅度下降，以及人口性别比失衡程度加重。为此，应促使独生子女家庭在全国家庭数量中的比重逐渐减小，以保证国家发展安全，同时也保证中国传统信仰结构和文明传统不至于在一两代人之间就完全断绝，和保证未来中国军队中的绝大部分成员不是独生子女构成。再比如，在人口政策上，中国目前在不同地区对不同人口群体分别对待，这在一定时期有其必要性，但现在已有调整的必要。

更重要的是，中国应根据“人口红利”可能将于2015年左右丧失的情况，加快产业升级，摆脱单纯的劳动密集型经济发展模式。同时，推动产业转移，促进西部地区工商业发展，带动人口空间移动。在西部地区，特别是少数民族人口聚居程度比较高的地方，如果也能实现更高程度的工业化和城市化，将大大减小地区发展差别，促进社会发展公平，以及东西部之间的人****流。

Guangzhou sport university was founded in October 1958, it is one of the oldest sports university founded in China.The first time I entered the campus as a freshman, I was deeply attracted by her cultural atmosphere and historical connotation. I enjoy my life here.The accommodation, canteen, library and some other living conditions.

The accommodation service of our university has gained in acceptance increasingly because of its high quality and relatively low expense. But the dorm often without water. I hope that the school can find a solution as soon as possible so that we had on the day of water. Moreover our library contains a large variety of books. In it you will find both literary and scientific and technical and sports books in Chinese and in foreign languages.We often go to look for books which we want to borrow or to read articles which we like to consult.Our library provides all useful reading matter and reference materials according to our needs.Otherwise, canteen service is pretty good. So we need not worry that we would lose our appetite when far away from home. The varieties of the food are so wide that we can enjoy differently delicious dish every day. What’s more, the prices are very reasonable. We are satisfied physically and mentally.

I love Guangzhou sport university, so I love my class, which is just like another home with my fellows owning the same dream.
