3、 要允许遗产的自然发展但不能人为干预其发展 如前所述，非物质文化遗产作为一种活态的遗产，需要由传承人代代相传，随着时代的变迁，随着传承人所生活的社会不断发展，遗产也会随着时代发生变化。比如在部分传统的苗族村落，火把节中的火把早已被工业文明的手电所取代;又比如在部分原来生产力落后民族地区，随着先进生产工具，人们已经在一些传统手工艺使用原来没有的电动工具。这些都是遗产的自然发展，是社会变革的必然结果。对此遗产工作者要持一种相对宽容的态度，不能过度的干预。但是文化遗产的自然发展也要尊重自然归律，不能人为的“拔苗助长”加速其变化，防止“邦子演员穿上歌剧演出服”的闹剧重演，防止对于遗产的歪曲。
