3.针对大学的普及教育，越来越多的大学，不注重优化学科结构，不注重面向就业市场培育学生，导致建立了一些无关紧要的学科，致使毕业大学毕业生就业无技能，无专长，仅仅有毕业证书的尴尬现象。

4.国家地方行政部门，企事业单位，国企等人员流动性差，开放性差，更新换代速度慢，致使吸收新鲜血液的能力差，吸收外来人员能力差。

综上所述，导致大学毕业生就业压力越来越大，就业形势越来越严峻。加之今年深受金融危机影响，经济下滑，公司裁员，员工下岗，致使09年2000万农民工加600万毕业大学毕业生竞争工作岗位。可见就业压力之大，形势之严峻。

毕业就等于失业，这句话不是没有道理的。当今作为大学毕业生个人来讲，怎么样才能做到符合自己心愿的就业，找到自己满意的岗位，我认为有以下几点建议：

迈入“十三五”，家乡也迎来全面建成小康社会，全力建设国际化海港中心城市的新目标、新任务。作为“三个国际化”重要组成，人才地位凸显。高校毕业生就业历来是全市人才工作的重点工作。市政府先后出台《进一步做好全市普通高等学校毕业生就业工作实施意见》、《连云港市高校毕业生就业储备制度实施办法》等一系列支持高校毕业生就业创业的政策措施，对于有意向回家就业创业的毕业生，我们将提供如下服务：

一是苏北引进急需人才补助资金。每年安排急需人才专项补助资金200万元，符合我市重点产业发展方向的本科、硕士、博士毕业生，可获得4万、6万、8万元的补助。

二是提供人才公寓住房保障。自2015年以来，为满足来连高校毕业生临时租住需求，我市建成576套设施完善、管理规范、拎包即住的人才公寓，已安排49家单位合计175位高层次人才入住。今年将继续推进人才公寓服务中心建设，强化配套服务，打造人才居住的温馨家园。

三是建立重点高校全面合作机制。十三五期间，优选有较高知名度、与我市产业结构结合度高的10所重点高校，建立长期稳定、广泛深入的合作关系。与重点高校签订人才工作合作协议，通过建立人才联络站、就业见习基地、专项奖学金等手段，鼓励更多的优秀毕业生充实到我市人才队伍中来。同时在人才培训培养、科技项目研究等方面进行深入合作，把专业设置与我市重点产业发展高度契合的重点高校变成我市长期稳定的人才供给基地。

四是实施更具激励性的引才举措。在选人用人制度上有新突破，推进人才储备中心建设，实施高层次人才储备制度;组织我市重点企事业单位，拿出最具吸引力的岗位到国内名牌大学直接选调优秀毕业生。筹划实施“凤还巢”计划和“名校优生”计划，设立专项奖励资金，鼓励更多的连云港籍优秀毕业生和重点高校优秀毕业生到我市创业发展。

五是自主创业帮扶政策。对回家乡创业的高校毕业生，将统一为其协调办理工商注册登记、税费减免、小额担保贷款申请等有关手续，提供政策咨询、项目开发、创业培训、融资服务、开业指导、跟踪扶持等“一条龙”创业服务。

六是人事人才公共服务。实施“四个一”人才服务工程，即每周举办2场招聘会，双月举办一场特色招聘，每季举办一场公益性人才招聘会，半年举办一场大型人才交流会。结合连云港人才网站在线招聘会打造完备的人才供需交流平台，并提供就业创业咨询指导。来我市就业的高校毕业生还可享受免费的档案保管、党团组织关系接转、职称评定，集体户挂靠等服务。欢迎拨打咨询相关毕业生服务政策。

位于贵州省最北部的道真仡佬族苗族自治县，南距遵义市区180公里，北至重庆市区160公里。出道真，无论是去遵义还是重庆，100多公里的路程，平均要走5个多小时，因为这100多公里，都是蜿蜒曲折的山路。

道真是国家级贫困县，但是在道真，老百姓有一句俗话：就算砸锅卖铁，也要供孩子读书。读书，在道真人看来，是摆脱贫穷的最好通道。

走出大山

43岁的陈朝顺信奉的是“黄金棍下出人才”，他是道真县三江镇云峰村人，对他来说，最遗憾的事情是父亲去世早，他上学只上到初中。陈朝顺拼尽全力支持两个孩子读书。女儿陈诚3年前考上了贵州师范大学，儿子陈果今年考上了沈阳药科大学。

陈朝顺靠当地的传统项目烤烟叶来维持整个家庭的运转，好光景时，一年收入4万元。这4万元要供养母亲，保证家庭支出，支付一个大学生、一个高中生的生活、学习费用，基本是入不敷出。女儿现在已经有2.4万元的助学贷款需要还。

陈朝顺说话干脆，当陈果在8月22日收到老师短信，得知考上沈阳药科大学后，陈朝顺的第一感受就是：“这几年没白上。”

3年前，陈果以570分的高分考到道真中学，期末考试“只考了530分”，陈朝顺在大街上就下手打陈果。陈朝顺太清楚贫穷的滋味了，他希望孩子们能走出大山，希望“他们以后过好一点的生活”，而读书，在陈朝顺看来，是最好的一条路。

从道真县城到陈果家，车程需要1个小时，还有很长一段路没有通公交车，需要步行走山路回家。为了让陈果能专心学习，陈朝顺在县城租了一间房子，陈朝顺的母亲在出租房里照顾陈果的起居，尽管房租占用了很大一部分生活开支。

高三时，为了改善学习环境，陈朝顺又增加租房支出，换了一个条件好些的房子。一年的房租就是5000元。

云峰村书记明跃告诉记者，云峰村的人均年收入只有4500元，属于国家一级一类贫困，但是教育问题，“逢会必谈”。老百姓的共识是：“读书是一条好出路。”

在陈果就读的道真中学，今年的高考中，毕业生文化成绩一本上线324人，二本上线603人，本科上线率为60.24%，600分以上15人。

这个成绩对于当地从事教育的人来说并不意外。道真县教育局一名干部说：“这里的学生都很拼，住校的学生晚上老师都要催着放下书本早休息。”

阻止贫困的代际传递需要更多力量介入

陈朝顺说，如果两个孩子将来想读研究生，他一样支持他们，没有钱就去贷款。为了孩子的学习，他毫不犹豫，无怨无悔。但是，这意味着更大的经济压力，更辛苦的生活。

张平也是今年的应届高中毕业生，虽然考上大连民族大学，但是她不想去上大学，因为妈妈身患癌症，现在还在化疗中。

张平如果去读书，会给家里增添巨大的经济负担，关键是妈妈没有人照护。父亲和哥哥常年在外打工，供养她上学和母亲看病。现实的残酷，母亲的病情、亲人的思念，让她柔弱的肩膀不堪重负。

2015年年初，《人民日报》刊文指出，在中国已经发生了贫困的代际传递，产生了“贫二代”：“贫富差距已具有一定的稳定性，并形成了阶层和代际转移，一些贫者正从暂时贫困走向长期贫困和跨代贫穷。如果不想办法改变这一情况，贫富差距便会趋向稳定化和制度化，成为一种很难改变的社会结构，社会阶层流动通道也将被严重堵塞。”

中国青少年发展基金会委托有关单位开展的一项针对1200名接受过资助的贫困学子的调查显示，受资助学生的家庭经济情况困难，呈现“常态化贫困”趋势。从困难类型上看，父母双方均有收入来源的家庭占61.7%，其中大部分是父母双方务农(46.3%);32.3%的家庭仅靠父母其中一方的职业收入;另有6%的子女，从父母任何一方都得不到经济支持。家庭供养率(家庭人口数与家庭劳动力数比值)高，平均值达到2.85，意味着1个劳动力要供养接近3个家庭人口。而致贫因素上，职位收入低是主要因素，家庭变故位居第二。即使父母双方都有工作，家庭的收入依然处于较低水平，成为一种“常态化贫困”。

在调研中，有学生表示：“不怕苦，不怕累，只怕没机会。”这份调研报告指出：“机会公平是最重要的公平，然而农村贫困家庭大学生最缺乏的恰恰就是机会。他们曾经将希望寄托于教育，然而现实是这条路越走越难，不少专家认为我们的教育体制已逐渐失去了承载阶层流动的职能。”

中国社科院发布的《2013年应届生就业调查报告》显示，从毕业生的城乡来源角度分析，农村家庭的普通本科院校毕业生成为就业最为困难群体，失业率高达30.5%。

农村贫困大学生是“贫二代”中颇引人关注的群体。高失业率意味着大学4年的书本知识并未给他们带来一份体面的工作，意味着他们无颜面对父老乡亲，意味着“贫二代”中本来最有希望依靠知识改变命运的这一部分人，他们的梦想还未出发，在现实面前就已折戟。对受调查的受资助农村贫困家庭大学生而言，很多情况下上大学需要以牺牲父辈的生活为代价，背负着整个家庭甚至家族的期望，压力颇大。尽管如此，不少农村贫困家庭大学生还是通过继续求学加深专业知识的深度和广度，希望改变自己的命运。

因此，相关人士呼吁，需要更多的社会力量介入，阻止贫困的代际传递。

共建社会信心

陈朝顺希望陈果毕业后能够回到离自己不远的地方工作，在他看来，养儿就是要防老。

事实上，在道真县，很多靠读书走出大山的年轻人又回来了。他们大多不会回到贫困的农村，更多的是在县城找一份体面的工作，但内心充满感恩。这种回馈的心态在接受过资助的孩子身上表现尤为突出。

“国酒茅台·国之栋梁”希望工程圆梦行动大型助学公益活动是迄今为止，国内爱心助学活动中捐助金额最大、受资助人数最多、覆盖面最广的公益举措。茅台集团从2012年起，每年捐资1亿元，携手中国青少年发展基金会，帮助农村贫困家庭学子圆梦大学。道真县是茅台集团的对口扶贫县，今年，茅台集团资助该县300名贫困学子圆大学梦。

今年7月，北京大学公共传播与社会发展研究中心和安平公共传播公益基金为该项目作影响力评估报告，报告指出，助学行动已经帮助受资助学生在诸多方面发生改变，贫困的先赋影响已经在受资助学生身上得到有效地消弭，助推他们成功地进入大学，实现“鲤鱼跳龙门”这一关键一跳。受资助学生的信心指数的提升，将会带给学生对于学习、生活以及自己未来的强大动力。

调研的主办方同时发布《受资助贫困大学生社会发展信心指数》白皮书。根据该白皮书，社会发展信心指数，指通过诸多指标的综合测量，指向受资助大学生对自身未来发展以及社会发展的信心。指数能够揭示受资助大学生群体处于的具体生活环境和其对个人、家庭、社会和国家的发展态度和信心。

调研主办方对受资助学生的家庭情况、学业情况、心理健康、社会支持、未来发展、恋爱状况、资助效用、爱心传递等诸多方面进行测量，通过系列的加权和汇总计算，得出90后受资助贫困大学生社会发展信心指数为80.4分。

根据调研，父辈的职业分化、民族差异、生源地区别、学校所在地的不同、在东中西部地区之间的流动方式、年级的增长，都没有在学生的社会发展信心上造成明显分歧;甚至在经济状况稍好与稍差的家庭之间、在完整家庭与不完整家庭之间、在农业户籍和非农业户籍之间，受资助学生均表现出大致相同的对社会发展的正向判断和积极态度。“换言之，在社会信心这个问题上，没有哪一个子群体明显落后”。

调研的组织者认为，一方面，社会整体的快速前行和流动机会的多样化，在普遍意义上给了当代大学生更充分的社会信心;另一方面，对于贫困家庭大学生的社会资助，在相当程度上弥合了由于先赋因素带来的现实生活中的鸿沟，也极大程度地、整体性地提升了受资助学生的社会发展信心水平。

该白皮书指出，提升受资助贫困大学生的社会信心，不仅仅是依靠单一的某个主体，而是需要社会多元主体的共同参与。互联网提供了一个连接的平台，需要通过互联网实现多元主体的协同合作，打破阶层的固化，促进社会的流动，提升社会发展的信心。受资助贫困大学生不仅自身参与协同合作中，还可以带动更多社会主体的参与，促进更多社会资源的倾斜。这不仅能够提升受资助贫困大学生本身的社会信心，更能够提升社会各个阶层的社会发展信心。

In recent years, college studentsfind it increasingly difficult toget a

job. It sounds strange since young college students are usually intelligent,

well-educated phenomenon, aspirant and eager to bring their talent into full

play. Then what underlies the strange phenomenon?

There are several reasons for this.To begin with, nowadays college students

aim too high. All they want are “good” jobs which could offer good salary,

comfortable working conditions, high social status among others. Consequently,

most college students are unwilling to accept vacant jobs they consider

not“good” enough. Another reason is thatthere is a big gap between the majors

some students study in school and the demands of vacant jobs. So companies think

some students are not fit for the jobs.

Solution to the problem requiresefforts on both the society and the

students. The companies should value the students, talent and knowledge while

the latter should not merely aim at material gains. They should be down-to–earth

in building up their career. Furthermore, they should face their weak points so

as to improve themselves and be more competent.

Some people may believe that going to classes should be optional, but I disagree. I dont understand how university students can expect to learn anything if they dont attend classes. Personal experience can help people learn about themselves and the world outside the classroom, but when it comes to learning about academic subjects, students need to be in class.

In class they receive the benefit of the teachers knowledge. The best teachers do more than just go over the material in the class textbook. They draw their students into discussion of the material. They present opposing points of view. They schedule guest speakers to come, give the students additional information, or show documentary films on the subject.
