郭开朗指出，2015年，是全面建成小康、全面深化改革、全面依法治省、全面从严治党的关键之年、攻坚之年、落实之年。要突出从严治党、思想建党、制度治党，坚持从严从实、攻坚克难、严谨规范、狠抓落实，统筹推进领导班子、干部队伍、人才队伍、基层党组织和党员队伍建设，重点做好六个方面的工作：

一是深入学习贯彻习近平总书记系列重要讲话精神，加强领导班子思想政治建设。抓好思想教育这个根本，突出抓好十八大和十八届三中、四中全会精神、习近平总书记系列重要讲话精神等学习培训，重点加强理想信念、党性党风党纪等教育。扭住作风建设这个关键，横下一条心纠正“四风”，以啃硬骨头精神抓好整治整改，探索建立不良作风特别是“四风”问题定期检查、及时发现和快速纠正解决机制。强化党内政治生活这个法宝，在县处级以上领导干部中扎实开展“三严三实”专题教育。同时，切实加强干部的专业化能力培训，使广大干部和各级班子的专业知识、专业素养有大幅提升。

二是全面贯彻落实好干部标准，切实把人选准用好。坚持从严把关，强化党委(党组)的主体责任，综合运用纪检监察、巡视、审计、政法、信访等方面的成果，严格履行动议提名、考察考核等程序步骤，努力解决带病提拔的问题。坚持创新机制，严格落实《干部任用条例》，按照管精管少管好的原则，进一步下放干部管理权限，改进高校和企业领导人员管理办法，努力解决工作体制不顺的问题。坚持统筹资源，对关键岗位、任职时间较长的干部实行刚性交流，加强机关内部的轮岗交流，实施县以下机关公务员职务与职级并行制度，努力解决活力不足的问题。特别要加强年轻干部培养选拔，严格落实配备目标，加强和改进后备干部工作，打破隐性台阶，大胆使用优秀年轻干部。

三是着力加强干部管理监督，既坚持从严从紧又注重正向激励。完善和落实谈心谈话、函询诫勉等制度，在抓常抓细上强化日常管理。突出重点难点，加强对领导班子特别是一把手的监督，持续整治“三超两乱”等突出问题，认真抓好领导干部个人有关事项报告抽查核实和干部人事档案专项审核工作。坚持动真碰硬追责问责，严格执行政治纪律、组织纪律，结合巡视工作开展选人用人专项检查，对违规违纪典型案例在全省通报。

四是大力夯实基层基础，推动基层党建工作全面提升。坚持抓述评，落实基层党建工作责任，探索任用干部看党建的具体办法。坚持抓覆盖，加强薄弱环节、薄弱领域，继续抓好软弱涣散基层党组织的整顿，扩大党的组织和工作覆盖，使党组织由传统领域向新兴领域延伸、由单位向区域延伸、由实体向网络延伸。坚持抓队伍，提升基层党员干部素质，选优训强基层党组织书记，加大从村(社区)干部、大学生村官、乡镇站所工作人员中定向招录公务员的力度，结合实际制定从严管理党员的意见办法。坚持抓投入，提高基层运转保障水平，建立基层运转经费正常增长机制，加大选派干部驻村帮扶工作力度，发展村级集体经济。坚持抓机制，推进基层治理法治化，加强基层党支部规范化建设，完善和落实“四议两公开”工作法，健全社区网络网格治理体系。

五是创新人才发展体制机制，统筹推进各类人才队伍建设。着力发挥人才政策的引擎作用，建设长株潭国家自主创新示范区，注重把创新劳动和利益收入对接好，认真做好科技成果转化工作。着力发挥高层次人才的引领作用，重点抓好“百人计划”“湖湘人才发展支持计划”等重大人才工程，大力引进和培育新兴产业领军人才，打造一批高水平创新团队。充分发挥组织部门在人才工作中的牵头抓总作用和用人单位的主体作用，支持用人单位自主引才用才。

六是自觉践行“三严三实”要求，建设讲政治、重公道、业务精、作风好的模范部门。认真落实从严加强组织部门自身建设的意见，强化职业操守、专业能力和自律意识，着力建设高素质的组工干部队伍，牢固树立“五种形象”。

郭开朗强调，实现习近平总书记强调的“管到位上、严到份上”的目标，组织部门必须更加主动担当、积极作为，努力在认识上到位、能力上提高、方法上改进、作风上过硬，把从严治党要求更好落实到组织工作中。一是坚持把政治属性作为核心要求，在把握方向上增强自觉，做到站稳政治立场、严守政治纪律、履行政治责任。二是坚持把最讲认真贯穿始终，在从严从实上树起标杆，坚持高标准、严要求，坚持原则、敢于碰硬，坚持从基础工作、薄弱环节抓起，把认真体现在每项工作、每个环节中。三是坚持以改革创新破解难题，敢于先行先试，突出问题导向，创新方法手段，在攻坚克难上体现担当。四是坚持以法治思维引领工作，增强制度意识，扎紧制度“笼子”，严格执行制度，在制度约束上强化刚性。
