青岛的城，初建于明初，也就是1368年的洪武元年。这是青岛城池史以青岛为坐标的最早记录。当时青岛的城，名叫“浮山所”，就是现在的山东路和香港路一带。这座城是为了抵御倭寇而建，也是明王朝屯垦戍边的一项重要措施。

眼下，浮山所的老人还有这样的一些传说。明代浮山湾里，教练水师的帆船经常是一字排开，一眼望不到边。那船上的红黄旗帜，如丛林一般，遮天蔽日，蔚为壮观。这是青岛作为古代城市的一种真实写照。
