其次，在各国层面，在签署《巴黎协定》之后，还需要各签署国家在各国国内进行行政或司法程序，最终将批准的文件交回联合国。

针对是否《巴黎协定》年内可否生效这一问题，各方目前看法相当积极，其原因在于中美联手。

正如上述美国国务院高级官员在电话会议中一直强调，中美占全球总排放量40%。而中美希望各自在国内采取国内步骤，以便今年尽早参加《巴黎协定》。

在美方而言，据上述官员介绍，在签订之后，该协议将形成一份行政协定(总统无须参议院同意而与外国所订的协定)，可以由总统直接批准。

在其他大部分国家，需要议会等组织来通过《巴黎协定》。根据目前已知的情况，对气候变化议题最激进的几个小岛国国家已经提前完成国内立法批准程序，将在今日签约仪式后同时递交批准文件。

在欧盟方面，由于欧盟的政治决策机制过于冗长，目前欧盟内部还没有完成内部指标分配谈判，即欧盟将如何在内部各成员国之间分配40%的减排目标，因而唯有在此谈判结束之后才能进入对《巴黎协定》的批准程序，目前估测这一最终加入程序有可能推迟到2017-2018年。

然而，如果欧盟不能在2016年完成加入程序，欧盟就不可能被算入上文所提到的55个缔约方之中，亦无法参与缔约国第一次会议和重要决策的制定，只能获得没有什么影响力的观察员身份。

在其他主要缔约方方面，目前巴西国内政治动荡，并不预期其能在2016年完成加入程序。而金砖国家中的印度、俄罗斯、南非等国尚未宣布何时批准该协定。

何建坤强调，最终的减排目标是基于每个国家提出的国家自主贡献目标，这样自下而上提出目标较容易达成协议。但他认为，发达国家与发展中国家在资金、技术支持等问题还有分歧，需要在谈判中协调。

声音——关注中国全球气候治理主张

“气候变化是全球性挑战，任何一国都无法置身事外。”今年10月，习近平接受路透社采访时曾这样表态。

数据显示，2014年，中国单位国内生产总值能耗和二氧化碳排放分别比2005年下降29.9%和33.8%;今年6月，中国向《联合国气候变化框架公约》秘书处提交《强化应对气候变化行动——中国国家自主贡献》，确立了到2030年单位国内生产总值二氧化碳排放比2005年下降60%-65%;中共十八届五中全会也提出绿色发展的理念。

此外，今年10月，中国还宣布建立规模为200亿元人民币的气候变化南南合作基金，用以支持其他发展中国家。

何建坤强调，近年来，中国在降低单位国内生产总值二氧化碳排放上的成效令世人瞩目，到2020年中国或将超额完成减排目标，而设立下一步60%-65%的目标也富有力度。

此次，习近平将在大会开幕式上发表讲话，阐述中国对全球气候治理的看法和主张。何建坤认为，届时中方将着重强调将应对气候变化与实现可持续发展相结合的立场，推进减排进程，体现大国担当精神，同时，中国也会反映发展中国家的利益诉求，强调根据不同国家的国情、所处发展阶段、资本能力等公平承担责任。

互动——中美、中法领导人会晤引关注

据悉，与会期间，习近平还将同美国总统奥巴马、法国总统奥朗德等举行双边会见。

近年来，气候变化议题一直是中美两国领导人会晤期间探讨的重点，2014年双方达成的《中美气候变化联合声明》被视为“里程碑式”的协议。早前，奥朗德访华期间，中法两国元首也共同发表了《中法元首气候变化联合声明》。

何建坤认为，中国为推进大会的成功，加强了同美、法等国沟通，中方清楚地阐释了自身的减排目标和贡献。在近期沟通中，务实合作也成为核心。中美在清洁能源、低碳城市等领域合作不断推进，双方在务实合作中取得双赢，这将是未来不断努力的方向。

【非洲大陆行：如何巩固南南合作基础】

分量——中国对非分量最重外交活动

结束巴黎之行后，习近平将于12月1日至2日对津巴布韦进行国事访问，2日至5日，将对南非进行国事访问，并赴约翰内斯堡主持中非合作论坛峰会。

习近平此行接连访问两个非洲国家，且是就任国家主席来对南非进行第二次国事访问，又恰逢中非合作论坛成立15周年，外界评论称，这次非洲之行是近年来中国对非级别最高、涉及面最广、分量最重的一次访问。

中国商务部副部长钱克明透露，中方在中非合作论坛峰会期间将宣布的中非务实合作新举措内容之丰富、力度之大、覆盖面之广，堪称历届论坛之最。

“中非关系在中国外交中一直占有重要的位置。在中国外交的整体布局中，发展中国家是基础，非洲作为发展中国家最为集中的大陆，可以称为中国外交‘基础中的基础’。”中国外交部长王毅评价说。

前景——推动中非战略对接 1+1>2

访问津巴布韦期间，习近平将同津巴布韦总统穆加贝共同见证基础设施建设、投融资、文化、野生动物保护等领域多项合作文件的签署。

中国同南非也将在经贸、教育、文化、科技等领域签署合作文件。此外，中方亦期待推进《中南5-10年合作战略规划》落实，加强两国发展战略对接，深化双方在海洋经济、产业产能、经济特区、能源、基础设施建设、金融等重点领域合作。

中国社会科学院西亚非洲研究所非洲研究室主任贺文萍对中新网记者分析称，中非产能合作将成为双方战略对接的重点领域，这不仅有利于非洲的工业化进程，还可助推中非经贸关系的转型升级，即从以往主要以原材料与工业制成品间的贸易互补关系为主，升级为制造业和新能源、新环保产品开发、海洋经济开发等产业结构互补互助型的经济合作关系。

王毅表示，非洲正根据《2063年议程》描绘的“非洲梦”联合自强、发展振兴。“中国梦”和“非洲梦”完全可以契合对接。中国在发展经验和生产要素方面的相对优势，与非洲在自然人力资源和巨大市场方面的比较优势结合起来，将形成巨大合力，产生“1+1大于2”的强大效应。
