法国外交部25日透露，截至当日，已确定有147位国家元首或政府首脑将在气候变化巴黎大会首日出席会议。据媒体报道，韩国总统朴槿惠、美国总统奥巴马、俄罗斯总统普京、联合国秘书长潘基文等政要均将与会。

法方称，这是自1995年《联合国气候变化框架公约》第1次缔约方会议以来，首次有这么多的国家领导人出席气候变化大会。此次大会共有来自195个国家和欧盟的代表团参加，全球近2000个非政府组织也将赴会。预计巴黎气候大会举办期间，巴黎的公交和地铁客流量每天将增加7万人次。

中国外交部副部长刘振民评价称，习近平出席大会开幕活动，表明了中方对气候变化问题的重视，也是对法国办好巴黎大会的有力支持，将为推动巴黎大会如期达成协议作出中国贡献。

焦点——一纸减排协议能否最终达成?

此次大会的首要目标是，在《联合国气候变化框架公约》框架下达成一项“具有法律约束力的并适用于各方的”全球减排新协议。新协议将在一定程度上确定，2020年《京都议定书》第二承诺期结束后国际社会如何分担应对气候变化的责任。

中方早前强调，期待巴黎大会能够达成全面、均衡、有力度的成果，同时将与各方密切合作，推动巴黎大会取得圆满成功。

“协议最终达成的前景较乐观。”中国国家气候变化专家委员会副主任何建坤接受中新网记者采访时分析称，峰会召开前，各国都表现出很强的政治意愿。中国分别和美国、法国、欧盟发表了“气候变化联合声明”，针对一些核心问题凝聚了共识，为协议达成打下良好基础。

何建坤强调，最终的减排目标是基于每个国家提出的国家自主贡献目标，这样自下而上提出目标较容易达成协议。但他认为，发达国家与发展中国家在资金、技术支持等问题还有分歧，需要在谈判中协调。

声音——关注中国全球气候治理主张

“气候变化是全球性挑战，任何一国都无法置身事外。”今年10月，习近平接受路透社采访时曾这样表态。

数据显示，2014年，中国单位国内生产总值能耗和二氧化碳排放分别比2005年下降29.9%和33.8%;今年6月，中国向《联合国气候变化框架公约》秘书处提交《强化应对气候变化行动——中国国家自主贡献》，确立了到2030年单位国内生产总值二氧化碳排放比2005年下降60%-65%;中共十八届五中全会也提出绿色发展的理念。

Great changes have taken place in China. Many new buildings have been built in cities初中生物, towns and villages.

The more cars we have, the more crowed the roads are. So the roads become wider and wider. Many overpasses (立交桥) have been built in big cities. Chinese people’s life is much better than ever before. We have Tv sets, washing machines, fridges, even computers, cars etc.

The biggest part of the average family expenses is housing. In 1998, the average family spent 25 percent of its income on housing. In 2880, expenses on housing rose to 42 percent. Food and drink are the second biggest part of the average family expenses. In 1998, about 18% of the average income was spent on this item. In 2008, the figure grew to 30%. In recent years,my hometown has changed greatly, because of new road and railway has beenbuilt. Previously, my hometown was closed to the outside world. Several yearsago, the government paid much money on changing the basic equipment of myhometown. Building new roads is the biggest project. It took about half a yearto build the new road. After finish, people have more methods to make money. Andwe have more communication with other places, which is a good way to developourselves. About two years latter, the railway was built.
