近年来，校园欺凌案例不断出现在公众视野，诸如，不堪入耳的谩骂侮辱、手段暴力的撕扯打斗，发生在中小学生之间的暴力事件频繁被曝出，并引发舆论聚焦。

其实，就在教育部发布此次专项治理通知之际，重庆彭水一初中生被同学持刀捅死的事件就持续引发社会关注。据当地官方通报，4月28日13时许，桑柘中学学生沈某(男，14岁)与同校学生赵某(男，15岁)在校内因同学间纠纷发生争执。争执中，沈某持刀刺中赵某胸部，赵某经送桑柘卫生院抢救无效死亡。

重庆此起校园暴力事件并非孤例，4月22日晚，有网友在qq、微博、微信等网络平台上发布一段视频，视频内容为数名女生掌掴一名女生。在不到100秒的视频中，女生被掌掴32次，其间一直没有反抗。事件一经媒体报道，便引发公众热议。

4月25日，湖南永州市道县政府官网通报称，掌掴女生事件系琐事引发，目前已对涉事的多名学生进行处理，其中，3人被处以治安拘留，另4人管教。

诸如上述校园欺凌事件并非偶发性的出现，近年间，中国校园暴力呈现频率增加、结果恶化、涉事人员低龄化等趋势。有媒体统计，仅20--年，媒体报道的具有一定社会影响的校园暴力事件就有近百起，其中以发生在未成年学生之间的暴力行为居多。

校园欺凌事出何因?

今年4月，由21世纪教育研究院发布的《中国教育发展报告(20--)》曾根据20--年被媒体报道的校园暴力案件，对中国校园欺凌现象进行了综合分析。

按照报告给出的研究结果，近年来，校园欺凌现象在中国发生的地域范围十分广泛，覆盖了绝大多数省份，且城市农村均在其内，频次十分密集，绝对数量巨大。

具体来看，报告分析，现有案例大多数发生在学校外人烟较少的地方，在学校内的多在教室外，如操场或走廊。发生时间是课间或者放学后;绝大部分的欺凌案件均为多(欺凌者)对1或少(1至2人)，受欺凌者在曝光视频或文字描述中多选择沉默和忍受，不告诉老师，也不求助于家长。

对于校园欺凌事件的起因，报告列出的原因包括欺凌者看对方不顺眼，因为觉得对方长得丑，或者怀疑对方跟自己喜欢的异性走近一些，还有因为对方失误踩到自己等等，原因众多，且千奇百怪。

其实，随着校园欺凌事件曝光频度的增多，社会舆论也开始聚焦这一现象背后的深层原因。在舆论针对校园欺凌案件的原因分析中，诱发未成年人实施校园暴力行为的原因多元。如家庭、社会成长环境中负面因素影响、法制教育弱化、中小学生心理健康问题突出，以及针对未成年人校园暴力行为管教执法力度不够等等。

今天，我演讲的主题是《打击侵害校园犯罪，加强自我防卫能力》。

青少年是祖国的未来，民族的希望，是我国社会主义现代化建设事业的接班人。教育和培养好青少年，是我们中华民族永葆生机和活力的根本大计，是社会主义现代化建设事业的基础工程，是全党全社会共同的社会责任。新中国成立以来，党和政府高度重视青少年的培养教育，为青少年成长提供了良好的条件，使一代又一代青少年健康成长。但是，我们应该清醒地看到，近几年来，侵害校园的案件以及学生犯罪时有发生，严重破坏了学校正常的学习、教学秩序。我们一方面对侵害校园的犯罪要进行严厉的打击，另一方面，也要加强校园治安环境的整治工作，提高自我防卫能力。

青少年犯罪的主要原因：

从主体因素上看，一是自我控制能力脆弱;二是头脑简单，解决问题的方法偏激粗暴：三是贪图享受。从客观因素上看，一是家庭教育的误区;二是学校教育的失当;三是社会文化氛围消极方面的误导;四足缺乏社会救济措施;五是法制教育相对滞后：六是受社会经济负面效应的影响。

对学生来说，让犯罪远离校园，应从自身做起，加强思想道德修养，从而铲除校园犯罪滋生的土壤。许多案例表明，校园犯罪事件的发生有一定的条件，一定的气候，越是思想政治工作薄弱，学生纪律差的学校，发生的事件越多。学校犯罪事件又是一种见不得人的、偷偷摸摸的勾当，因此它只能在黑暗中进行。如果我们让阳光普照校园，那么参与犯罪者就不敢出现。阳光是什么，阳光就是学校的正气，就是全校同学的正气，这就是“魔高一尺，道高一丈”的道理。

我们在打击侵害校园犯罪的同时，还应加强自我防卫能力：

1、提高法律意识，提高明辨是非的能力。你们要多学点法律知识，弄明白什么是违法、什么是犯罪，只有明白了什么是违法，什么是犯罪，才有可能自己不做违法犯罪的事，同时也有可能制止他人违法犯罪。

2、增强同犯罪分子作斗争的勇气。为什么侵害校园犯罪屡禁不绝，一个重要的原因是同学们没有团结起来，缺少同犯罪分子作斗争的勇气。面对犯罪分子的暴力威胁，竟然会束手无策，让他们得逞，原因是他们被犯罪分子的暴力所屈服。

3、掌握防卫方法。一是要看好自家门，宿舍门要随时关好，钱财要妥善保管;二是外出要请假，夜行要结伴，让同学老师知道你去哪里，或者遇到问题有个照应，防止犯罪分子袭击;二是同学们应该学习《未成年人保护法》，明确青少年在哪些方面应受到保护。在受人欺侮，遇到危险或可能发生危险时，要主动、及时地与老师、家长、公安人员取得联系，积极争取学校、社会和家庭的保护和帮助。发生事情后要学会用法律保护自己，要大胆揭发坏人坏事，不要姑息养奸。

总之，抓好青少年法制教育，是民主法制建设的基础性工作，国民素质的提高，社会经济文化的发展，民主与法制的推进，这都寄希望于广大的青少年。为推进青少年的法制教育的深入开展，全社会都应当行动起来，与时俱进，开拓创新，共同托起明天的太阳。

这一环节让学生就其平时听到或遇到的校园暴力进行讨论，然后，教师进行简单的归纳，之后引出校园暴力的概念。

校园本是静美之所，然而这片静土也染上了血腥。如果任由这种校园暴力发展下去，那无疑会在青少年中间造成一种不良的暗示：邪恶比正义更有力量，武力比智力更有价值。这是相当危险的，所以要拒绝校园暴力。

校园暴力的最可怕之处在于其施暴者是孩子，而受害者也是孩子。对施暴者来说，其过早染指了不良恶习，日后的成长令人担忧。而对受害者来说，这样的经历无疑是一场梦魇，很容易留下永久的伤痕。列举一些校园暴力事件：

2010年9月30日下午3时50分，西安市81中初一学生于某与同班同学李某在教室因琐事发生打架，于某用随身携带的一把不锈钢单刃匕首捅入李某左肋部，李某经抢救无效死亡。

2010年10月24日下午4时20分，高陵县原后小学三年级学生巨某与五年级学生唐某放学回家途中，戏耍发生口角，打闹中唐某用随身携带的小水果刀划破巨某的颈部，巨某因流血过多，经医院抢救无效死亡。

2010年11月2日晚10时40分，西安桃李旅游烹饪专修学院中专学生甄某与同学史某等打斗，被史某用雕刻小刀刺伤，经医院抢救无效死亡。

校园欺凌，就是以大欺小，以多欺少，以强凌弱，像这样的事例在中小学的校园内外时有发生，它不但会伤害我们的身体，还会使一颗纯净的心灵走向扭曲，使人的精神受到痛苦折磨，严重时，还会威胁他人的生命安全。

同学们，我们是祖国的未来，是民族的希望，是社会主义现代化事业的建设者和接班人，我们肩负着重大的责任和使命。但是，由于受社会不良风气的影响，加之缺少相应的法律常识，在全国个别学校出现了校园暴力事件，严重影响了我们的正常学习生活，危害了我们的身心健康，也削弱了学校的教育成果。为此，学校发出如下倡议：

一、勇于拒绝校园暴力。同学之间发生矛盾时，要互谦互让，积极与老师、家长沟通，通过正当途径解决，不对同学动武、动粗。

12月11日，北京中关村二小一名10岁学生被同学欺凌，事件最初是一篇《每对母子都是生死之交，我要陪他向校园霸凌说NO!》在网间传播开来，内容是一位自称是孩子母亲的人写的，文章讲述自己儿子是如何在学校被同学欺凌的，因此对孩子心灵造成很大的创伤。2天时间，事件不断发酵，中关村二小在官微和微信上分别做出回应，称“学校还将做持续努力”，并呼吁“让教育问题回归校园进行处理”。

中国政法大学教授表示，校园欺凌多数是以多欺少、欺负弱小、语言羞辱、敲诈勒索甚至有殴打行为，这种行为存在一个共同特点就是恃强凌弱。从心理层面分析，欺负者和被欺负者对“欺负”这件事情都是认可的，欺负者不觉得自己的行为是错误的，被欺负者往往因为害怕选择了承受。校园欺凌存在人性的兽性，最关键的还是要看学校、家长和社会有没有及时发现并正确的引导。
