It is of great importance to make and maintain a green campus in our university or college. My university life has been one of the most colorful parts of my life. I will never forget the day when I first stepped into the university. At that very moment, I was impressed immediately by the beautiful campus, the enthusiastic students and the good learning atmosphere. I fell in love with the campus at once.

暴力犯罪有五特征说：“疯狂残忍性、预谋策划性、犯罪动机的邪恶性、恶性犯罪的连锁性、区域分布的规律性等特征。”也有九特征说：青少年占多数、手段极其残忍、偶发性常向连续性转化等特征。其一手段极其残忍。大学生暴力犯罪的当事人如同恐怖分子一样不计后果和凶残。面对被害人的渴求始终熟视无睹，无动于衷，丧失了最基本的人性，给被害人的生命、健康和财产造成了严重危害。例如：云南大学马加爵将4名同室学友砸死，他们之间今日无仇，往日无怨。其二趋向于团伙作案。二十岁左右的孩子，处在青春蒙胧期，世界观、人生观、价值观开始形成，但幼稚不稳定、不成熟，对问题敏感，对事物好奇，认识易变，可塑性大。心理上对犯罪的恐惧感促使他们更多的是借助人多势众来共同实施暴力犯罪行为。例如：28年11月，贵阳某学院体育系几十名学生手持刀棍闯进计算机系四间寝室，对其二十多名学生进行殴打。其三犯罪动机单纯。大学生暴力犯罪的动机往往是出于同学或朋友间所谓争强好胜，显示个人能力。27年5月太原某大学一名大二男生手持砍刀，在宿舍内接连伤四名

同学，起因仅是当天上午踢足球时发生的一点矛盾。27年12月，沈阳某大学建工学院学生黄某在宿舍里砍死两名同学，仅仅因为搬迁宿舍时发生的一点冲突。其四被害人日趋广泛，具有不确定性。大学生暴力犯罪个体往往心胸狭隘，过多地注意到当今社会的阴暗面，从极端的角度理解一些正常的社会表象，仇视社会规则，与社会相对抗。甚至以暴力手段故意违反、破坏社会规则，把矛头指向整个社会，或大学校园，甚至是自己的同学、朋友，表现出犯罪目标广泛化、多元化，不确定性。其五犯罪的手段比较智能。大学生在实施暴力犯罪前，大都有预谋、有准备，作案隐蔽，甚至研究了国内外恐怖分子作案手法和反侦破技术。如：23年发生在北京某大学的校园爆炸案，27年发生在徐州某大学生的铊中毒案等。

三、大学校园暴力犯罪原因

首先是国际环境的影响。根据NBC等媒体报道，“9·11”事件后的三年里，全球总共发生了2929起与恐怖主义相关的伤亡事件，仅24年发生的恐怖暴力事件有179件，占到了暴力总数的58%。虽然国际社会联手打击恐怖主义，但没有遏止恐怖事件在世界范围内上升的势头。美国通过阿富汗战争并没有彻底消灭塔利班“基地”组织，他以“反恐”为名主导的伊拉克战争推翻了萨达姆政权，更激起了恐怖主义活动在世界范围的高涨、猖獗。在国内以“达赖”、“热比亚”为首的民族分裂势力、宗教极端势力和暴力恐怖势力与国外恐怖分子沆瀣一气，阴谋策划西藏、新疆分裂，发动了一系列打砸抢烧暴力恐怖事件，对西藏和新疆地区的和谐与稳定造成了严重威胁，也不可避免地渗透到大学校园。

其次是社会环境的影响。当下一些反映恐怖分子暴力形象的印刷品、录像带、黄色书刊、淫秽色情杂志，通过各种渠道涌入我国，不同程度的腐蚀着青少年的心理和意志，传播犯罪信息。据美国犯罪部门的调查显示，65%的青少年暴力行为受到过暴力信息的影响。我国相关部门抽样调查结果，65%的工读学生以及5%以上的青少年犯罪，均接触过各种暴力信息。西方国家中95%的犯罪活动的“经验”是通过新闻媒介取得的。我国台湾地区餐饮界名人萧某遭绑架案中，犯罪嫌疑人就是完全模仿网络“生存游戏”的犯罪模式，要求被害人家属依约定前往指定地点“寻宝”，“过关”后再进行下阶段游戏。因此暴力文化的传播与大学生暴力犯罪之间有着一定的关系。

第三是贫困的影响。孔子说“不患寡而患不均，不患贫而患不安”。德国犯罪学家李斯特说：“大众的贫穷是培养犯罪的最大基础。”一些贫困生的心理负担甚至超过经济负担，容易产生心理上的落差和不平衡，甚至逆反心理。当机会的障碍非常明显时，便会将实现不了自己的抱负归因于社会原因而不是自己的主观原因。社会学家阿林斯说过，不平等不可避免地导致冲突这一动态过程，其中有些过程可能是温和的，但有些过和程可能是激烈的。有专家分析认为：弱势、贫困家庭的学生更易成为大学校园暴力犯罪的潜在主角。例如马加爵，就他从贫瘠的山村来到繁华的都市，凸显出两者之间的鸿沟、差异、生活水平，乃至社会的认同和价值观，对他来说都是多么大的震荡。就边缘性而言，他是来自偏远农村，家庭贫困、个性内向，难以融入社会的大学生，属于城市边缘人群中的一员。虽然真正决定马加爵犯罪的问题是他强烈、压抑的心理特点，和“自我中心”的性格缺陷。但是贫困对于马加爵犯罪的动机是有“促进”作用的。一份报告显示，北京高校中，6%的贫困生感到“羞愧难当”;22.5%的贫困生自卑，不愿接师生的善意同情。

第四是家庭因素影响。父母对子女健康成长和完美人格的形成负有主要责任。“人之初，性本善，性相近，习相远”。为人父母重要的是对子女的言传身教。部分家庭成员之间经常吵闹、漫骂殴打，易使个体形成粗暴、横蛮、孤僻、冷漠等不良的人格特征。据统计，父母离异家庭的子女犯罪率是健全家庭子女的4.2倍。德国的“政府反暴力委员会”将这种状况称之为“暴力的循环”。另外有些家长只重视智力开发，忽视孩子健康人格的培养，对其成长的期望值过高，当进入大学后，溺爱有加，过多包办，很少留意他们的思想变化和精神需求，养成了他们适应生活能力差，好吃懒做、贪图安逸、自私自利、蛮横，受不得半点挫折。正如著名教育家马卡连柯曾说过的那样：“父母象牛马一样娇惯出来的子女，不是家庭的叛徒，就是社会的暴君。”

第五是校园监管缺失。其一松散的校园环境的影响。大学校园是学生学习、生活的主要场所，校园环境、管理制度、教学态度、工作方式、为人师表等都对学生起着潜移默化的作用。然而有些学校对这一工作重视、监控不利，客观上造成了校园监管的“真空”地带。目前，大学里普遍开设了政治理论课和法律基础课，教师照本宣科，填鸭式的说教，缺少说服力，学生大多以应付考试了事。其二应试教育体制的影响。传统的教学方式认为“学习好，一切都好”，忽视了学生的心理健康。虽然大多数学校设置了心理咨询，但门可罗雀，流于形式。由于未能及时发现做好这些大学生的心理障碍的疏导工作，使得部分学生在巨大的学习和生活的心理压力下，很容易走上暴力犯罪的道路。

第五是个人行为缺失。首先是理想信仰危机的影响。古人云不谋全局者不足以谋一域，不谋长远者不足以谋一时。孔子曰“人生皆有死，民无信不立”。有些大学生缺乏坚定的理想信仰，缺乏对党、对人民、对社会主义的理性热爱，不能理智地表达爱国情感。遇事缺乏理智分析而易冲动。其次是法制意识、道德观念淡薄。大多犯罪的大学生对法律知识的了解仅仅停留在书本上，多数大学生犯罪归案后都有程度不一悔罪表现，承认自己一时冲动而犯罪。稍有法律常识的人，都不会说出此类幼稚无知的话，更不会作出违法乱纪的事，走上犯罪的道路。三是压力过大的影响。过级压力、经济压力，特别是在毕业即等于失业的就业压力，让大学生的致富梦、淘金梦在现实面前不堪一击，让一些大学生背负了沉重的负担。当人的根本利益得不到满足，受到阻力时，就会表现出人的攻击性的一面——使用暴力手段来获得利益。四是理智缺失。如：27年9月，在河北某大学校园因为恋爱问题，原本关系密切的两名男同学，因为同时爱恋一名女生，刀兵相见，致使一名男同学丧生。这种不理智决斗注定是一场暴力。

四、预防、减少大学校园暴力犯罪的对策

大学校园里暴力犯罪原因复杂。一般认为让犯罪学生受到惩处是预防、减少校园暴力犯罪最基本最直接的方式，即可以警示犯罪学生重复犯罪，对其它学生也有震慑作用。以刑罚治理，虽能免于犯罪但学生并不知犯罪行为是可耻的;若以德治，优化校园环境，就能端正学生言行，知耻而自觉规避犯罪。“如果一个人有幸生活在一个没有任何促使其犯罪的诱因的良好环境中，他可能活到8岁也不犯罪”。依互动理论，我们“不仅应当研究犯罪对社会做了什么，而且应当研究社会对犯罪做了什么。”

首先是提升社会文明。美国芝加哥大学社会学家克尔斯说过：“对公认的社会规范的离轨”，“是有它的社会根源的，是由社会环境引起的”。明确揭示了犯罪与社会环境的相关性。一要强力整治社会暴力文化，防范黄赌毒侵蚀，净化校园周边的人文环境，还文明殿堂的清净。二要关注有心理疾患的学生，学校、社会要给予更多的尊重、理解、关爱，不可歧视、嘲弄他们。三是政府要做好大学生的就业指导工作，创造多方位的公平、公正就业的机会，多做实事，少做秀。缓解大学生进了校门就担心未来就业的浮躁心理。四要切实关爱大学校园的弱势群体。贫困不是谁的错，既然贫困无法回避，就要教育他们坚强面对，做一个勇敢的人，用自己生命的力量去化解遗憾。“贫而乐，富而好礼”。

第二是家庭与学校互动。家长是孩子教育的启蒙人，首先要尽量避免或减少家庭暴力的发生，以自身的模范行为影响和感召子女，给子女做出表率。其次学校要多与家庭取得联系，经常沟通，防范于未然。使学校教育、社会教育、家庭教育溶为一体。等到学生已经越轨，学校再急急忙忙找家长，家长孜孜汲汲赶到学校，已悔之晚矣。

第三是规范道德修养，强化“人文关怀”。首先大学教育应关注学生的生存与生命发展的空间，关注学生个体生命多样性、独特性和创造性。如果大学生缺乏对生命的理解及生命价值的追求，只是为获取“何以为生”的本领，放弃了“为何而生”的思考，其后果是既不尊重他人生命，也不珍惜自己的生命，如同行尸走肉一样漠视生命存在的意义和价值。二是教育学生面对现实，回归到“立人”的人文本位上，以和谐的眼光看待世界，用敬畏的心态关注人的生命、生活，理解生命，尊重人的价值，尽量减少和避免校园心理行为犯罪而造成的伤害。老子《道德经》说“勇于敢则杀，勇于不敢则活”。三要让学生知书达礼。“孔子曰“君子有勇无义为乱，小人有勇无义为盗”。作为当代大学生，要深刻领悟“有所为，有所不为”。在防范校园恐怖犯罪的同时，也要适当地教给学生应对暴力犯罪的技巧和能力，避免自身伤害。四是提高大学生耐挫能力。人的一生中遇到的困难和挫折是成长的良师益友，要正确面对，理智处理与周围发生的矛盾冲突，做到温、良、恭、谦、让，宽容一点，给自己留下一遍海阔天空。

五、小结

毛泽东同志1957年在莫斯科大学接见中国留苏学生时说过：世界是你们的，中国的前途是属于你们的，希望寄托在你们身上。大学生是祖国的未来，大学生的健康成长，全面发展，关系到我国社会主义现代化建设事业的兴旺发达。因此，积极抵御恐怖暴力思想意识，铲除恐怖暴力思想滋生和蔓延的基础，把高校恐怖暴力犯罪的发生降低到最低限度，是全社会共同的责任。

各位老师、同学：

大家好!

今天，我演讲的主题是《打击侵害校园犯罪，加强自我防卫能力》。

青少年是祖国的未来，民族的希望，是我国社会主义现代化建设事业的接班人。教育和培养好青少年，是我们中华民族永葆生机和活力的根本大计，是社会主义现代化建设事业的基础工程，是全党全社会共同的社会责任。新中国成立以来，党和政府高度重视青少年的培养教育，为青少年成长提供了良好的条件，使一代又一代青少年健康成长。但是，我们应该清醒地看到，近几年来，侵害校园的案件以及学生犯罪时有发生，严重破坏了学校正常的学习、教学秩序。我们一方面对侵害校园的犯罪要进行严厉的打击，另一方面，也要加强校园治安环境的整治工作，提高自我防卫能力。

青少年犯罪的主要原因：

从主体因素上看，一是自我控制能力脆弱;二是头脑简单，解决问题的方法偏激粗暴：三是贪图享受。从客观因素上看，一是家庭教育的误区;二是学校教育的失当;三是社会文化氛围消极方面的误导;四足缺乏社会救济措施;五是法制教育相对滞后：六是受社会经济负面效应的影响。

对学生来说，让犯罪远离校园，应从自身做起，加强思想道德修养，从而铲除校园犯罪滋生的土壤。许多案例表明，校园犯罪事件的发生有一定的条件，一定的气候，越是思想政治工作薄弱，学生纪律差的学校，发生的事件越多。学校犯罪事件又是一种见不得人的、偷偷摸摸的勾当，因此它只能在黑暗中进行。如果我们让阳光普照校园，那么参与犯罪者就不敢出现。阳光是什么，阳光就是学校的正气，就是全校同学的正气，这就是“魔高一尺，道高一丈”的道理。

我们在打击侵害校园犯罪的同时，还应加强自我防卫能力：

1、提高法律意识，提高明辨是非的能力。你们要多学点法律知识，弄明白什么是违法、什么是犯罪，只有明白了什么是违法，什么是犯罪，才有可能自己不做违法犯罪的事，同时也有可能制止他人违法犯罪。

2、增强同犯罪分子作斗争的勇气。为什么侵害校园犯罪屡禁不绝，一个重要的原因是同学们没有团结起来，缺少同犯罪分子作斗争的勇气。面对犯罪分子的暴力威胁，竟然会束手无策，让他们得逞，原因是他们被犯罪分子的暴力所屈服。

3、掌握防卫方法。一是要看好自家门，宿舍门要随时关好，钱财要妥善保管;二是外出要请假，夜行要结伴，让同学老师知道你去哪里，或者遇到问题有个照应，防止犯罪分子袭击;二是同学们应该学习《未成年人保护法》，明确青少年在哪些方面应受到保护。在受人欺侮，遇到危险或可能发生危险时，要主动、及时地与老师、家长、公安人员取得联系，积极争取学校、社会和家庭的保护和帮助。发生事情后要学会用法律保护自己，要大胆揭发坏人坏事，不要姑息养奸。

总之，抓好青少年法制教育，是民主法制建设的基础性工作，国民素质的提高，社会经济文化的发展，民主与法制的推进，这都寄希望于广大的青少年。为推进青少年的法制教育的深入开展，全社会都应当行动起来，与时俱进，开拓创新，共同托起明天的太阳。
