一、深刻认识严格党的组织生活制度的重大意义

《准则》在吸收党的组织生活理论成果、实践成果和制度成果基础上，首次以党内法规形式对严格党的组织生活制度作出系统规定、提出具体要求，这是一大创新亮点，对提高党的组织生活科学化、制度化、规范化水平具有重大意义，标志着党的组织生活进入到一个新的发展阶段。

(一)严格党的组织生活制度是严格党内政治生活的基础和载体

《准则》指出：“党的组织生活是党内政治生活的重要内容和载体，是党组织对党员进行教育管理监督的重要形式。”这就科学揭示了党的组织生活在党内政治生活中的地位作用。党员参加党的组织生活，是马克思主义政党的基本原则。我们党在建党之初就强调，“没有支部生活，便没有党内生活的基础”，“支部是党的政治达到群众的枢纽，支部生活是无产阶级党的基础”。党的组织生活是党内政治生活的基础，具有不可替代的重要功能。没有严格的党的组织生活，党员的教育管理监督，党的路线方针政策和上级党组织决议的贯彻落实，党的工作任务的传达推进，党员先锋模范作用和党组织战斗堡垒作用的发挥，都将失去依托和载体。严格党内政治生活，最基础的就是组织引导每一名党员过好组织生活，有效载体就是严格党的组织生活制度。要从坚持“三会一课”、民主生活会、组织生活会、民主评议党员等具体组织生活制度做起，以严格的党的组织生活，促进党内政治生活的全面加强和规范。

(二)严格党的组织生活制度是解决党的组织生活突出问题的迫切要求

当前，党的组织生活总体上是好的，但也普遍存在着不经常、不规范、不严肃、随意化、庸俗化、平淡化的问题，“党味”不浓、政治性不强。有的党组织常年不开展组织生活，一些党员长期游离于组织之外;有的领导干部对过双重组织生活缺乏自觉，没有形成习惯;有的用业务工作会议代替组织生活会，对党的组织生活缺乏正确认识;有的把党的组织生活等同于群团活动或文体活动，追求趣味性、娱乐性;有的民主生活会和组织生活会成了表扬会，批评和自我批评开展不起来，起不到应有作用;等等。这些问题的出现，归根到底，就在于组织生活制度落实不力。解决这些问题，必须从严格党的组织生活制度做起。要进一步增强党的组织生活制度的政治性和严肃性，努力在党内形成人人遵守组织生活制度、人人执行组织生活制度的良好氛围，使党内组织生活真正严起来、实起来、规范起来，把党的好传统恢复和发扬好。

(三)严格党的组织生活制度是提高党的组织生活质量的根本保障

党的组织生活质量高不高，严格制度标准是前提。习近平总书记指出，“标准决定质量，有什么样的标准就有什么样的质量，只有高标准才有高质量”。党的组织生活是制度化的规定。党的组织生活制度，是党的组织生活正常运转、有序开展的基本遵循。高质量的党的组织生活，要由严格的、高质量的党的组织生活制度提供根本保障。严格党的组织生活制度，既要维护制度的权威性和刚性，又要增强制度的科学性和严密性。要坚持务实管用、高质高效的原则，围绕强化组织生活的规范性、计划性、系统性、实效性，进一步严格标准、完善规定、优化程序，努力形成健全的组织生活制度体系，使党组织和广大党员有规可依、便于执行。要强化党组织依规治党特别是用组织生活制度管理组织生活的意识，以认真的态度和钉钉子的精神抓好组织生活制度执行，不断提高党的组织生活质量和水平。

二、准确把握严格党的组织生活制度的基本要求

严格党的组织生活制度，必须科学认识党的组织生活的本质和规律，切实把握关键环节和基本要求。

(一)增强党的意识

党员参加党的组织生活，就是要在党组织的熔炉里，不断增强党性锻炼。党性不可能随着党龄的增加而自然增强，也不可能随着职务的升迁而自动增强，必须在严格的组织生活中反复锻炼、百炼成钢。《准则》强调：“全体党员、干部特别是高级干部必须增强党的意识，时刻牢记自己第一身份是党员。任何党员都不能游离于党的组织之外，更不能凌驾于党的组织之上。每个党员无论职务高低，都要参加党的组织生活。”这就表明，严格党的组织生活制度，要把增强党员党的意识作为首要目标，使党员真正懂得参加党的组织生活的意义，时刻想到自己是党的人，是组织的一员，时刻不忘自己应尽的义务和责任，在党言党、在党忧党、在党为党，相信组织、依靠组织、服从组织，始终做一名合格的共产党员。

落实全面从严治党要求，关键在于落实全面从严治党主体责任。作为全面从严治党的重要内容，严格党的组织生活制度，必须从强化责任落实严起。《准则》强调：“党组织要严格执行组织生活制度，确保党的组织生活经常、认真、严肃。”这就是对党组织履行严格党的组织生活制度主体责任的明确要求。各级党委(党组)要把严格党的组织生活制度纳入党建工作责任制，加强领导，明确责任，一级抓一级，层层抓落实，切实抓出成效。上级党组织要加强对下级党组织严格党的组织生活制度情况的监督检查和考核评价，执行不力的要严肃问责。基层党组织要认真落实党的组织生活各项制度，切实增强党员参加党的组织生活的自觉性，对党员参加组织生活的情况经常进行检查督促。党组织书记要切实履行好严格党的组织生活制度第一责任人职责，其他班子成员要根据分工抓好职责范围内的工作。广大党员特别是党员领导干部都要增强责任意识，严格执行党的组织生活制度，按要求参加党的组织生活。

习近平总书记强调：“在党内生活方面，一个是坚持、一个是加强、一个是创新”，“不创新，那形式也巩固不住。”全会通过的新《准则》，既坚持继承了1980版《准则》的一些重大原则和基本精神，又根据新情况对党的组织生活作出新的概括，提出新的要求。严格党的组织生活制度，必须坚持继承和创新有机统一，与时俱进，进一步增强组织生活的吸引力、感染力。要继承党的优良传统，把实践证明行之有效的组织生活制度坚持好，发扬组织生活的固有优势。要健全完善党的组织生活具体制度，总结党的组织生活的实践经验和成熟做法，丰富、细化党内组织生活制度的实施细则和操作办法，使现有党的组织生活制度不断得到加强。同时，要根据党面临的形势任务的发展变化，对党的组织生活提出新的内涵和要求，推进党的组织生活制度改革，使依规治党在党的组织生活领域得到更好的贯彻落实。严格党的组织生活制度，不是要把党的组织生活搞得死板，而是要通过创新内容和形式，使党的组织生活更加贴近党员、贴近实际、贴近工作，更有针对性、实效性和时代气息。

(四)发挥领导机关和领导干部的示范作用

党的十八大以来，习近平总书记反复强调，“中央怎么做，上层怎么做，领导干部怎么做，全党都在看”，“领导机关和领导干部做出样子，下面就会跟着来、照着做。各级领导机关和领导干部，尤其是中央机关和中央国家机关、高级领导干部要强化带头意识，时时处处严要求、作表率”。《准则》特别强调“中央政治局带头开好民主生活会”。这就凸显了领导机关和领导干部在党的组织生活中的特殊责任。严格党的组织生活制度，必须要发挥好领导机关和领导干部的示范带动作用。党的领导机关和党员领导干部既是组织生活的参加者，又是组织生活的组织者。领导机关和领导干部抓好了，就抓住了严格党的组织生活制度的关键，执行党的组织生活制度就有了保证。

三、认真落实严格党的组织生活制度的主要任务

严格党的组织生活制度是一项系统工程，必须抓住重点，统筹推进。《准则》根据新形势下加强和规范党内政治生活的需要，着重提出了严格党的组织生活制度的五项主要任务。

(一)坚持“三会一课”制度。“三会一课”是党组织生活的基本形式，是加强党员日常教育管理的主要途径。坚持“三会一课”制度，对于健全党组织生活、严格党员管理、加强党员教育、提高党员素质、增强基层党组织战斗力，具有重要作用。自上世纪50年代以来，“三会一课”制度经过发展完善，已经成为党的一项重要组织生活制度。新形势下要继续坚持“三会一课”制度，充实内容、创新形式、细化规定，使之更好发挥作用。党员必须参加党员大会、党小组会和上党课，党支部要定期召开支部委员会。“三会一课”要突出政治学习和教育，突出党性锻炼，坚决防止表面化、形式化、娱乐化、庸俗化。领导干部要以普通党员身份参加所在党支部或党小组的组织生活，坚持党员领导干部讲党课制度。每个党员都要按规定自觉缴纳党费，党费使用和管理要公开透明。

(二)坚持民主生活会和组织生活会制度。认真开好民主生活会和组织生活会，有利于党组织对党员、干部的严格管理、严格监督，有利于领导干部自重、自省、自警、自励，有利于加强领导班子的思想作风建设、提高领导班子的战斗力。任何党的组织和党员，都要按时召开和参加组织生活会或民主生活会，不能搞特殊、搞例外。会前要广泛听取意见、深入谈心交心，会上要认真查摆问题、深刻剖析根源、明确整改方向，会后要逐一整改落实。上级党组织领导班子成员要定期、随机参加下级党组织领导班子民主生活会和组织生活会，发现问题及时纠正。

(三)坚持谈心谈话制度。谈心谈话，是党组织了解、帮助、教育和监督党员的重要手段，是党员之间相互交流思想、交换意见的有效形式。坚持谈心谈话制度，有助于在党组织与党员、上级与下级之间建立经常沟通联系的桥梁，为促进同志之间统一思想、加深了解、增进团结提供平台和保障。党组织领导班子成员之间，班子成员和党员之间、党员和党员之间要开展经常性的谈心谈话活动，坦诚相见，交流思想，交换意见。领导干部要带头谈，也要接受党员、干部约谈。谈心谈话要出于公心，有求团结的愿望和实事求是的精神;要有耐心，不急不躁，一次谈不成反复谈，一时解决不了的问题待时机成熟再解决;要讲究方式，增强针对性，根据不同人的性格特点采取不同的谈心方法。通过谈心谈话了解的重要情况，要及时向党组织汇报，做好有关工作。

(四)坚持民主评议党员制度。民主评议党员制度既是一项重要的党员队伍管理制度，又是一项重要的组织生活制度。坚持民主评议党员制度，是从严加强党员教育、管理和监督的有效措施，对于提高党员队伍的整体素质，保持和发展党的先进性和纯洁性具有重要意义。基层党组织要坚持每年对党员进行民主评议，督促党员对照党章规定的党员标准、对照入党誓词、联系个人实际进行党性分析，使党性分析过程成为党员强化党员意识、增强党的观念、提高党性修养的过程。对党性不强的党员，及时进行批评教育，限期改正，经教育仍无转变的，应劝其退出党组织。要将评议结果与党员评先树优、绩效考核、提拔使用等联系起来，发挥导向作用，确保评出公正、评出压力、评出动力。

(五)坚持请示报告制度。请示报告制度，是党的一项重要组织制度和政治规矩。严格执行请示报告制度，对增强各级党组织的组织性、强化广大党员的组织意识和纪律观念、加强领导干部管理和监督、促进党风廉政建设具有十分重要的意义。在革命、建设、改革的不同历史时期，请示报告制度对维护党的集中统一、推动党的事业发展提供了重要保障。党的十八大以来，中央多次强调各级领导班子和领导干部都要严格执行请示报告制度。习近平总书记特别指出：“作为干部特别是领导干部，在涉及重大问题、重要事项时按规定向组织请示报告，这是必须遵守的规矩，也是检验一名干部合格不合格的试金石。”领导干部必须强化组织观念，工作中重大问题和个人有关事项必须按规定按程序向组织请示报告，离开岗位或工作所在地要事先向组织请示报告。有关部门应当加强抽查核实，对无正当理由不按时报告、不如实报告或隐瞒不报的，要严肃处理。

Although I’ve had a busy school life in the past three years, getting along with such amazing classmates has made me the luckiest person in the world.
