1990年全国人大常委会通过的《关于禁毒的决定》第四条规定，包庇走私、贩卖、运输、制造毒品的犯罪分子的，为犯罪分子窝藏、转移、隐瞒毒品或者犯罪所得的财物的，掩饰、隐瞒出售毒品获得财物的非法性质和来源的，处七年以下有期徒刑、拘役或者管制，可以并处罚金。这一规定是我国关于反洗钱方面的第一个法律规定，成为我国打击洗钱犯罪活动最主要的法律武器。
