以诚信之心治理百姓，就不会有民怨;相反地，如果无法让人民感受到你的诚恳， 信赖你的作为，那么，为政者想要役使人民，就会遭遇困难。 子贡曾问政于孔子，孔子认为要将国政治理好，必须顾及三件事：“足食，足兵，民信之矣。”以今日的眼光来看，也就是民生、国防，以及政府的诚信。言语科的 优秀弟子听了之后，给老师出了难题，他说：“必不得已而去，于斯三者何先?”孔子答道：“去兵。”子贡又问：“必不得已而去，于斯二者何先?”孔子凛然回 应：“去食。自古皆有死，民无信不立。”孔子所谓“去食”，并非不顾人民百姓的生计，而是就治国层面而言，强调“诚信”是政府的根本，没有诚信就没有政 府，国家恐要陷入不安动乱中，人民又如何能安居乐业? 无论是修身或治国，诚信都有着重要的意义，不过，诚信也不只是说到做到。孔子说：“言必信，行必果;硁硁然，小人哉!抑亦可以为次矣。”子贡曰：“今之从 政者何如?”子曰：“噫!斗消筲之人，何足算也!”(《论语 子路》)。读到此，会发现孔子对“言必信，行必果”的评价很低，而这里的“砰砰然，小人哉” 的小人，并不真的是品德低下的人，而是坚持自守，但尚不能横量轻重、通权达变，因此显得识量浅狭的人。

孔子赞成“言而有信，行有果”，却对“言必信，行必 果”有所商榷，他所反对的是这两句中间的“必”字。“必”就是必然，做任何事一旦“非得怎么做”就是一种极端，一个人倘若为了“诚信”而不择手段，这样 “极端的诚信”还有价值吗?一个为人处事遵循诚信之道的人，决不须强迫自己，去迎合那些有违诚信之道的人!倘若连自己都无法信服的事，又何必付诸承诺与实 践呢?这提醒我们，在付出诚信之前，我们也得充分了解对方，让自己的诚信，不致沦为一种乡愿;让坚守诚信的我们，不会成为孔子所抨击的小人。 “诚信”是我们立身的根本，是我们固有的美好品性。当各界高倡“品格教育”，或许也意味当前正是一个投机者、巧言者横行的世道。

在此情况下，我们一方面应 该重新检索我们文化中所蕴含的“诚信”美德;另一方面，也将“诚信”二字好好放在心上，待人诚恳信实，不伪善，不讲空言。在我们还是一个普通公民时，以诚 信要求政治人物;有朝一日，当我们有机会服务公民，也能谨记这立身的根本，也是立国的根基。
