现如今，我国对于水资源保护力度不断加大，出台了一系列的法律法规。但如何治理水污染却成了令人头疼的难题。治理水污染必须要先了解造成水污染几大“始作俑者”。

来自于农业方面的面源污染超过工业污染已经成为我国水污染的一个重要特征。研究表明，农村面源污染在各类环境污染中的比重占到30%-60%,并成为水污染的重中之重，其中污水中COD（含氧量）排放已超过城市和工业源的排放总量。一方面，过量使用化肥造成的污染十分惊人。如化肥施于土壤中，只有小部分被作物吸收，大部分则在雨水的作用下或渗透到地下污染地下水，或随地表径流进入河流、稻田、池塘。由于化肥会造成水域富营养化或饮用水源硝酸盐含量超标，因此已经危害水质的“第一隐形杀手”.

农业污染可以对水资源形成伤害的另一大力量来源于畜禽和水产养殖业污染。有调查数据显示：养殖一头牛产生并排放的废水超过22个人生活产生的废水，养殖一头猪产生的污水相当于7个人生活产生的废水；北京近郊禽畜养殖场排放的有机物污染，相当于全市工农业生产污水和生活废水中所含的有机污染物的2-3倍。

就在农业污染超过工业污染的同时，另一大污染源---生活污水又从城乡的各个角落冲出并有愈演愈烈之势。据了解，中国一年洗衣污水量就将近22亿吨，相当于34个十三陵水库，76个昆明湖。仅北京市和上海市2006年生活污水分别就达到9亿和11亿吨。全国大小城市的生活污水的排放量已经超过了工业污水的排放量。

问题的关键在于，目前我国仍有61%的城市没有污水处理厂。在污水处理设施得以修建的城市，能正常运行的也只有50%;还有的由于污水收集管网的原因，污水处理厂处理量不足设计处理能力的20%.而在广袤的农村，生活污水处理设施基本为零。正因为污水处理率的低下，中水回用水平低，大量污染负荷就如泄闸之洪汹涌般进入河流与湖泊，中国水体环境质量由此被一步步逼向危险的边缘。

我的家乡在温州文成一个美丽的乡村，村口有一条清澈见底的小河。没等你走近小河，远远就能听到河水哗啦啦的声音，河上有一座小桥，桥下一群群鸭子在水中嬉戏，不时把头扎到水中觅食。

每年暑假，我总会和爸爸妈妈一起回到家乡，和村里的小伙伴一起去河里玩耍，我们在小河里抓小鱼，找小虾，摸螺蛳……玩累了，我们就上岸扔石头，看谁扔得远，比谁溅起的水花高。河边总会集满很多的妇女，她们一边洗衣服，一边聊天，捣衣声和欢笑声组成了一首优美的乐曲。

今年暑假，我照例又回到家乡，来到村口，我被眼前的景象惊呆了。河水变浅了很多，水质也没有以前那么清澈，河岸上还有很多垃圾，河中央还长出了杂草，听不见哗哗的流水声，看不见有人在河里洗衣服，更可怕的是，河里散发出一股刺鼻的气味。

我沿着河岸走了一圈，发现河边新建了很多工厂，河堤上也增加了很多的排水管，褐色的水从排水管里一直流到小河里。我想：问题肯定出在这！

为了让小河变回昔日美丽的容颜，还给小鱼小虾一个舒适的家园，我赶紧跑回家，在爸爸的帮助下，终于做好了一块木牌，上面写着“保护环境，从我做起，请叔叔阿姨不要把废水排到小河里！”

尊敬的各位代表：

大家好!我是一名中共党员，现任浙江省余姚市桐张香垃圾处理场副场长。在08年元月九日看到扬子晚报上的一篇报道：湖北省天门市的“垃圾之争”，城管执法人员打死人的‘命案’，让我的心跌宕起伏、久久难以平静。我经过深思熟虑，认为有必要将自己的看法与见解提供给两会的代表们，并且希望各位代表们能够将垃圾处理问题放在一个较高的层次上进行讨论。

一、消除垃圾污染和危害，是利国利民利全球的大事。

我国是世界上垃圾包袱最重的国家之一，每年城市产生的各类生活垃圾总量达“亿吨之多，且垃圾处理水平很落后，科技含量低。目前处理垃圾的主要方法是把垃圾集中到农村卫生填埋，这相当于把垃圾的危害转嫁给农民，破坏农村环境卫生，严重污染土壤、水体等，.如今农民闹事现象己很普遍。农民过去只知厌恶苍蝇，现在已经开始懂得污染的危害比苍蝇更可怕，若不尽快拿出行之有效的解决方法，将会深深的影响社会和谐、稳定的发展;将会出现更多类似于天门市‘垃圾之争’的事件。

二、“垃圾除臭灭蝇生态化处理”方法是今后垃圾处理的发展方向。

余姚市桐张吞是闻名的‘杨梅’之乡，每年杨梅成熟的时节，也是苍蝇的高峰期，也是我们全体员工无不担心苍蝇毁坏杨梅农民闹事之时。从06年至今，臭气熏天，苍蝇成灾的垃圾场环境彻底的得到了改善，当地农民欣喜地说：“‘科技办法就是多。’当初垃圾场臭气逼人，现今比其它地方还清净，原因是2006年初，我场得知安徽合肥使用“垃圾除臭灭蝇生态化处理”方法，就与提供此项技术服务的丹阳市东南卫生化工厂取得联系，采用了他们的“垃圾除臭灭蝇生态化处理”方法，很快就出现明显效果。

当年8月9日至10日两天，由余姚市有关领导亲自参加，共组织200余人来到垃圾场参观考察，还特地安排在距垃圾作业区约三四十米处就地用餐，整个就餐过程中没有一人有脏臭不适感，参观结束，所有人员无不称说是一大‘奇迹’。2007年，我们从所有的垃圾箱、中转站从源头就开始使用，结果整个城市几乎已闻不到垃圾臭味，垃圾场也几乎看不见有苍蝇。

★垃圾污染是严重的环保问题，国家创卫应把它列为重点内容。

城市的垃圾箱、中转站、垃圾处理场以及运送垃圾的车辆，每逢夏秋之时，无处不是“臭气熏人、苍蝇成灾”，甚至连奋战在垃圾处理一线的环卫工人的身体也占有臭气。这与光荣评选卫生先进城市应感到是一种羞耻。

实践已经证明：垃圾污染被清除，臭气、苍蝇就自然消失，空气质量也会提高，人民减少生病。估计可以节省的医药费用会是处理垃圾所需费用的千倍万倍。除有可能会影响部分医院的经济效益，其它别的应该是有百利而无一害。

“垃圾除臭灭蝇生态化处理”方法不仅可以清除垃圾的臭味和苍蝇，还可以消除有机垃圾的有害物质和气体，还可有效抑制有害致病菌的生长繁殖，彻底除去污染源。同时还节省覆盖粘土达七倍之多，还可使有机垃圾减量30%。值得一提的是：该方法不含任何有毒化学成分，能从根本上消除污染危害。但目前尚未见在全国推广，本人了解有以下原因：

首先厂方考虑到垃圾处理需要低成本，顾及用户的利益，不愿在广告宣传中过多投入增加成本。

其次是发现市场上有不正当竞争现象甚至有类似香精等物制成的除臭品搅乱市场，影响“垃圾除臭灭蝇生态化处理”方法的有效推广!

第三、我国爱国卫生运动过去几十年对环卫部门的要求只是消灭苍蝇(包括卫生评比检查)，农民闹事大多数也是因苍蝇而起，所以环卫部门对消除垃圾危害的要求认识还不够深刻，导致对垃圾处理的新技术不敏感。

三、消除垃圾危害迫在眉睫。

全国有数以万计的环卫员工和上千万居住在垃圾场附近的农民，他们的身体健康时刻在遭受垃圾危害的侵袭，现在消除垃圾的危害迫在眉睫。为此，我有如下几点建议：

1.建议相关代表能够关心一下自己本地区的垃圾处理情况，把

“垃圾除臭灭蝇生态化处理”方法通报给当地政府的有关部门;

2.建议各级爱国卫生运动委员会把消除垃圾危害的任务列为和

扑灭苍蝇任务同等重要。

3、建议各新闻媒体多报道一些垃圾危害和处理垃圾存在的难题，

对“垃圾除臭灭蝇生态化处理”方法的成果进行专访和如实报道。

4.建议大会将此信印发给各位代表参考。

为了社会的稳定与和谐，为了建设有中国特色的社会主义城市，让我们一起共同来解决垃圾问题，让生活变得更加美好!

我喜欢瓦蓝的天空，清新的空气，到处充满鸟语花香。在看看我们周围乌烟瘴气，垃圾肆无忌惮的破坏着环境，影响着我们的生活。你听，地球妈妈在呼唤着，人类啊，快住手吧……

地球曾经是那么的美好，在森林可以听见小鸟美妙的歌声，小溪穿着清澈的衣裳唱着欢快的歌儿奔跑着，小鱼也在水里快活地游戏，蜜蜂、蝴蝶在花间翩翩起舞……

然而现在，我却在旅游区看见这样一幕，一位青年把塑料袋扔到了地上，其实垃圾桶已经很近了，接着十几个假文肓从塑料袋旁边走过，我似乎明白了什么。我来到工厂，污水没经过任何处理就排入自然水域，烟也放任自由地升入天空。在这样下去地球既将成为一颗将要死亡的星球。人们醒醒吧!救救自己的家园吧!

水是生命之源，我们离不开水。然而水不是取之不尽，用之不竭。随着人口的增加和社会的发展，人们对水的需求量越来越大，也越来越感到水资源的匮乏。人们反而不珍惜水资料，来破坏水资源呢?你知道吗?一粒钮扣大小的电池污染的水量，比一个人一生的饮水量还多。那些可耻的人在污染水、破坏水。人们尽情地把生活垃圾直接倒在河里。使大地充满肮脏，水资源遭到了极度的破坏，使水在痛苦中伸吟着。臭氧层也遭到了破坏，大量紫外线放肆地闯入地球。

地球妈妈伤心了，她献出了全部的爱，而人类却身在福中不知福。地球妈妈忍不住了，人们呀，救救地球吧!

地球妈妈和生物朋友再次向我们发出求救：“人类啊!我们多么希望你们重新创造一个和谐美好、绚丽多彩的世界!”

啊!我们的祖国母亲——地球，已经千疮百孔了，我们要是每个人都从点滴做起，那么肮脏将将无处可藏。碧水蓝天才能返重我们的生活。

我发现放学路上有很多小朋友喜欢把水果皮和吃完的小零食包装袋丢到马路上，让我感到十分生气。

那些垃圾在马路上随风飘散，环卫工人不管刮风还是下雨，不管严寒还是酷暑都在马路上一个个的把垃圾捡起来，再丢进垃圾桶里。如果垃圾在机动车道上，环卫工人还要冒着生命危险去捡起来。

有一次国庆节，我、妈妈和爸爸一起去打鼓岭度假，在小银河景区的瀑布旁，我突然看见了一个塑料袋从瀑布的上方流下来。这时我的脑海里突然想到一个人吃了一个美味的肉包子，然后把塑料袋扔进了瀑布里，这不仅影响了景色，而且如果有小鱼、小虾把这个塑料袋吃了，那它们一定会死于非命，所以这让我感到十分痛心。

上学期品生课的时候老师告诉我们只要回收1吨废纸，就可以制造好纸850公斤，节约木材300公斤。回收1吨废旧钢铁就可以获得900公斤的好钢铁，减少空气污染75%，减少水污染97%呢！我预测：如果人类继续不保护环境，地球会在2222年从蓝色星球，变成黑色星球。

请大家和我一起不乱扔垃圾啊，保护环境吧！

“吱嘎，吱嘎……”随着这斧头发出的噪音，一棵棵枝繁叶茂的大树应声倒下，鸟兽惊恐的叫声此起彼伏，一只啄木鸟找到了“肇事者”—那位头戴贝雷帽，嘴叼着一枝烟，挥舞着手中的斧头的伐木工人，他口中还念念有词：“这棵树里一定有虫。”啄木鸟愤怒地啄着这个利令智昏的伐木工人的榆木脑袋：“这木头里一定有虫。”……

这树里真的有虫吗？恐怕不是。那么，这伐木工人的做法可就是真实版的“掩耳盗铃”了。我们知道，在日常生活中，木头就是不可缺少的，从小小的铅笔到大大的桌椅，木头的应用很广，我们的生活离不开木头。这就给这利欲熏心的伐木工人以市场，他随意地砍伐树木，破坏森林，制成各种用品，这其中的利润更是惊人的，而地球上的绿色资源呢，则在一天天地减少。

当然，这种利欲熏心的“伐木工人”并不仅仅只有这么一位，正在被破坏的自然资源也并非只有树木。无独有偶，猎人们因垂涎动物们的皮毛或肉，滥捕滥杀；工厂里的废气污水被排放至江河湖泊，空气中，大街上，一辆辆私家车，那排放出的尾气，所耗费的石油，那可是不可计数的……人类所破坏的环境资源已使地球累得喘不过气来，如果人类继续破坏，事事“利”字当头，也许，不知是哪一天，“世界末日”这颗定时炸弹将会爆炸，而葬送人类以及地球上的一切的，恰恰是人类自己。

那么，从现在开始，就让我们一起行动来吧！让我们珍惜每一滴水，每一张纸，使用可降解的垃圾袋，拒绝使用各种动物毛皮制品……我相信，假如所有人都事事“环保”当头，那么，也许“世界末日”的定时炸弹就不会爆炸，地球的未来将是世间万物的乐土，那么，就让我们从现在起，珍惜资源，保护环境！

你保护环境（了）吗？如果（还）没有，（那）就赶快行动起来吧！

你知道吗？森林里的树木被（那些别有用心的人）一棵棵砍下来，做成各种各样的东西去卖。有的人随地扔垃圾，原来美丽的土地就这样被破坏了。

如果就这样下去，也许五年后或十年后，湛蓝色的天空（将）变得灰蒙蒙，郁郁葱葱的树林变成了一片平坦的土地，清澈的河水变成了污水，清新的空气被污染了，我真不敢再想下去，再想下去，那场面（会）让人（我）受不了。

保护环境吧！从身边的一点一滴做起，弯腰捡起地上的小纸片。别忘了，亡羊补牢，为时不晚。

保护我们美丽的家园吧！

“保护环境，从我做起”现在的公园，广场，学校等公共场所都有这样的标语，但是文化水平如此之高的现代人似乎都是文盲，大部分的人，都对这样的标语视而不见。

公园里，到处都是各种各样的包装袋，本是供人们修闲散步的小树林也是“缺胳膊少腿”的，更可恶的是在铺满鹅卵石的小路上，竟然布满了瓜子壳儿，湖里的水也不在碧绿，鱼儿也不见了踪影，取而代之的是矿泉水的塑料瓶在散发着恶臭的湖水上飘荡……

这，难道就是人类口中的幸福生活吗？

大家都知道,由于人类向自然界过度的索取,已经导致了大自然无情的报复：飓风、暴雨、暴风雪、洪涝、干旱、虫害、酷暑、森林大火、地震等灾情不期而至,全世界因干旱等原因而造成的迁移性难民预计到2025年达到1亿人.

惨痛的生态教训,已经引起世界各国和全人类的重视,国际奥委会评估团视察申奥城市,就把生态环境改善列为其中重要的内容.我国高度重视环保工作台,先后出台了许多保护环境的政策和法规,开展了许多保护环境的工作和活动.

我国同时也非常重视保护环境的教育,“绿色学校创建活动”就是其中重要的内容之一,我校的环境保护和绿化工作已取得丰硕的成果.

我们经常看到许多同学在校园里的各个角落捡拾果皮纸屑；用自己的双手去保护校园环境的优美.但是,我们仍然存在着一些不足：仍然有人乱丢纸屑、食品袋废弃物；仍然有人在草坪上肆意践踏；学校的绿化带中,不时发现有深深的脚印、有的地方甚至走成了小道.

同学们,我们是21世纪的主人,环保意识是现代人的重要标志.我们应当切实地树立起时代责任感.心系全球,着眼身边,立足校园.多弯弯腰捡捡果皮纸屑,首先是不要随地乱扔乱丢；多走几步,不要穿越绿化带,践踏绿地.“勿以善小而不为,勿以恶小而为之”,从我做起,从小做起,从身边做起,从现在做起.保护地球母亲,净化绿色校园. 让我们的校园更加美丽吧!

“叮铃铃……”一阵清脆的铃声响了起来。“喂，是逸恒吗?”我连忙接起电话：“是呀，你是谁?”咦?电话里的人怎么知道我的名字呢?“哦，我是王阿姨，今天有空吗?有空请你妈带你到我的新家——清水河畔旁边，来玩吧?我高兴地想：这下可有的玩儿喽，于是我便答应了。

我跟妈妈坐着的士(出租车)来到了清水河畔，不一会儿，妈妈带着我来到了王阿姨新家楼下。咦，清水河吗?怎么这么臭啊!我边走边想，只见前面遍地是垃圾，蚊蝇飞舞，一阵风吹来，臭气足足能熏倒十几头大象呢!河面垃圾堆积如山，飘着死鱼，死老鼠，垃圾袋，瓜果皮削等等。在死鱼中间还有大便呢!让人看了就想吐。我便和妈妈捂住鼻子，一口气儿跑到了王阿姨家。

我走进王阿姨家，妈妈说：“你看看你，把人家王阿姨已经擦过的地都踩脏了。”王阿姨说：“没关系的。”说完便拿布擦干净了。

哇噻!王阿姨家真豪华，简直像宫殿一样。地面上擦得光彩照人，墙壁刷得雪白雪白，连天花板都干干净净。王阿姨拿出茶点招待我们，让我们饱餐一顿。吃完后，我刚想把果皮扔进垃圾桶，王阿姨说：“没关系，让我来。”铛铛，只见王阿姨随手一扔，把果壳等垃圾扔到了河里。我见了，说：“阿姨，你……啊哟!痛死了。”妈妈狠狠地拍了我一下，不让我说。吃过饭后，我们要走了，王阿姨来送，顺便把垃圾扔到屋外的地上。

回家的路上，我自己编了一首诗：“屋内干净了，屋外蚊子蛟，河边风一吹，行人捂鼻跑。”我还对妈妈说：“有诗为证，王阿姨的行为是错误的。”妈妈说：“嘿，会写诗啦，长进了不少呀!”

小朋友们，你们可不要学王阿姨一样乱丢垃圾哦!见到垃圾要弯腰捡一捡哦!保护环境，人人有责!

这是一个长满了大树红花、阳光柔和的蓝色星球。那就是我们万物赖以生存的星球——地球。举头望蓝天，低头吻大地。

儿时在乡下时，天蓝白，水清绿。我们光着脚丫子，下河捕小鱼儿、小虾儿。一两个孩子趴在岸上，只要见湖中有一闪一闪的，对我们做了一个小手势。我们放下渔民的网子，小鱼虾儿就被捕了。可是，一年后，我们又光上脚丫子，打算去捕鱼虾儿时，河水成了塑料之池了！我们分两大组，一组去上游，一组去下游。结果，真有一个大机械化的厂子！是它污染了小河。

在世界上，人们为了得到黑熊的胆，抓来一只大黑熊，把大脚掌绑好，再用刀子一刀下去，把胆抓出来，再用线简单缝几下子，就放走了。可被放走的大黑熊只能等死。

在外国，藏羚羊在十年里，从六万只一下子就减少了到了一万只；在非洲，大象的象牙可以做成精美的工艺品，所以人们直接从那个大象身体活生生地把象牙割下来，再做成美丽的工艺品。可象没了牙，也只能等死。这一切都是人类造成的，为了金钱而捕杀更多的动物。

为了美丽的家园，请不要再捕杀那么多的动物了，请不要再无止境的破坏环境了！
