And to operate normally, every society has its laws, though many times have differences among them. It is true that humanity plays an essential role in ruling individuals‘ behaviors; yet laws are necessary. Under the control of laws, people who have little individual responsibility would probably not dare to do any crime in fear of law punishment. Besides laws, for example in school, rules are also an important factor as well as individual responsibility. Nowadays, in most universities, a student who does not pass some certain courses in his four years college life would not get his diploma of bachelor‘s degree. So even if a student does not like his discipline, or dose not care about his GPA, the pressure of graduating forces him not to playing computer or basketball all the time.

In addition, individual responsibility and forces from outside world have overlapped parts some times. For instance, studying diligently is some hard- working students‘ individual responsibility as well as the pressure from schools and society.

Generally speaking, it is hasty and incorrect to conclude that the concept of ‘individual responsibility‘ is a necessary fiction. On the contrary, individual responsibility plays an important role which cannot be replaced. However, laws and the exterior force also have their significance as well. Thus we can not put either of them aside and pay more attention to another.

Water is a kind of liquid. It has no taste or smell. It is transparent, too. Water is useful and is important to us. Why? For example, we use water to water the plants. We use water to wash our face or to have a bath. We drink water or we will die…Water is also very important for China. So we should use little water when we need to use it. For example, I do not use too much water when I am washing my face or having a bath… It is important for us to keep the water clean. You may ask yourself, have I ever poured or thrown dirty things into the water? If your answer is “No”, that means you have already helped to protect the environment. It is our duty to protect the environment. You may ask yourself again, have I ever helped to clean up the water? If your answer is “Yes”, that means that you have already done something useful to improve the water. The environmental issues facing each country are not unrelated to the well being of the rest of the world。 The impact is long term and international in scope。 Without international cooperation and agreement to address such environmental issues as glacial melting at the South Pole， depletion of the ozone layer， water pollution， air polution， etc。， the environmental conditions of the world will deteriorate to the detriment of every nation， not just those that ignore or lack the resources and technology to resolve their individual environmental problems。

As part of the same planet， it is the responsibility of each individual and nation to protect the global environment。 Only international cooperation will provide the timely solutions and the effectiveness needed to stop the deteriorating global environment。

Economic development and environmental protection are a pressing issue primarily for developing countries where, in trying to catch up with developed countries, they have to consume natural resources on an unprecedented scale. This has seriously polluted our environment and, with the global environmental campaign gaining momentum, many people in China call for the precedence of environmental protection over economic development.
