一、存在的突出问题及其表现形式

组织纪律是维护党的政治原则、政治方向和政治路线，规范党组织和党员的政治言论、政治行动、政治立场的行为规则，是党最重要、最根本的纪律。通过调查发现，在党的基层组织中，绝大多数党员干部都是能执行党的组织纪律的，这为经济社会发展提供了强有力的保证。但同时，当前仍有少数党员干部组织纪律意识淡化，组织纪律执行不力，违反组织纪律的现象也时有发生。其主要表现以下五个方面：

1、理想信仰缺失，政令不畅。一是信仰偏向。有些党员干部针对目前改革发展进程中遇到矛盾和困难，比如贫富差距拉大、行业分配不公、少数人价值观扭曲、一切向钱看等，就在政治方向把握上摇摆不定;二是立场偏移。有些党员干部在重大原则问题上，立场不坚定;在大是大非面前，态度不鲜明。比如有的人在对反腐败斗争形势正确判断上，没有始终与党中央保持高度一致。自认为：反腐败越反越多，积重难返。而有的又对身边违纪者睁一眼闭一眼，查处时说情开脱，袒护包庇。有的对当今自上而下开展的作风建设、群众路线等工作，不是主动把自己摆进去，而是做局外人，持观望态度。甚至错误地认为作风建设、群众路线做做样子，走走过场。三是个别党员因违纪违法事发，企图外逃。一些党员干部在违纪违法后，不是想到主动向有关机关主动坦白认识错误，而是先想到躲避，逃脱追究，有的党员领导干部在犯事之先就把自己的妻儿家属移民海外，“裸官”现象并不鲜见。四是个别党员对党和国家的政策理解不够，编造传播谣言。有些党员干部口无遮拦，惯于传播小道消息，议论网上热门话题，甚至丧失党性原则，传播政治谣言、政治笑话，对党的重大政治问题说三道四，在社会和群众中造成了极坏影响。五是个别党组织搞“上有政策、下有对策”，导致政令不畅。有的党员领导对中央的决策和要求阳奉阴违，为了地方或小集团的利益，不执行党中央国务院和上级党委政府的政策，“你吹你的号，我唱我的调”。

2、践踏公平民主，目无组织。民主集中制是我们党的根本组织制度和领导制度，也是根本的组织纪律。但有的党员领导干部把自己凌驾于组织之上：一是“火箭提拔”，违规选拔任用干部。如近年来连续查处的四起违规提拔案件：常德市石门县30岁的县委副书记刘琼、醴陵市25岁的团市委书记易翔、衡阳市雁峰区毕业四年升副区长的朱松泉、五年换七岗当选湘潭县副县长的徐韬，还有“湘潭神女”湘潭市岳塘区90后发改局副局长王茜等。这些“火箭提拔”的年轻干部都存在违规提拔任用的问题，均被免职，相关责任人都予以了严肃处理。但其背后隐藏的“权力世袭”亦或任人唯亲问题都应值得深思。二是徇私舞弊，破坏公招公平。公开招考本是公平、公开、公正选拔人才的重要手段，但个别党员干部却因一己私利，钻其中的空子，肆意破坏公平。三是弄虚作假，违规发展党员。有的党支部在发展党员上不注重素质，只讲求听从其指挥，把个别组织观念淡漠、带动能力不强、发挥先锋模范作用不突出的人列为培养对象。有的党支部为了获取外援，争引资金，乱开口子为外籍投资人员提供入党的机会。四是拉帮结派，非法操控选举。为了在选举中让自己或自己亲近的人当选，个别党员违背组织原则，采取拉帮结派、事前许诺、贿买选票等方式，从事非组织活动。

3、财务管理混乱，贪腐时生。近年来，各级虽然建立和完善了财务管理制度，监管力度也不断加大，但违反财经纪律问题仍频频发生，在财务管理中存在着不少违纪违规行为。一是违反财务管理规定，乱收费或搭车收费。个别部门单位为部门利益，擅自设立收费项目。二是虚报套取项目资金，侵占国家财产。虚报套取项目资金是违反财金纪律最常见的问题。比如在执行党的强农惠农政策过程中，一些镇、村干部嫌工作麻烦，将强农资金擅自改变资金用途，将应发到户的惠农补贴资金，违规套取、截留使用，严重背离了党的强农惠农政策精神三是巧立名目，滥发各类奖金、补贴。以发放班子成员奖、超任务奖、门面租金提成奖、出勤奖、绩效奖、津补贴、春节值班等各类补助，超标准补贴住房公积金、采购发放工作服等手段违规发放钱物。四是“借鸡生蛋”，利用国有资产为个人谋利。有的部门单位和党员领导干部挪用集体资金、国有资产，从事有偿放贷或赌博、炒股等，为个人或小集体谋利。五是借权谋利，行贿受贿是问题官员最常见的谋私手段。从所查处的具有一定权力的党员领导干部案件来看，大多存在行贿受贿的违纪问题。

4、工作虚浮不实，自由散漫。当前党员干部中“庸、懒、散”、失职渎职、官僚作派、“索拿卡要”等现象仍是违反工作纪律，影响机关效能，破坏党政形象的主要问题。一是在位不在岗的现象仍然存在。一些党员将自己混同于普遍百姓，消极遁世，不问政治。认为自己无职无权，党的组织纪律没有遵守的必要;二是工作时间干与工作无关事情的现象较为普遍。少数党员领导干部缺乏大局意识，不顾国家整体利益，片面强调本单位本部门甚至个人利益，对党和国家政策、上级部署的工作，有利争着上，难事绕道走;三是失职渎职现象时有发生。比如少数行政执收执罚部门，踩红边线，打擦边球。少数行政服务中心“窗口单位”以工作保密等为由，另设办事大厅，规避集中监管。四是态度粗暴的问题破坏干部形象。个别党员干部对待群众和服务对象不是满腔热忱，而是简单的“动不动、三分钟”，甚至言语相向，对执法对象拳脚相加。

5、生活骄奢淫逸，腐化堕落。部分党员干部在生活中对自己放松要求，追求奢华，沉迷享受，生活糜烂。一是道德沦丧，情色腐败。从近几年来我省查处的一些大案中可以看出，绝大部分是信念缺失，低级趣味浓厚。“网络反腐”“情妇反腐”，就是这种事例的一个反证。二是精神生活空虚，沉迷黄赌毒。有极少数党员干部，在政治上缺乏理想信念，价值取向上追求个人利益至上，行为方式上自由散漫，涉黄涉赌涉毒;有的与不法商人打得火热，损人利己，损公肥私。有的甚至受利益驱使，蜕化变质，出卖情报，危害国家安全和利益。三是假公济私，用公款为个人消费买单。“三公消费”是一个老生常谈的话题，但却屡禁不绝，一些党员干部利用公款大吃大喝，公车私驾、私用现象严重，公款旅游现象频发。四是大操大办酒宴。当前违规操办人情宴请之风严重，部分党员领导干部借操办婚丧喜宴敛财的现象屡禁不止。

二、原因分析

一是不注重理论学习，政治素质不高。调研发现一些基层单位党员干部，只重业务培训，不注重政治理论学习。不善于运用科学世界观和方法论，去观察、分析、解决实际问题。由于政治理论基础差，致使思想政治素质难以提升，缺乏应有的政治敏锐性和鉴别力，难以从思想上、政治上及行动上与党中央保持高度一致。

二是不注重党性锻炼，纪律观念不强。有些党员干部不重视党性锻炼、党性修养，放松了主观世界改造，致使党性不纯或不强问题仍然存在。突出表现为个人意识增强，组织观念弱化;本位意识增强，大局意识弱化;名利意识增强，公仆意识弱化。甚至极少数党员干部把强调政治纪律，视为束缚手脚，自认为只要谋求本单位利益，个人不拿不贪，就不是违纪违法。这样必然造成纪律涣散，难以正确处理全局与局部、民主与集中、个人利益与党和群众利益的关系问题。

三是不注重制度实效，执行力度不强。有些单位党组织制度执行力不够强，存在重形式、轻实效的问题。比如有少数党员干部不严格遵循民主集中制原则，不能正确处理上级与下级、个人与组织、少数与多数、局部与整体之间的关系。有的自觉或不自觉地把民主与集中对立起来，导致民主不够或集中不够，从而影响执纪实效。
