交通安全人人有责。我们必须遵守规定!例如，我们必须走在人行道上，穿过斑马线，停下来左右看，然后过得很快。不要在马路上踢足球，我们可以告诉我们的父母在开车之前不要喝酒，不要闯红灯，不要在开车时说话和大笑。

我们可以说汽车正走进我们的生活，但只有当每个人都认为交通安全是每个人的事时，我们才能安全地在路上开车和在人行道上行走。

(一)思想作风发生偏差

党的十六大以来，党中央提出了科学发展观的指导思想，确定了构建社会主义和谐社会的发展目标。这两个决定对当前我国经济社会发展具有极强的针对性及纠偏性。党的十六届六中全会决定指出:“必须解决人民群众最关心、最直接、最现实的利益问题。必须把实现好、维护好、发展好最广大人民的根本利益作为推进和谐社会建设的根本出发点和落脚点，把发展的目的真正落实到满足人民需要，实现人民利益，提高人民生活水平上。”

然而，某些领导班子缺乏执政意识和公仆意识，对“三个代表”重要思想和“立党为公，执政为民”执政理念认识不够;对科学发展观和构建和谐社会等发展理论和目标理解不深;对人民群众缺乏深厚的感情，对困难群体之疾苦漠不关心和熟视无睹，甚至麻木不仁。热衷于经营个人或班子成员的利益，维护或保护极少数人的权益，更有甚者损害群众利益。我们某些领导个个是“魔术”高手。对解决人民群众切身利益、合理诉求和眼前困境，一摇头二摊手，困难一大堆。而公款“接待”、国内“开会”、出国“考察”、购买“公车”、盖豪华房、建培训楼等则财政从不缺钱。为己“化缘”时，精神振奋、神通广大、无所不能，其智慧、能力、效率和“创新”等发挥得淋漓尽致，真令人匪夷所思和百思不解。

据报道:“我国每年公款吃喝的费用达上千亿元，公车每年消耗超过2000多亿元，开会和考察更是高达3000多亿元。其中，还不包括地方和部门预算外资金。”其实，根子和问题就出在指导思想上。在一些地方和部门，“公仆”拿高薪，“主人”吃低保;“公仆”居豪宅，“主人”住寒舍。对此，“公仆”能心安理得吗?“主人”能心悦诚服吗?我们反对平均主义，但凡是都应当有度和限。我们的领导干部千万不要忘记“立党为公，执政为民”之执政宗旨。比如:河南省委书记徐光春在该省某会议上严厉指出:“一个县的科级干部，住房超过300平方米，最大的达到600平方米，这是什么风气?这是奢侈之风!”又比如:“最近，某地房价同比涨幅为2.2%，当地一位领导干部对这个‘极低’的数字表示‘痛心’。其‘痛心’却道出了一个不争的事实:一些地方的领导干部，屁股是坐在了开发商那一头。”关心的是所谓“政绩”和“利益集团”。某些领导干部的“痛心”，实在会让老百姓伤心，孰重孰轻一目了然。

几十年间，党中央和国务院十几个严令和禁令，却管不住和刹不了某些领导干部的一张嘴和二条腿。奢侈之风，已经成为某些政府部门及领导班子的一大毒瘤和顽症，疏远了党和政府与老百姓的距离和感情，不利与和谐社会的建设。胡锦涛总书记在今年“两会”期间告诫各级领导干部要进一步增强包括节俭意识在内的“三个意识”，无疑给奢侈之风敲了一记警钟。

(二)执行力出现问题

在今年的《政府工作报告》中，温家宝总理在谈到加强政府自身改革和建设时指出:“要加快推进政府管理体制改革，建立健全政府问责制，提高政府执行力和公信力”。“提高政府执行力”第一次写入《政府工作报告》，这充分说明中央已经认识到“政府执行力”方面存在严重问题。一些领导班子严重缺少纪律意识、执政意识和大局意识。表现为:对党中央的大政方针和各项举措，阳奉阴违、我行我素、口是心非、欺上瞒下，使得政令不畅、政令不一、政令不行、执令不严。一些地方的领导认为:天高皇帝远，我的地界我为主。地方主义和部门主义思想严重。对本地区、本单位、本部门有利政策就坚决执行，甚至是闻风而动，效率极高。反之，充耳不闻、置之不理，且可以找到种种理由拒不执行。可谓上有政策，下有对策;有利执行，无益懈怠。由于一些政府及部门执行不力，致使许多问题日积月累成为严重的社会问题和现象。使之，问题成垒，积重难返。比如:教育乱收费问题屡禁不止，就是极为典型的政府执行力不到位的表现。还有看病贵看病难，以及开发商囤积房源和哄抬房价，百姓买不起房，只能望房兴叹。又比如:国务院三令五申要求整治污染企业和关闭小煤窑等工作，可是一些地方政府就是置若罔闻、敷衍了事、无动于衷，甚至与不法企业主沆瀣一气。以至于发生环境污染、生态失衡、事故频发等情况。如果我们不能及时有效采取有力措施，那么，最终必使政府失去公信力，从而损害党的形象，动摇执政根基，危及党的事业，阻碍民族复兴。因此，不解决执行力问题，贻害非浅、后患无穷，切勿掉以轻心和麻痹大意。

(三)腐败行为时有发生

当前，一些地区、单位和部门领导班子中违法违纪情况严重。温家宝总理在谈到腐败问题时指出:“主要表现在:官商勾结、以权谋私、行政权力被滥用的问题比较严重，腐败大案要案时有发生，极少数领导干部特别是高中级干部违纪违法行为影响恶劣”，以及买官卖官等情况。个别地方甚至出现大官大贪、小官小贪、无权骂贪、有权便贪之风气。它再次验证了世界各国执政党更替之规律:执政党是最有机会和可能腐败的。因为，执政党拥有分配社会资源和管理整个国家的权力，而人又是具有无限的欲望，如果拥有权力者个人素质不高，同时制度不严格、机制不健全和法律不严惩。那么，腐败行为和现象的发生则是必然之果。比如:发生在黑龙江境内的马德、韩桂芝、田凤山等人明目张胆和明码标价的卖官鬻爵之案件，共同演绎了一出现代版的“官场现形记”，腐败之烈，令人发指和发人深思。

(四)党内生活和监督不够健全

开展批评与自我批评，是我党始终保持先进性和不断完善机体的有力武器和有效举措。然而，在一些领导班子中，正常的党内生活和监督不复存在，存在的只是一个空壳。班子成员之间缺乏严肃、认真、坦诚、友善的批评和帮助。真实和客观情况是:上级不想批评，同级不愿批评，下级不敢批评;“不讲学习讲关系，不讲政治讲“圈子”，不讲正气讲和气”;最令人担忧的是:“拉关系、划圈子、和稀泥、一团和气等现象，已经成了某些干部为人处事的潜规则，并有在党内盛行和蔓延之趋势，这种不良的干部文化对党内正常生活和建设极具影响性和腐蚀性。”比如，每年开展的领导班子民主生活会，也只是形式而毫无实质内容可言，甚至变了调、变了味。成了表扬与自我表扬、吹嘘与自我吹嘘。谈成绩口若悬河、滔滔不绝，讲问题躲躲闪闪、与己无关，提意见隔靴搔痒、蜻蜓点水，说希望千人一面、百年有效。

(五)领导班子配备先天不足

领导班子配备好与差，直接关系到班子是否能够积极有效地开展各项工作，影响到每一个班子成员能否心情舒畅地发挥其主观能动性和聪明才智。犹如一个好的乐队和球队，每个人都有自己的特长、特点与职位、职责，使之优化组合，形成合力。然而，在一些领导班子成员的配备中，却存在许许多多问题。主要表现:一是用人不当，任用了一些不符合党员领导干部选拔任用条件的人员。主要体现在，看学历不看能力、看年龄不看经验、看谈吐不看实绩、看能力不看德行，特别是重才轻德尤为突出。使之，任用了一些有德无才、有才无德、无德无才之人。比如:好好先生、高学历者、能说会道者、能搞定事情者、投机取巧者，甚至还有腐败分子和跑官买官者;二是配备失调。班子配备讲的是优化组合、取长补短、形成合力。可是有的班子在配备时却忽略了优化组合等内容。比如:干才、将才和帅才不分，特点、特长和特征不分，年龄、经历和学历不分，性格、性情和气质不分，知识、专业和能力不分。

Low-carbon life is good for everyone. To help with the environment，I always walk or ride a bike to school instead of taking a car.
