机关各部门的职能不同，任务不一，但党组织紧紧围绕一个时期的中心任务开展工作的基本要求是一致的。机关党支部只有围绕中心任务开展活动，才能确保党支部工作的正确方向，使党支部工作真正收到实效。要增强中心意识和大局意识，努力寻求机关党支部工作与业务工作的最佳结合点，做到党支部工作和与业务工作有机融合，“两手抓、双肩挑”，在布置、检查、考核业务工作的同时也要布置、检查、考核党支部工作，真正体现基层党组织建设“围绕中心、服务大局”的基本出发点。

(二)、要抓住关键，切实加强机关党支部班子建设

加强机关党的建设，基础在党支部;而做好机关党支部的工作，关键在党支部书记。党支部书记处在最基层的岗位上，肩负着带领本支部党员干部发挥先锋模范作用、做好群众思想政治工作、完成本单位工作任务、确保事业发展的重任。

首先要推选好党支部书记。要将思想好、作风正、能力强、群众拥护、熟悉党的基本理论和基本知识的党员干部推选为党支部书记。

其次要加大对党支部书记的培养。要通过系统集训，经验交流，领导传帮带等多种办法，着力解决“知”与“行”存在的薄弱问题，不断提高支部书记的思想理论水平和实际工作能力。

第三要提高党支部书记的待遇。机关党支部书记大多是兼职的，他们没有什么其它报酬，这种无私奉献的精神是非常可贵的。但是，“无私”不等于“无酬”。大量事实表明，越是认真贯彻按劳分配原则，使劳动贡献大的人能得到相应的较高报酬，就越有利于鼓励人们发扬无私奉献精神，积极努力地做好本职工作。因此，应当按市场价值法则对支部书记付出的劳动给予适当的补偿，从经济上对他们的付出予以持续的激励，确保党支部书记抓党建工作的热情不减，激情不褪。

第四要支持党支部书记大胆开展工作。机关领导要大力支持党支部书记开展工作，努力解除他们的思想顾虑，为他们创造一个良好的工作环境和氛围，使他们真正做到在其位，谋其政，尽其责。

(三)、要突出重点，切实提高机关党支部的组织生活质量

首先要确保组织生活按要求及时开展。要采取切实措施，保证组织生活时间上不被挤占，内容上不丢项目，落实上不走过场。机关党员领导干部要带头参加党的组织生活。党支部书记要认真组织，切实担负起责任，对组织生活及时安排，保证组织生活及时进行。

其次要努力提高党组织生活的质量。要下决心提高民主评议党员、小组生活会的质量，解决好党内批评难的问题，在党员队伍中形成讲党性、讲原则的良好氛围，保证正常健康的党内关系。

第三要加强督促检查，进一步完善组织生活制度。要定期对机关党支部、党小组组织生活开展情况进行督促检查，并针对组织生活上的薄弱环节，逐步解决过组织生活不严肃、坚持不经常，重表象、轻质量等问题。

首先，要建立健全简捷高效、目标明晰的党支部工作制度。要根据新形势新任务新要求，进一步建立健全教育、管理、监督党员干部的长效机制，逐步形成与新形势、新任务相适应的机关党支部工作制度体系。要对机关党支部组织生活制度、“三会一课”制度、民主评议党员制度、党费交纳制度、党内监督约束制度和党员联系群众制度等进行全面的、认真的清理，对其中行之有效的制度继续坚持，并在实际工作中坚决贯彻执行;对个别已不适应的制度，要抓紧进行补充和修改完善，确保制度设置的科学性和可操作性。

其次，要建立健全科学的激励机制。要建立机关党支部党建工作目标管理责任制和科学的考评激励制度。实行“一岗双责”、“按岗付酬”等制度，进一步完善党内评议、测评工作，坚持把党内任职的工作情况作为干部考核的重要内容与干部的选拔、任用结合起来，及时评比表彰优秀机关党支部书记，增强其责任感和荣誉感，激化其工作动力，促使机关党支部紧紧围绕中心和机关工作大局做好党建工作。

(五)、要强化创新，切实改进机关党支部活动

首先要创新“经常建”机制。针对一个时期机关党支部建设存在的突出问题集中一段时间进行整顿建设是必要的，但更主要的是要把“集中抓”与“经常建”结合起来，把工作的着力点放在促进机关党支部的经常性建设上来，通过制定组织生活计划、落实组织生活负责人、定期汇报分析党组织建设形势和情况通报等制度，确保机关党支部建设“长流水、不断线”。

其次要创新活动方式。除组织一些常规性的学习教育活动外，还应结合实际，创新活动方法，突破活动的单一性、封闭性，增强活动的多样化、开放性。例如，上党课，可以采取全体党员轮流上党课的活动方式，定时间、定内容、定人员，变书记讲党员听，为大家讲大家听。又如机关党支部之间可以组织联谊活动，开展一些融唱歌、跳舞、游戏、知识问答于一体的支部活动，既增进各支部党员间的友好往来，又激发机关党员参与活动的热情。还可以组织机关党员参加社区的义务劳动、文化宣传等活动，既能加强社区工作，又能锻炼机关党员的组织管理能力。总之，通过不同的活动方法，起到对党员教育的综合效果。

第三要创新活动内容。要根据变化了的形势和党员的思想、工作情况，党员素质，心理需要及社会热点、难点等问题，更新内容，使之更加符合客观实际，更好地发挥活动的作用。例如：组织党员外出到革命圣地学习参观，学习先进典型等，应该是一种较好的活动形式，然而有些机关党支部把其变成了纯粹的旅游，失去了教育的意义。但是，如果在形式不变的情况下，在活动内容创新上做文章，其教育效果则会截然不同。例如同样参观革命老区、贫困地区，可以组织党员进行场景体验(参与一些模拟劳动)，开展观后感演讲赛等。这样，比纯旅游式活动效果会更好。

此外，党内活动要改变仅限于党员参与的陈旧做法，要有计划地扩大党内活动的覆盖面，吸纳一些入党积极分子参加，让一些非党员群众在党内活动中接受教育，增强党组织的凝聚力。

(六)、要加强监督，切实树立机关良好的作风形象

首先要解决好立党为公、执政为民的问题。要教育和引导党员干部牢固树立全心全意为人民服务的宗旨观和社会主义荣辱观，大力弘扬求真务实精神，大兴求真务实之风，切实做到“八个坚持，八个反对”，不断改进思想作风、工作作风、领导作风和生活作风。要加强马克思主义世界观、人生观和价值观教育，坚持正确的权力观、地位观和利益观;坚持科学的发展观和正确的政绩观;坚持和发扬“两个务必”精神;坚持党的群众路线，切实加强和改进群众工作;坚持调查研究，着力解决机关作风方面存在的突出问题，以实际行动和实际效果树立机关良好的作风形象。

其次要进一步强化监督。针对机关党内监督存在的问题，进一步理顺机关党组和纪检的职能关系，形成监督合力;进一步拓宽监督渠道，落实信访、接待日、行风评比、支部书记报告工作制度，加强下级对上级的监督。要从机关的实际特点出发，认真落实党风廉政建设责任制，建立健全教育、制度、监督并重的惩治和预防腐败体系。

此外，要研究解决机关党支部活动经费的办法，提高党支部自主活动和自我解决问题的能力，增强党支部的创造力、凝聚力和战斗力，使之真正成为贯彻“三个代表”重要思想的组织者、推动者和实践者。
