More than half of Beijings adult single children dont intend to have two kids, even though national policy allows them to do so.

The countrys family planning policy of the late 1970s restricted urban families from having more than one child to control population growth.

However, a new survey by the Beijing Administrative Institute shows 52 percent of those now-grown-up single children, who are allowed two offspring, do not want a second child.

Many cited economic pressures as a factor.

The results were released on Sunday at the Beijing Forum, organized by Peking University.

Beijing has roughly 2 million only-child adults.

More than 1,100 people from only-child families, aging 20 to 34, were polled.

Only 24 percent of respondents said they would like to have two children.

More than a quarter of respondents would opt for a "DINK" (double income, no kids) lifestyle.

Survey figures showed that respondents with a primary education wanted 1.1 children on average, those with a bachelor degree wanted 1.3, and those with masters or higher degrees wanted 1.5 children.

"Beijing has maintained a super low birth rate - less than 1.3 children in a family in average - for nearly 20 years, posing increasing pressure on the countrys aging population," Hou Yafei, a professor with the institute, said.

Hou said that the top four factors that determined peoples intentions to have children were "income, child care, housing and policy conditions".

"The government should encourage couples from one-child families to have a second child and should provide better welfare services."

This would promote population sustainability, Hou said.

The survey also found that people with higher education backgrounds intend to have more children because they are more confident with their financial security.

党员领导干部民主生活会制度，是党内政治生活中的一项重要制度，是领导班子成员沟通思想，消除矛盾，增强团结，提高素质的重要措施，也是扩大党内民主，加强党性锻炼的有效途径。然而，笔者在近几年来参加县级领导干部民主生活会中发现，少部分民主生活会存在诸如征求的意见和建议无关痛痒，可有可无，开展批评与自我批评蜻蜓点水，内容不实等问题。为此，各级党组织必须提高对民主生活会的认识，抓住关键环节，切实开展批评与自我批评，着力解决实际问题，建设成团结务实、战斗力强的优秀班子。

一、当前民主生活会的现状及存在的问题

当前各级党组织的民主生活会，大多数能按照上级党委、纪委和组织部门的要求如期召开，按照制定方案、征求意见、撰写发言提纲、召开民主生活会、形成整改方案的要求，做到每年最少召开一次。但是部分单位的民主生活存在这样那样的问题，主要表现在以下四个方面。

1、思想认识存在误区。个别单位对民主生活会的应有作用缺乏认识，有的人甚至觉得在建设社会主义市场经济的新时期，尤其是在当前落实科学发展观，以人为本，全面建设小康社会、和谐社会时期，民主生活会过时了，即使参加民主生活会也是摆样子，走过场，完成任务而已。结果使民主生活会制度流于形式，达不到预期效果。

2、查找问题敷衍了事。广泛征求意见，实事求是的查找班子和班子成员存在的问题是开好民主生活会的前提。然而，当前一些单位的党员干部在征求意见过程中，遮遮掩掩，不敢提意见，不敢如实查找自己存在的问题，不敢实事求是的指出班子和其他班子成员存在的不足。查找自己的问题，怕丢面子，影响个人威信;指出他人不足，怕伤和气，造成不和谐因素，弄僵关系;谈上下级的不是，怕“穿小鞋”影响前程，怕失去群众基础丢选票。为此，通常出现汇报工作情况多，谈个人思想少，总结工作成绩多，谈工作缺点少;查找原因讲客观方面的多，谈主观方面的少。

3、开展批评蜻蜓点水。有些单位的同志对错误的思想、言行，见怪不怪，不批评不劝阻，恪守“多栽花少栽刺”的信条，该提醒的不提醒，该批评的不批评。有的回避矛盾，相互吹捧，彼此“包涵”;有的对歪风邪气退避三舍，或虚晃一枪，或蜻蜓点水，明哲保身;有的说几句诸如工作中情绪急躁，工作不够大胆，思想不够解放等不痛不痒的话;还有的批评诸如不注意休息、不注意身体等“可爱缺点”;把严肃批评与自我批评，变成庸俗的表扬与自我表扬，触及不了灵魂。甚至有的或只说事实不摆理由，措词偏激，以偏盖全，让对方难以接受;或小题大做，乱扣帽子，上纲上线;或夸大其词，强泄私愤，打击报复。

4、整改措施软弱无力。民主生活会的目的是解决班子和班子成员间存在的问题。有的单位虽然对存在的问题找得很准，但由于研究的不够透彻，拿不出切实可行的整改措施，或整改措施不够明确具体，没有做到责任到人而无法抓落实，最终导致问题仍然是问题，矛盾仍然是矛盾。

二、存在这些问题的原因

产生上述问题的原因，既有主观方面，也有客观方面，笔者认为主要有以下几个方面：

一是党性观念淡化。开展批评与自我批评的基本着眼点，就是依据党的原则，澄清是非，坚持真理，修正错误，切实解决自身存在的问题。而那些对自身存在的问题，不能清醒地认识和改正;对党内不良现象不能理直气壮地提出批评和纠正;对正确的东西不能旗帜鲜明地肯定和支持的党员干部，根本原因就是党性观念淡化，思想认识不够深刻。

二是庸俗思想作怪。受社会一些诸如人情硬于原则、“威性”强于党性、“权威”就是能力等不良思想的影响，一些党员干部自觉不自觉地把“关系学”搬到党内生活中来，遇事不是站在党性和政策原则的立场上，而是处处考虑“关系”，事事考虑得失利弊;个别一把手急于树立“威性”搞“一言堂”，容不得不同声音，把别人的批评看成是损害“威性”。致使不能开展正常的上下级和相互间的批评，导致民主生活会成过场。

三是会议议题松散。一些单位民主生活会前准备不充分，围绕主题安排学习不够，一把手与其他成员交心不足，发言材料准备不充分，导致会议议题不集中，针对性不强，民主生活会的味道逐渐淡化。谈成绩不谈问题，表扬和自我表扬相结合，用成绩掩盖问题，对存在的问题和缺点，也是三言两语，轻描淡写，或用共性问题代替个性检讨，民主生活会开成评功摆好会。

四是制度建设滞后。一些党组织因没有建立健全会议分析、考核、报告、通报等制度，导致准备伧促，主题模糊，整改措施不力。同时，上级党组织对基层民主生活会的监督、管理和指导有所松懈，尤其是对整改措施的落实情况监督检查还不到位，导致这些单位民主生活会的质量和效果得不到较好保证。

三、解决这些问题的对策

(一)提高对民主生活会的认识

应对各级领导班子成员普遍进行民主集中制教育，帮助他们切实提高思想认识，深刻认识到民主生活会不同于党内的一般会议，要从加强党的自身建设、巩固党的执政地位的高度来认识和把握;深刻认识到越是发展社会主义市场经济，越是要加强领导班子的思想政治建设;深刻认识到通过民主生活会既可相互发现不足，改进缺点，相互提高，又可化解班子成员之间因工作而产生的矛盾和隔阂，增进团结。从而认真开好民主生活会，解决班子以及个人之间存在的问题和矛盾。

(二)抓住会前四个关键环节

一是查找问题，明确主题。在召开民主生活会前，采取“群众提、自己找、上级点、互相帮”的方法，查找存在的突出问题。“群众提”即采取“面对面”、“背靠背”，如无记名征求群众意见、群众代表座谈会等多种方式认真听取群众意见;“自己找”即领导干部本人对照党性、党风方面的要求，查找自己的不足;“上级点”即按照党组织隶属关系和干部管理权限，上级组织和领导要明确指出其不足，一把手和本人要主动听取上级组织和领导的意见;“互相帮”即领导班子或班子成员之间要互相提出意见和建议。针对查找到的突出问题，确定民主生活会的主题及召开办法。

二是组织学习，净化思想。政治性、思想性、原则性是民主生活会的基本要求，只有用邓小平理论和“三个代表”重要思想作为民主生活会的根本指导思想，坚定共产主义的理想信念，用新时期共产党员先进性的标准规范自己，才能使班子和班子成员找准问题，剖析深刻，方向明确，在重大问题上保持思想和行动的一致。要做到这一点，就必须采取集中与分散学习相结合，读和写、讲和听相结合，理论和实践相结合，感性认识和分析思考相结合等多种形式，加强理论学习，提高认识。在学习过程中关键要增强学习的系统性、深入性和有效性，确保征求意见广、查摆问题准、剖析问题深，为撰写发言提纲和开展批评与自我批评奠定思想基础。

四是撰写提纲，自我剖析。领导干部在民主生活会前，都要根据主题和群众所提意见，认真搞好党性分析，写好剖析材料。着重检查在党性党风方面和工作中存在的主要问题，检查廉洁自律情况，剖析思想根源。剖析材料内容包括个人存在的突出问题，原因分析和整改措施。发言提纲应限制在3000字左右，内容限定为上次民主生活会落实整改情况、当前存在的突出问题、原因分析和整改措施等四个方面各占1/4左右。同时，对班子和其他成员至少提出2条以上建议和整改意见。书写要注意以下几点：一是认真进行党性分析。党性分析要利用理论学习的成果，对照党章规定，按照新时期共产党员先进性要求，全面查找自己近年来的思想、工作和作风等方面的问题及存在的思想根源，避免避重就轻和空泛无物。二是分析要有针对性。要对自己进行全面审视，找准问题，抓住关键，提高看待问题、分析问题、解决问题的能力与水平，做到既准确又深刻。三是分析要有深刻性。要透过现象看本质，通过查找到的问题，分析存在的深层原因和思想根源，找出解决问题的办法，既要避免分析问题浅尝辄止，又要避免剖析材料总结经验自我夸奖多，变相表扬不关疼痒多等现象，真正做到围绕问题去分析，紧抓问题去解决。只有真正反思自己，才能写出深刻的剖析材料，会上才能全面深刻的开展自我批评，并做到虚怀若谷、闻过则喜、诚心诚意的听取和接受别人的批评。

(三)扎实开展批评与自我批评

开展批评与自我批评要本着惩前毖后、治病救人的态度，严肃大胆，开门见山，直奔主题，使领导班子成员在团结的基础上达成新的团结统一。关键要发挥“两个作用，达到一个目的”。一是发挥一把手的作用。一把手是民主生活会批评与自我批评氛围的营造者、火候的调控者，有责任带头运用批评与自我批评的武器，去营造出民主生活会严肃认真讲实话、生动活泼讲当面话的政治氛围。引导大家在批评与自我批评的氛围中，既从大处着眼，又善于见微知著、防微杜渐，抓住实质论危害寻根源，不放过问题又不追究细枝末叶。二是发挥批评与自我批评的作用。自我批评要高标准、严要求，内容丰富具体，不护短、不遮丑、不怕痛，对所提意见，正确的要诚恳接受并切实改正;不符合事实或不完全符合事实的，要实事求是地作出说明。相互批评要站在关心爱护同志、维护团结的立场上，本着与人为善的态度严肃大胆的进行。同时还要把握住生活会形式，使批评与自我批评效果和作用最大化。第一种形式是一个同志自我批评以后，其他同志依次就他本人进行大胆批评;第二种是一个同志自我批评以后，对其他同志进行大胆批评;第三种是先全部进行完自我批评，然后进行集中的相互批评。无论选用哪种形式，班子成员都要提前做好思想准备。一把手还要把握好时间进度，最好能趁热打铁，避免冷场后再预热的现象。三是要达到新的团结统一的目的。要就领导班子和班子成员中存

在的突出问题批评出共识，批评出方向，批评出合力，达到思想上共振，感情上共鸣，行动上共进，既弄清思想又团结同志，从而达到新的团结统一的目的。在民主生活会上对违纪问题能主动检查并积极纠正的，可根据情况，不予处分或从轻处分;有违纪问题又不在民主生活会上自查自纠的，必须严肃纪律，从重处分。

(四)抓好整改落实确保民主生活会质量

民主生活会后，针对查摆出的问题和提出的整改措施，要到群众中去制定整改方案，落实整改责任，切实解决班子和班子成员中存在的突出问题，完善相关制度，巩固民主生活会成果。并在一定范围内向干部、群众通报有关情况，接受群众监督。并把民主生活会的情况在一周内书面报告上级组织部门和纪检机关。同时，要进一步完善领导指导基层民主生活会和对整改落实情况的监督检查制度，严格落实党委班子成员及纪委、组织部领导参加指导基层民主生活会的有关规定，建立督促、检查和指导民主生活会的责任制，形成一级抓一级，层层抓落实的有效机制。对好的要进行表扬和总结，对差的要责令重新召开。要实行民主生活会量化考评制度，把坚持民主生活会制度和民主生活会质量的情况，作为考核领导班子和主要领导干部的一项重要内容。

各级领导班子只有严格按照“团结---批评---团结”的要求，扎实召开好民主生活会，不断解决矛盾，增进团结，才能把班子建设成具有高强凝聚力、战斗力和号召力的优秀班子。

I have dinner at about 6:30 p.m.. After dinner, I often go to the outside to play games with my friends. We live near to each other, so we always play together. With more and more cars coming into our families, we are happy that it has greatly improved our life. But unluckily, it has also brought many problems, such as heavy traffic and traffic accidents.

Traffic safety is everybodys business. We must obey the rules. For example, we must walk on sidewalks , when we cross zebra – crossing, stop and look right and left, and then go across fast. Don’t play football on the road .we can tell our parents not to drink before they drive, not to run through red lights, not to talk and laugh while driving etc.

Living alone or Living with Roommates

Nowadays, there has appeared a heated discussion among the college students as to whether they should live alone outside the campus or live together with other roommates in the students’ dormitory. Opinions are divided over the matter.

Those who are in favor of Living alone maintain that it is very convenient to live by themselves. They can enjoy absolute freedom in a room of their own.
