通报要求，各级党组织和全体党员特别是党员领导干部要举一反三、吸取教训，主动查找和纠正违反中央八项规定精神的问题，坚决贯彻落实党中央各项重大决策部署。要紧紧抓住落实主体责任这个“牛鼻子”，在思想认识、责任担当、方法措施上跟上中央的要求，自觉在思想上、政治上、行动上与党中央保持高度一致，确保全面从严治党各项任务在教育系统贯彻落实。一要坚定理想信念，强化宗旨意识。全体党员特别是党员领导干部要对党绝对忠诚，牢记自己的第一身份是共产党员、第一职责是为党工作，要以更高的标准、更严的要求把党的理想信念宗旨立起来、挺起来，把严守政治纪律和政治规矩摆到首要位置。教育系统绝不允许有特殊组织、特殊党员，也绝不允许搞任何特权。二要把纪律和规矩挺在前面，强化党规党纪意识。各级党组织和党员干部要认真学习贯彻《中国共产党廉洁自律准则》和《中国共产党纪律处分条例》，牢记廉洁自律要求和党的纪律底线，增强贯彻执行党纪党规的自觉性、坚定性。要加强对干部监督管理，用好纪律戒尺，发现干部的不足，及时咬耳扯袖、红脸出汗。党员领导干部要带头严明纪律，真正发挥引领示范作用。三要查找解决突出问题，强化全面从严治党责任意识。各级党组织要把履行全面从严治党主体责任作为重大政治任务，确保管党治党主体责任、第一责任人职责、党政同责和一岗双责要求落实到位。要结合通报的问题和典型案例，严查立改，即知即改，深入开展警示教育。要强化责任追究，对违反政治纪律和政治规矩、组织纪律，“四风”问题突出、发生顶风违纪问题，出现窝案和重复性案件的单位，要严肃追究相关领导责任。四要加强权力监督制约，强化廉政风险防范意识。各级党组织和党员领导干部要自觉接受监督、主动接受监督，要严格规范权力，保证权力在阳光下运行。要紧紧围绕行政审批、财务监管、基建工程、科研经费、招生录取、附属企业等重要部位和关键环节加强监管，从源头上完善制度措施、健全制约机制。要坚持不懈深入贯彻落实八项规定精神，推动作风建设常态化、长效化。各级教育纪检部门要强化监督执纪问责，用好纪律戒尺，加大对违规违纪行为的查处力度，坚决维护良好教育政治生态和育人环境。

在越来越多的发达国家中，我们看到了以下趋势：收入增长了，人们却开始变得晚婚晚育了。这种结果表明人口统计变化了，人们变老了。尽管拥有更多的老年人看起来像是件好事，(比如他们善良，热心)，但不管这本身内在的价值有多少，这都将会对经济和社会产生严重的影响。

首先，为了增加一个国家的GDP，每年需要生产出更多的产品和服务。随着人口老龄化以及更多的人退休，剩下工作的人变少了，并且产生出经济空白。结果是诸如此类的国家不得不依靠移民来填补这一空缺，尽管这可能在某种层面上起作用，这将是不尽如意的解决措施。其次，随着更多的人进入到老年，他们将会面临健康问题，这会对医疗和其他社会项目带来巨大压力。在大多数国家里，政府至少要为医疗的某些费用买单，更不用说像是养老金之类的费用了，这都意味着有一大笔费用要支付。

仅仅看到其不利的一面是目光短浅的。我们不应该直接把愤怒强加在老人身上。老人依然能够对社会做出有价值的贡献，无论这意味着帮着照看第三代，从事兼职还是做义工。从个体层面上说，老人是一笔真正的财富。

总之，政府应该认识到老龄化社会所带来的挑战，并采取有效的措施。但是除了解决老龄化社会所产生的短期影响外，政府还应该从长计议，尽全力在将来实现年龄平衡。

两个方面含义：一是指老年人口相对增多，在总人口中所占比例不断上升的过程;二是指社会人口结构呈现老年状态，进入老龄化社会。国际上通常看法是，当一个国家或地区60岁以上老年人口占人口总数的10%，或65岁以上老年人口占人口总数的7%，即意味着这个国家或地区的人口处于老龄化社会。老龄问题包括老年人问题与老龄化问题，而老年人问题与老龄化问题相联系，但又不完全相同，一般把有关老年人的社会保障和权益保护看作“老年人问题”，把有关老年人增加对社会经济发展的影响称为“老龄化问题”，这是从人类社会经济发展的范畴来认识老龄问题。

目前，全世界60岁以上老年人口总数已达6亿，有60多个国家的老年人口达到或超过人口总数的10%，进入了人口老龄化社会行列。像古巴、俄罗斯、东欧、芬兰、中国、澳大利亚、还有非洲的一些国家。基本上人多的国家和发达国家占主要。人口老龄化的迅速发展，引起了联合国及世界各国政府的重视和关注。80年代以来，联合国曾两次召开老龄化问题世界大会，并将老龄化问题列入历届联大的重要议题，先后通过了《老龄问题国际行动计划》、《十。一国际老年人节》、《联合国老年人原则》、《1992至2001年解决人口老龄化问题全球目标》、《世界老龄问题宣言》、《1999国际老年人年》等一系列重要决议和文件。提醒各会员国“铭记着二十一世纪的社会老龄化是人类历史上前所未有的，对任何社会都是一项重大的挑战”，吁请各会员国“加强或设立老龄化问题国家级协调机构”，“在国家、区域和地方各级制定综合战略，把老龄问题纳入国家的发展计划中”，“为老龄化社会的来临做好各项准备工作”，提出了“建立不分年龄人人共享的社会”的口号，以期增强人们对人口老龄化问题和老年人问题的重视。

老龄化为什么会成为问题?根据美国普查的研究，世界性的人口老龄化是“历史上未曾出现的社会现象”。人们可以把这一现象当作历史进步来庆祝。从根本上讲，这种人口转变是医疗进步、教育水平明显提高和经济发展的直接成就，也是公共卫生事业，例如饮用水卫生、克服营养不良、克服传染病和寄生虫疾病，以及降低母婴死亡率的结果。
