一、目的意义

开展“支部主题党日”活动，是加强党员理想信念教育、推动“三会一课”组织制度基层落实的重要抓手，是规范基层党支部组织生活、从严教育管理党员的有效载体。全镇各级党组织要进一步强化政治意识、责任意识，通过开展“支部主题党日”活动，激励广大党员在发挥先锋模范作用中永葆先进性、纯洁性，为加快推进“四化同步”建设提供坚强组织保障。

二、组织形式

(一)时间安排。全镇统一每月25日为“支部主题党日”(遇节假日顺延)，集中活动时间不得少于半天。

(二)参加范围。全镇所有党员都应在组织关系所在支部参加“支部主题党日”活动。

(三)活动方式。一般以党支部为单位组织开展。也可根据活动需要，多个党支部联合开展。

(四)活动地点。一般在单位党员活动室组织进行，也可围绕活动主题，灵活安排活动地点。

三、活动内容

(一)准确把握基本要求

各党支部要按照全镇“两学一做”学习教育实施方案要求，围绕“不忘初心永跟党走、筑梦王店建功有我”主题，组织全体党员开展“支部主题党日”活动。每次“主题党日”活动都要先组织学习，在集体诵读党章、重温入党誓词、按月交纳党费的基础上，结合实际再开展学习讨论、业务培训等创新活动。活动由党支部书记主持，活动现场应设置会标、悬挂党旗，党员应佩戴党徽。

(二)认真抓实规定动作

1.组织集中学习。各党支部要坚持将学党章党规、学系列讲话贯穿学习教育始终，组织党员读原文、学原著、悟原理。要制定学习计划，将规定的学习内容科学分解、安排到月。

2.集体诵读党章。可采取领诵或齐诵等方式开展。通过反复诵读，使党章内容熟记于心，进一步强化党章意识、党员意识。

3.重温入党誓词。每次“主题党日”活动应组织参加活动党员重温入党誓词，回顾入党宣誓时的庄严承诺和坚定决心，提醒自己时刻牢记入党誓言。

4.交纳当月党费。党员要现场向党支部足额交纳党费，并由党支部安排专人填写党费证。党支部要建立统一规范的党费台账，每半年对党费交纳情况进行一次公示。

(三)创新开展主题活动

每次“支部主题党日”，各党支部要在完成规定动作基础上，与上级规定的要求相结合，与当前镇委镇政府要安排的重点工作相结合，与本部门本系统的特点和工作实际相结合，选择一个主题。主题活动可安排以下10个方面内容：

1.学习研讨。通过专家讲座、专题党课、专题研讨等形式，组织党员学习党章党规、讲话精神及中央、省、市重要会议精神。

2.志愿服务。落实“在职党员进社区服务”制度，结合全国文明城市创建工作，组织党员开展街道保洁、治安巡逻、义务送诊等活动，帮助社区居民解决实际困难。

3.扶贫攻坚。结合精准扶贫等工作，组织党员干部走访慰问困难群众，通过送物资、送技术、送政策、送服务，帮助贫困户实现提前脱贫。

4.廉政教育。根据“党风廉政建设宣传教育月”活动安排，组织党员观看警示教育片、参观廉政教育基地，增强党员干部廉洁自律意识。

5.业务培训。机关、事业单位党支部可组织党员进行业务知识、政策法规等方面培训;非公企业、社会团体党支部可组织党员进行岗位技能、实用技术等方面培训。

6.民主议事。农村党支部按照“五议五公开”工作制度，结合“一事一议”项目建设，组织党员群众进行民主议事。及时公开通报党员群众普遍关心的党务、政务、财务、惠农政策等内容。

9.文体活动。组织开展体育运动、红歌比赛等文体活动，增强党员的凝聚力和团队意识。

10.组织生活。在年底组织党员召开专题组织生活会，开展批评与自我批评、民主评议党员，评选“五星级”党员。

四、相关要求

(一)精心组织实施。各党支部要牵头抓总，负责指导所属党支部“主题党日”活动。各党支部要结合各自实际，系统谋划“主题党日”活动，制定年度任务清单，报上级党组(党委)审定后实施。各党支部要高度重视5月25日第一次“支部主题党日”，不能推迟延期。

(二)强化痕迹管理。各党支部要建立“支部主题党日”活动台账，做到“六有”，即有年度任务清单、有每月活动方案、有学习资料、有学习笔记、有活动记录及图片、有党员签到表。

(三)严格考核督办。镇委督导组要不定期对全镇各支部活动情况进行抽查考核，对没有按要求开展活动的党支部进行通报批评。各级党组织也要加大对所属党支部活动开展的督查力度，做好日常考核记载。各党支部要加强对党员的监督管理，将党员参加“支部主题党日”情况作为民主评议党员、评先表优的重要依据。

(四)强化宣传引导。各党支部要充分利用官方网站、微信平台等宣传媒体展示所属党支部主题党日活动，及时总结推广“支部主题党日”活动中涌现出的好典型、好经验、好做法，不断营造浓厚活动氛围。

7月15日上午，2016年“世界青年技能日”暨技工教育宣传活动在合肥举行，省政府副省长刘莉出席活动。

据介绍，2014年12月18日，第69届联合国大会通过决议，将每年7月15日确定为“世界青年技能日”，旨在强调青年技能在全球发展中的重要性，解决青年失业和就业不足问题，为青年创造更好的社会和经济条件。我省开展相关教育宣传活动，以此进一步弘扬“劳动光荣、技能珍贵、创造伟大”时代风尚，引导广大青少年选择职业教育，从事技能工作，实现技能成才，推动技工大省建设。
