当预计未来可能出现暴雨天气时，市气象台除立即上报市委、市政府及相关部门外，还会通过手机短信平台、电话12121以及电视、报纸等媒体根据暴雨量级由低到高分别发出蓝色、黄色、橙色、红色预警信号，以提醒市民加强防范。当3小时降雨量达100毫米以上，或者已达100毫米以上且降雨可能持续，就会发出暴雨红色预警信号，也是暴雨灾害预警最高级别。

二：暴雨防范主要措施：

1.减少外出防意外。暴雨多发季节，注意随时收听收看天气预报预警信息，合理安排生产活动和出行计划，尽量减少外出。

2.远离山体防不测。山区大暴雨有时会引发泥石流、滑坡等地质灾害，附近村民或行人尽量远离危险山体，谨防危情发生。

3.畅通水道防堵塞。暴雨持续过程中，应确保各种水道畅通，应防止垃圾、杂物堵塞水道，造成积水。

4.修好屋顶防漏雨。暴雨来临前，城乡居民，应仔细检查房屋，尤其是注意及时抢修房顶，预防雨水淋坏家具或无处藏身;预防雨水冲灌使房屋垮塌、倾斜。

5.关闭电源防伤人。暴雨来势凶猛，一旦家中进水，应当立即切断家用电器的电源，防止积水带电伤人。

应急要点：

1.遇积水，车绕行。驾驶员行车过程中，突遇暴雨，当心路面或立交桥下积水过深，尽量绕行，切莫强行通过。

2.砌土坎，防内涝。为防止暴雨发生时雨水灌入室内，居民可因地制宜采取放置挡水板、堆砌土坎或其他有效措施，将其拒之门外。

3.水中行，避井坑。出行遇到暴雨引起大面积积水，特别是儿童、妇女、老人要注意观察四周有关警示标志，注意路面，防止跌入窨井、地坑、沟渠等之中。

4.多观察，防触电。暴雨袭来，骤不及防。切记留心观察，远离电线、电器等设施，以防漏电遭致伤亡。 温馨提醒：山区暴雨来临时，防范山洪需留意;暴雨时节少外出，办事旅游要警惕;不在坡边多停留，危险山体要注意;提防突发泥石流，更防山洪平地起。
