本投标人提供的设计方案图纸的完善性、建筑物的立面造型、满足招标人对主要建筑物面积和主要建筑物楼层分布的要求、充分体现招标人意图，并财政评审工程量清单计价报在控制价内。

为严格将项目造价控制在施工招标控制价内（3000.00万元），在完成施工图设计并完成施工图审查工作后，立即编制工程量清单计价报管理公司审查，管理公司初步审查通过经管理委员会批准同意后报政府投资项目评审中心评审，形成财政评审价。经财政评审价（含暂列金）的价格若高于本次施工招标控制价的，则在不降低标准和改变方案的前提下10日历天内无条件完成优化设计后，再次编制工程量清单计价报管理公司审查，确保重新报审的金额在本次施工招标控制价以内。

（二）工程详细说明

“盘县2016 年民主片区城市棚户区改造综合整治项目”位于盘县民主镇，共改造1000 户，整治面积12 万平方米；建设房屋主体结构加固、房屋外墙修缮、内部老旧管线更换、环境综合整治、配套设施完善等。本项目采用EPC总承包模式，包含设计（含方案、初步设计、设计概算、施工图设计及后续技术服务、设计技术交底、解决施工中的设计技术问题、服务及咨询工作和竣工验收等全部设计工作）；施工总承包（含施工、竣工交付、竣工试验、工程保修等）等全部相关内容。 （三）设备方案

（四）分包方案

完全响应招标文件的如下要求：

2、不得将设计和施工的主体、关键性工作分包给第三人。除专用合同条款另有约定外，未经发包人同意，也不得将非主体、非关键性工作分包给第三人。

3、分包人的资格能力应与其分包工作的标准和规模相适应。

4、发包人同意分包工作的，应向发包人和监理人提交分包合同副本。

1、由建设单位（或监理单位）主持日常的监理例会，协调解决参建各方施工安全、施工质量、施工进度、等相关问题。

2、为了保证整个工程的质量、工期、造价都能达到使各方满意的效果，并按国家有关建设法规的要求，建设单位应支持总承包商对工程进行全面统筹管理，以便于协调各方工作。对于专业性很强的工作，由建设单位直接委托有关单位承建，也应在该分项工作的安全、质量、进度方面配合总包商的全面协调安排，以避免不必要的沟通障碍。

3、按施工招标文件要求，总承包商全面负责工程的建设。但有关的监督部门、监理以及当地行政管理部门都需要加强沟通。希望建设单位在此方面加强沟通，以便为工程顺利开展创造良好的外部环境。

4、编制科学合理的施工计划。项目部根据工程总进度计划及时编制各分部分项施工进度计划，充分采用交叉施工、流水作业等手段，科学安排施工的各要素，并严格落实，减少窝工、停工等现象，提高劳动生产率。

5、项目部在满足施工进度的前提下，科学编制月、季度要料计划；加强现场材料管理工作，做到用料计划准确无误，按工程进度需要，组织不同品种、规格的材料分批进场。材料、设备的采购要货比三家，最后确定供货单位，批量材料争取由厂家直接供应，以减少中间流通环节，降低材料采购的成本。进场的材料的设备要减少露天堆放的时间，防止自然损耗的丢失，减小保管费用。施工时做到限量领料，合理用料，降低材料的损耗量。

6、加强劳动力的调度与管理，按工程进度的需要配备劳动力，对施工班组采取比较彻底的责任承包办法，工资分配同所完成的工程挂钩，提倡一专多能，减少间歇窝工及非生产用工。

7、施工机具配备要合理，选用效率高的施工机械，提高生产率及机械化施工水平。

8、选用先进合理的施工工艺及施工方法，充分利用施工场地，提高施工效率。

9、合理组织施工，对安装工程来说，工程前期，施工配合工期长，耗工量大，后期工程量集中，工期紧、压力大，在施工安排上要及早采取相应的措施，做到边配合，边加工，有安装条件的抓紧

通过对高效课堂有关内容的学习，我懂得了，作为一名语文教师，在语文课上我们不仅要好好讲课，更要注重教的方法和学生学的方法，培养学生的积极性和主动性。语文课堂的发展是迅速，复杂多样的。不过，我认为，无论语文教学被注入什么样的新精神，有一点应该是不变的，那就是语文课堂教学应该是务实高效的。从高效课堂的理论中我有以下的体会：

一、教学目标把握要准确

《全日制义务教育语文课程标准》针对学生不同年龄段的身心特点，对不同学段的教学目标作出了科学而具体的规定。这就要求我们要认真研读《标准》，严格按照《标准》的要求对照执行。教学目标的定位。就跟打篮球一样，篮筐太高了学生再怎么努力也投不进，自然就丧失了信心;而篮筐太低了，学生就会轻而易举地灌进篮筐，当然也就没有战胜困难的喜悦。在制定教学目标时，要充分考虑到三维目标的统一。知识与技能、情感态度与价值观、过程与方法，这三个方面同等重要，缺一不可。否则就会导致语文课程性质定位的偏差，造成工具性与人文性的分离。教学目标的制定还要兼顾好、中、差三个层次。根据因材施教原则，教学目标的制定也要因人而异，不同层次的学生要求达到的目标也各不相同，要避免一概而论。要保证课堂上80%以上的学生掌握80%以上的课堂教学内容。对于优等生我们可以在课外延伸一些略带挑战性的练习;而对于那些后进生，我们也可以为他们制定一些浅层次的要求，让他们循序渐进。

二、教学环节设计要合理

就阅读课来说，教学环节的设计基本采用“四步导读”的模式。第一步，在老师诱导下学生初读课文，让学生感知课文语言。第二步，在老师引导下学生细读课文，让学生理解课文语言。第三步，在老师指导下学生精读课文，让学生品评课文语言。第四步，在老师辅导下学生进行综合训练，学会运用语言。

在这个过程中，学生的阅读实践活动始终处于课堂教学的中心地位，教师的一切启发引导都是为训练学生创造性地进行语言实践提供服务。老师的“导”与学生的“读”相互渗透、相得益彰，充分体现了师生间、生生间、师生及教材之间的双向多边的互动反馈。“四步导读”模式符合《标准》提出的教学理念，这样的流程的设计是合理的。

当然，对于不同类型的课文也可以根据实际情况予以适当调整或删减，形成灵活的教学风格，但其核心理念是不变的。

三、课堂教学提问要精当

课堂提问是语文教学中不可缺少的一个重要环节，是启发学生思维、传授基本知识，控制教学过程，进行课堂反馈的一个重要手段。它贯穿于课堂教学的始终，直接影响着课堂教学的成败。教师必须细细揣摩，问到关键处，问到有用之处，问到学生心里去，问出水平来，才能更好的促进我们的教学，利于学生的发展。教师在课堂教学中，要通过问的技巧与艺术，体现出教学新理念。

提问要有一定的思考价值，能调动学生的主动性，集中他们的注意力，引导他们生动活泼的学习，使他们经过自己独立思考，对知识融会贯通，从而提高分析问题解决问题的能力。

提问的难易要适合不同层次学生的实际能力。教师对课堂中所提问的问题应在备课时精挑细选，严格控制数量，克服课堂提问的随意性。要做到数量适中，也要避免两种倾向,太多或太少。提问太多，学生没有思考回旋的余地，对所学知识难以理解、消化;提问太少，讲授太多，学生难有参与的机会，最终会产生厌倦情绪。

提问要有一定的艺术与技巧，杜绝形式主义的问答。学生答案与老师的答案不一致时，教师不引导，反复追问，让学生再答，直追到与自己的标准答案一致为止。这种锲而不舍一再追问的做法，在不同程度上制约了学生思维的灵性。

最近一段时间学习了《高效课堂理论与实践——我们的教育学》，我的收获很多。现将近段的学习体会总结如下：

一、从教学目标入手，重视课前的备课。

课堂教学的高效性首先取决于课堂教学目标制定的高效性，课堂教学目标制约着课堂的进程与发展。新课程理念的核心是促进全体学生全面发展，因此新课程下的教学目标应该是多元的，它不仅要关注学生基础知识、基本技能的掌握，同时要关注学生的学习过程和方法，关注影响学生终身发展的情感、态度、价值观。我认为课堂教学高效的实质就是学生获得发展。因此，要把知识技能、过程方法与情感态度价值观三者有机地整合于教学之中，这正是促进学生全面发展的真正内涵。为整体落实三维目标，在备课前应当认真阅读教材、教师用书，对所教授内容的三维目标、教材编写特点等了然于胸，并结合学生的实际制定具体、切实可行的课堂教学目标。如果目标过高或过低，都容易使学生失去兴趣，而应当处于学生的“最近发展区”，即“跳一跳能摘到果子”。备课是上好课的前提，要关注学生的学习基础、学习状态，精心设计学生学习的过程。要充分预设学生对哪部分内容学习困难大，应该如何实施，对哪部分内容学生容易产生分歧或独特见解，如何应对等。

二、从教材内容入手，灵活使用教材。

我们可以对教材做出合理、适度的加工与改造，创造性地使用教材。这是提高课堂教学有效性的关键之一。首先应当在认真钻研教材的基础上，能根据学情和教学需要对教材进行改进和补充，使之更好地为教学、为学生服务。其次是要勇于创新，大胆对教材进行“再加工”、“再创造”，使教材更加切合学生的实际，提高课堂教学效率。

三、重视课中教学行为的高效性

⑴要着力打造平等、和谐的师生关系。要俯下身子与学生交流。只有在和谐、平等、其乐融融的师生关系中，才有师生全身心的投入，教者神采飞扬，学者兴致高涨。这就需要教师树立以发展学生为本的观点，坚持教学为学生服务的思想。教师更要明确自己的角色定位，即自己是教学活动的组织者、合作者、参与者。此外，还要时刻铭记学生是有血有肉、活生生的人，而不是知识的容器，他们不是被动地接受知识，而是主动、积极地建构知识。

⑵要创设学习情境，激发学生学习兴趣。教学中要尽可能地联系学生的实际，生活或具体情境中引入数学新知，让学生在有效的情境中产生学习和探索的兴趣。要善于了解学生的学情，结合教学内容，努力创设各种生动形象的教学情境，激发学生的学习兴趣，引导他们积极、主动参与到学习中去。通过创设情境使学生产生学习新知的动机，积极投入到探索新知的活动中。

⑶在课堂中要善于倾听。在课堂教学中组织学生讨论、交流问题时，要倾听、关注学生涌现出来的各种各类信息，对信息进行筛选和组合，不断引导和激发学生去发现，去思考，推进教学过程。
