压实责任链条，在工作中专“心”，严在平“常”。要针对安全生产事故主要特点和突出问题，层层压实责任，狠抓整改落实。对于安全生产，不能以会传会，以文发文，行业部门要结合本地及本行业特点，制定安全措施，严格责任落实。在平常工作中要多到现场，多到基层，做到对应领域晓实情，出现隐患出实招，责任到人压实责，强化风险防控，从根本上消除安全隐患。要建立奖惩机制，将相关工作落实情况与考核、评优等挂钩，不断推动责任落实，有效遏制安全事故发生。
