刘邦深知民心的重要性，于是兴仁者之兵;他明白战场变幻莫测，于是熟谙诡谋之用。如此看来，刘邦能先项羽入主咸阳，靠的就不光是运气了。而且刘邦入主咸阳后，对手下将士约法三章：妥善安置故吏，不抢秦宫女人，不杀降顺将士，不贪府库财宝。当一切安排妥当之后，刘邦更是做出了惊人之举——老老实实退军 霸上。
