要做“像样”的党员，不做样子，危急关头冲在前面。火神山、雷神山建设党员造就的“中国速度”，各地党员同志捐赠储备物资驰援武汉，基层党员的防疫志愿服务……这些“像样”的党员，都为打赢疫情阻击战筑就坚固的铜墙铁壁。各级党员干部要严密排查重点人员、严格控制聚会聚集、严厉实施疑似人员密切接触者隔离观察，切实把各项防控举措覆盖到户、落实到人。要带头发扬无私无畏精神，不畏艰险、挺身而出、顽强拼搏，做到哪里任务险重，哪里就有党组织的声音、哪里就有党员站在最前沿。

要做“像样”的党员，不添乱子，战“疫”之中稳定军心。在这场阻击战中，有人循着“灾难经济学”借机发国难财，卖“天价口罩”，个别地方群众最关心的“菜篮子”也难以稳定保障。但最近，一些暖心新闻不断传来，“逃跑”送口罩的小伙子与敬礼的警察是如此可爱，366万人为新型冠状病毒防控筹资5.16亿元，农村大喇叭的“硬核”力量，正是“烩面”在帮助“热干面”的强有力措施……有“可爱”的人在，疫情不再“可怕”。广大党员要带头开展正面宣传，及时发现和处置不实信息，对散播谣言的行为坚决抵制和纠正，做到不信谣、不造谣、不传谣，筑起抗击疫情的“红色堤坝”。

2020年在我们期盼下拉开了序幕。本该是万家团圆，欢乐喜庆，殊不知一场疫情，像一个巨石砸入我们原本热闹非凡的生活;本该车水马龙的街上却略显冷清,寥寥无几的行人裹得严严实实的，还戴着口罩。这一切，都因为新型冠状病毒。

一次猝不及防的病毒来袭，让我今年春节过得很不安生。每天起床第一件事，就是看新闻。在一条条新闻中，我慢慢懂得了中华民族之所以能够绵延至今的原因，因为我们有中国的脊梁和中国精神，他们在面对困难时，从不退缩。

钟南山院士今年已经84岁的高龄了。本该颐养天年的年纪却选择了临危受命。没有丝毫犹豫，就像当年面对肆虐的非典。匆匆出发，奔赴战场，那一张在地铁的照片，感动了我，也感动了全国人民。今天，看到一个采访，钟南山院士眼含热泪，激动地说:“大家全国帮忙，武汉是能够度过难关的。"下方的评论更是让我不禁泪目:“我不知道院士您为什么会眼含热泪，我只知道这眼泪重若千金，它是老爷子一个人的，也是十四亿人民的。”是的，您不是孤军奋战，您的背后站着的是十四亿的中华儿女!

一方有难，八方支援。正如汶川地震那个时期一样，无数白衣天使从祖国各地奔赴而来在一线前为我们筑起无形的防护墙。在这无硝烟的战场上，他们是战士，守护身后的千家万户守卫我们的祖国。这让我想起那么一句话:那有什么岁月静好，只不过是有人在负重前行罢了。在电视机前观看报道的我，看着医护人员脸上长时间被口罩勒出的痕迹。他们是真正的天使，前来拯救中国的天使。他们为祖国贡献很多，物质紧张他们宁可不吃饭也不愿换下这一身防护服，在防护服内穿尿不湿来解决生理问题。看着奋斗的他们，我心里充满满满的感动。

随着新冠状病毒病例的上升，从80多岁的钟南山院士仍奔赴抗肺炎一线，到15名医务人员受病毒感染，再到李医生的牺牲....医护人员不计报酬，无论生死，签下那一份份请战书在团圆之际与家人分离，奔赴一线，在这场无硝烟的战争中冲锋陷阵。他们是白衣天使，更是我们心目中的英雄;他们不惜用自己的生命来拯救中国;他们是真正的英雄，在面对困难时，不惜一切奋起抗战。

虽说病毒很强大，来的突然传播速度很快，但是我们中国人也不会轻易倒下，不会轻易放弃。我们中国也不是轻易就会被击垮的国家，我们会用智慧，团结和爱战胜病毒获得最终的防疫胜利。白衣天使们，在此，我向你们表达崇高的敬意。

自防疫阻击战打响以来，湖北十堰东城开发区疫情防控指挥部办公室电话声没有停过。当下防疫工作与人民群众切身利益息息相关，来电多、问题多、请求多、投诉多成为指挥部办公室的常态。

“能否帮忙送一支体温计”——群众身边无“小事儿”

家住东城开发区辖区的小区居民打电话来，称自己从武汉回来，自己身体虽健康正常，但母亲似乎有一些感冒，而家里的体温计摔坏了，从电话中的语气里可以感受到当事人的焦急和惶恐，在耐心听完他的电话后，工作人员对他进行了安抚，建议其居家观察，不要外出，在记下联系电话后立即联系了小区所在的天津路社区居委会为他们提供帮助。后来天津路社区书记余军回电话，“一支体温计而已，这是个小事儿，我跑一趟已经给他们送去了”。自疫情防控工作开始以来，通过“小电话”建立起的两级联动为民服务的桥梁，指挥部办公室落实电话里的各类群众“小事儿”26件。

“能不能帮我看下家里无法联系的老父亲啊”——严控严管有“温度”

1月31日晚上，家住在东城开发区辖区徐家沟村村民打来电话，称自己被困在回十堰的高速上已长达两小时，家里的老人年事已高一人在家，无法联系，希望村委会能帮忙看望老人。工作人员立即将诉求转达给徐家沟村村委会，党支部书记徐鸣成当即与当事人取得联系，在确认住址后，立即去到该村民家中看望老人情况。村书记徐鸣成考虑到老人独自在家需要人照料，在确认该村民为本村村民且身体健康的情况下，帮助联系高速公路管理处放行，最终该村民在村书记的帮助下成功回堰与老父亲团聚。当前，通过电话互通，开发区疫情防控指挥部办公室帮助协调群众出行、回家、生活、就医等各项诉求30余件。

“我家楼下的商店今天开门合规合法吗”——“人民之眼”起作用

在疫情防控工作开展以来，开发区疫情防控指挥部办公室接到各类群众投诉和举报电话20余件，涉及到居民外出聚众、小区消杀工作、企业未按规定开工等各项群众关心问题。接到电话后，工作人员立即将群众反映的事项转达给相应村和社区，村居干部立即开展调查核实，按照属地责任督办整改，必要时由指挥部协调派出所、执法大队、市场监管等执法部门联合处置。一通通举报电话，是对基层单位工作成效的监督，也是控制当前疫情的一把“利剑”，疫情防控阻击战作为一场人民战争，要增加群众的“参与感”，切实让“人民之眼”照亮工作的“盲区”和“死角”。

电话虽小，但要把“小电话”里的“大民生”解决好，工作人员不仅要有“态度”还要有“温度”，守“初心”的同时还要有耐心，必须同时具备责任意识和严实作风。看起来简单的“接电话”实际上对工作人员的应急处理能力、统筹协调能力、防疫知识储备等方面都提出挑战，同时还需要在多级多部门的“默契配合”中形成横向与纵向科学联动的工作机制，在实现信息共享、“对话”通畅的前提下解决好群众诉求。

当下，群众为防疫工作作出牺牲，居家坚守不出门，他们作为疫情防控的“主力军”，传递出的“声音”真挚真切而有分量，基层工作人员还当进一步紧跟疫情发展步伐，与时俱进，强化头脑武装，切实处理好“小电话”中的“大民生”。

当前，新型冠状病毒肺炎疫情防控工作正处于关键时刻。打赢疫情防控阻击战，必须全面贯彻坚定信心、同舟共济、科学防治、精准施策的要求。从医学角度看，做到科学防治，需要在控制传染源、切断传播途径、保护易感人群等方面下功夫。

控制传染源。对于传染病防治来说，控制传染源十分关键和迫切。目前，我们对新型冠状病毒的认识还比较有限，还需要科学论证病毒来源，尽快查明传染源和传播途径。在这种情况下，防止人传染人尤为重要。为此，要进一步完善和加强防控，严格落实早发现、早报告、早隔离、早治疗措施，加强疫情监测，集中救治患者，对所有密切接触人员采取居家医学观察，完善和强化防止疫情向外扩散的措施。要做好不同人群的分类防护，加速排查疑似病例，提高疑似病例检测效率，跟进做好居家医学观察，通过这些举措阻断人与人之间的传染。同时，要加强科研攻关，深入研究病毒传播致病机理，密切跟踪病毒变异情况，抓紧疫苗研发，为不断完善诊疗方案、防止人传染人提供技术支撑。比如，重点研究如何缩短患者排放病毒的时间。目前，对于新型冠状病毒肺炎还没有特效药，但如果能有效缩短患者排放病毒的时间，既有利于患者个体，也有利于减少病毒传播。做好控制传染源工作，需要注重科研攻关与临床、防控实践相结合，加快整合资源。

切断传播途径。打赢疫情防控阻击战关键在于“防”，而“防”的关键在于切断传播途径。目前，我国采取的强有力的防控措施得到国际社会公认，构筑群防群治的严密防线已成为社会共识。但要全面切断传播途径，还要做许多工作，其中一项重要工作就是广泛深入地宣传传染病预防的科学知识，引导人民群众提高文明素质和自我保护能力。只有公众理解为什么要这么做，才能提高依从性。比如，这次疫情目前主要是通过呼吸道传播的，普通民众预防病毒侵害，戴口罩是最简便、最有效的方法。同时，外出后除了洗手还要洗脸，穿戴的帽子和外套等衣物可在阳光下暴晒，家庭和工作场所要定期通风，这些举措也有利于切断传播途径。

保护易感人群。新型冠状病毒威胁着每个人的健康，所有年龄段的人都能感染。但在一般情况下，老人、孕妇和儿童对环境中的有害因素更敏感，属于易感人群，需要特别注意加强防护。国家卫健委发布的《关于做好老年人新型冠状病毒感染肺炎疫情防控工作的通知》，要求将老年人的疫情防控作为当前的重要工作来抓，尽努力减少重症和死亡病例。此外，国家卫健委还召开了主题为“老年群体和社区防控”的新闻发布会、“孕产妇和儿童疫情防控”的新闻发布会。保护易感人群，还需要易感人群自身提高防护意识和能力。老年人要尽量减少外出，避免去人员密集的公共场所如商场、车站、公共浴池、棋牌室等;从正规渠道了解信息、学习知识，不信谣，不传谣。对于儿童，要让其佩戴儿童专用的口罩，及时用有效的消毒液给儿童手部等消毒，回家后要及时更换衣物。提高易感人群身体的天然抵抗力，对防控疫情也有一定帮助。易感人群尤其要保证休息，注意营养均衡，适当进行锻炼，提高自身抵抗力。

“实践是检验真理的唯一标准”。此次新冠肺炎疫情来势汹汹，对于全党上下无异于是一场关于治理体系和治理能力的政治“大考”。在疫情面前，党中央高瞻远瞩、严密部署，各级党委(党组)主动出击、迅速迎战，上下协同、高效有序做好各项防控工作，充分印证了我党的政治制度具有强大的优越性和生命力。

制度的生命力在于执行。各基层党组织是贯彻党中央决策部署，保障制度执行到位的“最后一公里”，应稳扎稳打、实打实锤，视疫情为考场，在“疫战”中淬炼党建引领力，全面提升基层治理效能，向党和人民交出一份满意答卷。

思想引领稳定力。党的基层组织在社会治理中起着举旗帜、聚民心的关键作用，思想引领是团结群众、凝聚共识必不可少的重要手段。当前疫情防控阻击战已经到了攻坚期，各基层党组织要筑牢疫情防控的“思想堤坝”，按照坚定信心、同舟共济、科学防治、精准施策的要求，引导广大党员干部、人民群众既不轻战也不畏战，既不盲目自信也不过分恐慌，科学理性应对疫情。要坚决杜绝“差不多就行”的走过场行为，必须不打折扣将中央指示精神落实到疫情防控每一项工作任务中;要坚决防止“没那么倒霉”的侥幸心理，必须加强宣传教育，帮助人民群众树立起群防群治的防疫意识。心手相连、攻克时艰，凝聚起抗击疫情“不胜不休”的强大信念，坚决打赢疫情防控的人民战争、总体战、阻击战。

组织引领强动力。一个支部就是一座堡垒，一个党员就是一面旗帜。基层党组织是人民群众的“主心骨”，是抗击疫情的“压舱石”。在疫情防控工作中，各乡街、村社党组织冲锋在前、日夜坚守，构筑起保卫人民群众生命健康安全的“第一道防线”，彰显了强大的政治担当。要想打赢疫情防控这场硬仗，必须充分认识基层党组织的战斗堡垒作用，在提高基层治理效能上下功夫，着力强化组织引领力，把党的强大政治优势、组织优势和密切联系群众优势转化为疫情防控工作优势，引领党员、群众听党话、跟党走，结点成线，连线成网，构建起在制度执行上坚强有力的组织体系，形成聚沙成塔的工作局面，使组织引领成为推进疫情防控工作科学合理、有序有效运行的强大动力。

榜样引领增活力。人心齐，泰山移。无论是基层治理还是疫情防控，都是一项系统工程，各条战线上的党员干部及人民群众都是不可或缺的参与主体。在防疫过程中，我们看到了来自不同行业、不同群体的人们并肩战斗的感人场景，他们中有身披白色“战袍”，舍身忘死的医护人员;有高举大喇叭走街串户，硬核带劲的村社干部;有日夜坚守在交通要塞，身先士卒的交通警察;还有不计报酬无偿奉献，主动请战的党群志愿者……他们用实际行动勾勒出群众心中“防控英雄”的画像，感染影响着越来越多的人参与这场战役。“一切为了人民，一切依靠人民”，只要充分发挥榜样引领作用，激活调动一切力量，不断拓展联防联控、群防群治的“半径”，就一定能构建起抗击疫情的最大“同心圆”。
