广大游客应做到：树立文明、健康、理性的消费观念，恪守公德，讲究礼仪，从自身做起，摒弃不良习惯，坚持文明游览，注意言谈举止，不大声喧哗，不乱涂乱画，不乱扔垃圾。自觉遵守《中国公民国内旅游文明行为公约》和《中国公民出国(境)旅游文明行为指南》，遵法规，守秩序，爱护环境、公共设施和文物古迹，尊重他人权利，避免因文化差异而导致的“不文明”行为，争当文明旅游的使者。

旅游企业应做到：遵守国家法律法规，诚信经营，信守合同。加强文明旅游工作，出境游是重点。公民出境的主体是游客，教育引导工作要落实在每位出境游客身上。旅行社企业与游客签订旅游合同时，要附送文明旅游宣传材料，行前召开说明会，向游客讲清楚遵规守纪、文明旅游要求。加强导游队伍管理，把文明服务、文明引导纳入对导游、领队的绩效考核。旅游景区要深化文明景区创建工作，注重改善景区硬件环境，配套完善服务设施，为广大游客提供文明、安全、舒适、便利的条件。

旅游从业人员应做到：恪守职业道德，提高自身文明素质。以“重礼仪、讲诚信、助人为乐、细微服务”为准则，为游客提供热情周到、细致入微的服务，以人性化、个性化、定制化服务诠释文明旅游内涵。导游、领队要切实履行引导游客文明旅游的职责，做好文明旅游说明、文明旅游提醒、文明旅游规劝工作，推进文明旅游服务，以自身文明带动游客文明。发现游客不文明陋习，应及时劝阻，讲清楚不文明旅游的利害关系。每一位旅游从业人员都应该成为文明旅游的倡导者、践行者和推动者。

积极营造文明旅游用餐环境

为贯彻落实山东省精神文明建设委员会《关于深入推进文明旅游工作的实施意见》，按照省旅游局的统一部署，全省餐饮行业要发挥行业自身优势，认真履行为行业服务、为政府服务和自律、监督、协调的职责，向全行业各会员单位、餐饮企业发出倡议，迅速行动起来，积极投入文明旅游活动，并做出积极贡献。倡议如下：

一、餐饮行业全体员工在旅游出行中，要严格自律。加强自身道德修养，展现良好风貌，坚决杜绝有损国家形象、山东形象、行业形象的不良行为，做文明旅游的模范。

二、积极营造文明旅游的舆论氛围和社会环境。各餐饮企业结合实际，在店堂醒目位置设立或悬挂文明旅游图片标语，播放旅游宣传片和公益广告等，进一步丰富媒体和社会宣传资源，开展文明旅游的宣传活动。

为贯彻落实习近平总书记重要批示精神和中央文明委、省文明委《关于深入推进文明旅游工作的实施意见》，践行文明旅游精神，强化文明出游意识，塑造良好旅游饭店形象，不断提升旅游饭店行业文明素质，传承中华文明礼仪优良传统，增强“好客山东”旅游品牌意识，不断提升道德素质，不断提升国家软实力，山东省旅游饭店协会面向全行业发出倡议：

一、强化文明旅游意识，增强推进文明旅游的责任感。充分认识开展文明旅游关系国家和山东形象，提升旅游饭店从业人员文明素质，是提升公民旅游文明素质的重要组成部分，进一步增强开展文明旅游工作的责任感、紧迫感。着力打造旅游品牌，使旅游产品、旅游服务、旅游环境达到文明的要求，合力创造温馨美好的旅游环境。

二、加强宣传引导，营造文明旅游的良好氛围。充分发挥饭店窗口作用，各饭店利用店报、店刊、网站、微博、微信等宣传媒体和手段，多渠道、多形式地广泛宣传《旅游法》有关遵守旅游文明行为规范的规定，宣传《中国公民国内旅游文明行为公约》和《中国公民出国(境)旅游文明行为指南》以及文明出行用语，引导全体员工在提升中国公民旅游文明素质行动中做出榜样，起到表率作用，人人争做文明旅游的传播者。

旅行社要将教育引导工作落实在每一位出境游客身上，在签约组团环节建立双重教育制度。旅行社与游客签订旅游合同时，要附送文明旅游宣传材料，让游客自阅自学;行前坚持召开说明会，向游客讲清楚遵规守纪、文明旅游要求，讲清楚不文明言行的利害关系。建立领队、导游文明教育引导责任制，落实业务工作与文明督导一岗双责。领队要做好与目的地导游的对接，抓住入关、乘车、入住、用餐等时间节点，向游客宣传普及当地风俗习惯、禁忌和相关法律;旅途行程中坚持开展文明引导和文明礼仪宣传，及时提醒游客遵章有礼。境内游要积极落实“文明旅游、礼貌乘车”主题实践活动，旅行社要广泛开展最美导游、最美司机、文明游客等评选，吸引大家踊跃参与，将各类活动作为加强文明旅游工作的有效载体。

外出旅游本来是一件轻松美好的事情，但是一些游客的不文明行径却是大煞风景。刚刚结束的清明小长假，笔者就看到了一些的不文明现象——比如，有人不排队就挤上前去搅乱了秩序；在景区的“严禁烟火”警示牌前，有人在任性地吞云吐雾；还有的小朋友更是上演了惊险一刻，随意攀爬栏杆等人工设施；景区内地上的垃圾也是随处可见，尤其是食品类的垃圾更是遍地都是，停车场、高速路、草坪上等游客休息的地方更成为了重灾区。近年来，各种不文明出游的现象屡屡被曝光，既堵了人心也伤了一些人的尊严，但往往是更多的人在看热闹，并没有引以为戒注意自己的行为。

在张家界天门山海拔1400余米的西线栈道绝壁上，一群吊着绳索的环卫工人在悬崖外清理峭壁及树枝上的垃圾，过往的游客看到这样用生命捡垃圾的惊险一幕，既对工作人员抱以敬佩之意，同时也对随意丢垃圾的不文明行为表示谴责。为加强提升旅游文明，各地各部门从做细做小做实等方面出实招，努力营造良好的文明出游环境。中国旅游协会首次发布文明旅游倡议，积极引导广大游客文明出行；中国民航局与国家旅游局依法依规，联手整治不文明乘机行为。而仅仅靠有关部门的努力是远远不够的，公众的参与是实现文明出游的重要基础。笔者认为，保护环境、保护自然是每个人的责任，一个人最起码应该注重自己的形象，进而知耻而守礼，比如在附近没垃圾桶的情况下，可以塑料袋存好垃圾，带到山下，只有让文明的观念内化于心、外见于行，才能使其成为一种自觉行为。美景遭破坏，我们出游的质量也会打折扣，出游不文明行为最终影响是游客本身，会让美好初衷窘态频现。

诚然，文明出游不是一朝一夕能养成的，需要“德治”与“法治”的双轨驱动。一方面，游客在提升自身文化和道德修养上下功夫，做到让文明出游成为一种自然的习惯，尤其要加强早期的教育，从娃娃抓起；另一方面，要进一步建立健全法律法规和监管体系，保障文明出游的硬约束。现在全国很多省份都在制定文明旅游行为准则，用法律和制度规范游客的行为举止。国家旅游局依法制订的《游客不文明行为记录管理暂行办法》也已经施行，全国游客不文明行为记录管理工作也同步开展，游客不文明行为的劣迹将保存一至两年。准确有效地制定一部让全社会认同的法律，重要的是要注意法律实施的有效性，使制定好的法律一定要起到实际效果，从这个角度说，文明旅游还仍然任重而道远。

旅游出行不仅仅是一种回归自然的体验，更是一个人文明素质和文化修养的展示平台。“你站在桥上看风景，其他看风景的人也在楼上或远处望着你”，出行时让我们记住旅途中的风景要靠目光去发现，而生命里的风景要靠行为去雕刻，让我们所有人一起对不文明行为说“不”。
