A parliamentary committee representing all political parties appoints a person who is suitably qualified to investigate private grievances against the State. The official title of the person is Justiteombudsman, but the Swedes commonly refer to him as the J. O. or Ombudsman. The Ombudsman is not subject to political pressure. He investigates complaints large and small that come to him from all levels of society. As complaints must be made in writing, the Ombudsman receives an average of 1, 200 letters a year. He has eight lawyer assistants to help him and he examines every single letter in detail. There is nothing secretive about the Ombudsmans work, for his correspondence is open to public inspection. If a citizens complaint is justified, the Ombudsman will act on his behalf. The action he takes varies according to the nature of the complaint. He may gently reprimand an official or even suggest to parliament that a law be altered. The following case is a typical example of the Ombudsmans work.

A foreigner living in a Swedish village wrote to the Ombudsman complaining that he had been ill-treated by the police, simply because he was a foreigner. The Ombudsman immediately wrote to the Chief of Police in the district asking him to send a record of the case. There was nothing in tthe record to show that the foreigners complaint was justified and the Chief of Police strongly denied the accusation. It was impossible for the Ombudsman to take action, but when he received a similar complaint from another foreigner in the same village, he immediately sent one of his lawyers to investigate the matter. The lawyer ascertained that a policeman had indeed dealt roughly with foreigners on several occasions. The fact that the policeman was prejudiced against foreigners could not be recorded in the official files. It was only possible for the Ombudsman to find this out by sending one of his representatives to check the facts. The policeman in question was severely reprimanded and was informed that if any further complaints were lodged against him, he would be prosecuted. The Ombudsmans prompt action at once put an end to an unpleasant practice which might have gone unnoticed.

There is a story that an old woman always feels unhappy, because when the sun comes out, she worries about her daughters business, because the girl sells umbrella. But when it rains, she stills feels unhappy for she worries about her another daugthers business. People tell her to change his point of view, when the it is fine, she can feel happy about her second daughters business and when it rains, she can be happy about her first daughters business. In that way, she will be a positive woman every day. We cant change the fact, but we can treat things in another way, so that we can be positive all the time.

Last year, my parents and I arrived in the United States on the other side of the ocean, living in Chicago, the third largest city in the United States. The city life there is very different from the city life in China.

Special one: building

Most people in China live in public housing or apartments, and there are not so many people in the United States. People usually live in semi-detached houses. The left half of the family, the right half the other family, or up and down two families, the economy many people live in the independent house. The two houses are not large, usually made of beautiful bricks, and the first floor has steps to connect the ground and houses, and the houses are numbered with metal. There was a small garden around the house, with lush trees and green grass, and some tables and chairs. Back in China, there are no seats left for the training courses, and the half way is still stuck on the high shelf, so it must get up early to be not late.

Winter in the United States, people dont have to wear thick wool pants and a sweater, because indoor central heating in the winter, go out is given priority to with the car, go out just get in the car, the car also has air conditioning, so dont feel cold. Its kind of like our northeast China.

An old story goes that once there were four single men, leading very boring lives. None of them were married, or had lovers, or did anything exciting. They just sat around all day and played Mahjong.

One day they played Mahjong from 11 in the morning until 11 at night. During the game, no matter who won, the winning card was always the four columns card (the card shows four independent, parallel columns in two lines). Even more of a coincidence, it was Nov 11, or 11/11. In order to commemorate the day, they nicknamed it Singles Day.
