保障食品安全,是维护市场经济有序发展的关键之举。市场经济下的商品是用于交换的,商海无涯“信”作舟,没有诚信就没有交换,没有交换就没有市场。当前食品安全事件中凸显的见利忘义、损人利己、以假充真、以次充好等丑恶现象,严重损害了我国市场经济的诚信体系,使市场经济难以健康运行。同时,如毒奶粉、毒豆芽、毒香肠等不符合食用标准的问题食品,是不具有任何社会价值的,严重浪费了社会资源,并且在召回、销毁问题食品的过程中还要进一步浪费巨大的人力物力,有悖于资源的优化配置。所以,解决食品安全问题,是确保社会主义市场经济健康发展的内要要求。

保障食品安全,是全面推进依法行政的重要内容。提高政府立法质量,是切实推行依法行政的前提,当前,我国的食品安全法律体系已经初步形成,但部分法律不能很好适应当前复杂的食品安全形势,如90年代初颁布的《产品质量法》、《食品卫生法》至今还在沿用,同时食品安全标准体系不够完善,执法部门往往面临无法可依的尴尬境地。严格行政执法,做到有法必依、执法必严、违法必究是依法行政的关键,当前食品安全的监管存在多头管理的格局,有些领域没人管、有些领域重复管,还局部存在相互推诿、执法走过场的情况,甚至部分干部知法犯法、权钱寻租,为食品违法生产者提供保护伞。所以,逐步建立、完善食品安全法律和检测标准体系,形成各大部门相互协调、联动监管的食品安全管理格局,是全面推进依法行政的强大动力。

保障食品安全,是扩大对外开放、树立国际形象的重大举措。对外出口是我国经济快速增长的强大动力,加入WTO后,进一步扩大对外开放、与国际全面接轨是我国的战略任务,然而当前频发的食品安全事件影响我国国际形象,国外商场偶有出现“本店无中国奶粉”的讽刺广告,一些国家以此为由,人为设置贸易壁垒、实行贸易歧视政策,甚至出现34个国家禁止进口中国月饼的惨状。诚然,贸易保护主义是我国食品出口受制的一条因素,但我们更应当从食品质量的角度进行反思,切实做好食品安全工作,牢牢把好食品质量关,树立中国产品形象,这才是扩大对外开放、树立国际形象的务实之举。

保障食品安全,是深入贯彻落实科学发展观、构建和谐社会的具体体现。科学发展观的核心是以人为本,食品不安全最直接的受害者是人民群众,把加强食品安全作为 “民心工程”来抓,是心系群众冷暖安危、真正为民办实事办好事的光彩事业,同时,人民群众是食品的生产者和加工者,解决食品安全问题理应充分发挥人民的协同作用,这是对“发展为了人民,发展依靠人民”的具体运用。食品安全关系千家万户,是“天大的事”,频频发生的食品安全事件使社会担忧情绪增加,严重影响了人民群众的幸福感和安全感,甚至还会激发社会矛盾、引发群体性事件,不利于社会的和谐稳定,解决食品安全问题,让人民群众吃的安心、吃的舒心,是维护社会安定有序的科学前提。

我们重新回顾这则事件,一名女乘客因坐过了站而想让司机停车,与司机商议无果后,她用手机击打司机头部,司机放开方向盘还手,导致公交车失控,与一辆小汽车相撞后落入向东奔流的长江,车上乘客无一生还。

有的人说错在乘客,她与司机产生争执后伤害死机,导致汽车失控;也有人说责任在于司机,放开方向盘还击使客车坠江。我更偏向于第一种说法。乘客坐过了站,在下一站下车后返回不就行了吗?何必与司机发生争执呢?根据消息,司机曾试图说服乘客让她在下一站下车,但乘客没有听,执意要立刻下车。这就显示出来规则意识的重要性。如果乘客心中有规则意识存在,就不会与司机争吵,甚至动手打人,司机也不会放手还击,导致汽车坠入江中,车毁人亡了。

但司机真的没有错吗?不是的,作为一名司机,他的责任就是好好开车,他手中的方向盘就好像是一车人的生命,从他放开方向盘的那一刻起,他就已经放开了全车人的生命。虽说他这是正当防卫,但从他放开方向盘来看,他是不是已经过度防卫了呢?
