法治社会的良好运行，离不开公民对法律的敬畏和遵守，也离不开执法者对法律的规范执行。如果在执法过程中，执法者的行为本身存在“毛病”，法治权威必然会在人们的心中大打折扣。正因如此，中办国办近日印发《关于深化公安执法规范化建设的意见》，要求全面建设法治公安，努力让人民群众在每一项执法活动、每一起案件办理中感受到公平正义。

党的十八大以来，中央对公安规范化建设的反复强调，背后是全社会法治意识的不断增强。越来越多的人已经不再仅仅满足于公安机关破了多少案，还会关注办案程序是否正当合法，是否尊重和保障了人权;已经不再仅仅满足于公安机关能提供哪些行政管理服务，还会关注服务的效率和质量如何，是否存在“门难进事难办”。群众关注的深入，决定着公安执法规范化建设的深度。此次《意见》正是立足于“深化”，从落实受案立案工作责任制，到进一步严格要求依法规范取证，再到规范执法窗口服务……一系列的新制度新机制，满足了人民群众的新期待，也符合全面依法治国的总要求。

适应新形势是一种“深化”，解决老问题也是一种“深化”，并且从某种意义上说，过去的问题得不到解决，就会发展成为将来的短板，影响整体工作向前推进。近年来，一些执法瑕疵、缺陷甚至是违法行为总是被迅速传播开来，接受公共舆论的评判，接受法律制度的审视。这些瑕疵和缺陷给执法公信造成阴影，让法治权威蒙受损害，也让一些基层民警备感压力。然而，群众监督也是为了法律能够得到更充分准确的实施，为了整个社会能够始终在法治轨道上运转，这和民警执法的根本目的是一致的。看清这一点，才能变压力为动力，习惯于在镜头前执法。

避免过去一些执法不规范、不文明等突出问题的再次发生，关键在于让每一个公安民警深刻地认识到，拥有执法权意味着更多的责任和义务。依法行使权力，必然要求根据群众的广泛意愿，按照群众的共同意志——法律，维护群众的切身利益。公安机关被赋予一定的执法权，就是被赋予了一份沉甸甸的责任;每一次规范行使手中的执法权，都是一次对群众诉求的回应。自觉树立执法为民的理念，牢牢把握严格规范公正文明执法的要求，这是《意见》着力解决的根本性问题，如果这个问题始终得不到解决，再好的执法制度和机制，都有可能和实际执法行为形成“两张皮”。

还应该看到，一些法律制度的缺位，会让公安民警在解决新问题时束手无策;一些执法标准的不统一，也会招来群众关于“同案不同罚”的争论;一些群众的不理解不配合，一些领导干部的指手画脚，都会让公安干警感到左右为难。进一步构建完备的法律体系和良好的执法环境，也是确保公安严格规范公正文明执法的当务之急。

公安机关既是全面依法治国的建设者和保障者，也是践行者和遵守者。公安执法规范化程度越高，法治权威和法治信仰就越能在全社会形成，给百姓带来的安全感和获得感也就会越强烈。未来，伴随着《意见》的贯彻落实，伴随着公安执法规范化建设的不断深化，这种正相关效应必然会越来越彰显。
