Yangzhou (simplified Chinese: 扬州) is a prefecture-level city in central Jiangsu Province, Peoples Republic of China. 滥设名目，强收杂费，这是历朝贪官污吏惯用的发财之道，清朝尤其严重。清世宗雍正帝把禁绝地方官员乱收杂费作为治吏安民的内容之一，倾力整顿，颇见成效。

地方杂费有不少是相沿成习的。如奉天府，老百姓做生意的时候如果有车辆进出，就要到奉天府衙门领取照票，边门验票放行，小车一辆收银十六钱，大车一辆收银三十二钱，每年都收两千两左右，此项银两均被府尹、书吏、经历司查验等官员分掉。另外，有猪羊贩卖进出也要按照每口三钱收费。由于官吏的勒索，致使边口地带物价腾贵。
