但进一步现实操作的角度，上述延迟退休方案，尤其其中的“弹性退休机制”，仍显得过于粗略笼统，还需进一步的全面细化公平设计。这主要体现在，如何在“延迟退休”与“弹性退休”之间实现更加公平合理的结合，笔者以为，除了强调“养老金待遇与退休年龄挂钩”，还需进一步考虑其他一些更加全面细化的“挂钩”设计。

比如，按照“多缴多得、长缴长得”公平原则，“弹性延迟退休”应与“缴费年限”实现更紧密挂钩。很明显，一个职工究竟在什么时候退休才更加合理，简单机械的“一刀切”退休年龄，并不应该是唯一和最重要标准，而真正更重要的标准实际上应该是：其累计的社保缴费年限。如一个农民工15岁外出打工参加社保，到65岁时已累计缴费已50年;而另一个职工40多岁才加纳社保，65岁时才累计缴费20多年，让我们按同样的标准延迟退休，显然非常不公平，既无法充分体现“多缴多得、长缴长得”原则，也无法激励职工积极参加社保。因此，“累计社保缴费年限”理应成为“弹性延迟退休”最重要的衡量标准，如不妨规定：一个职工只要累计缴费达到40年，无论其当时具体年龄是多少，均可以选择退休;累计缴费达到35年、且同时年满60岁，也可自主选择退休;而只有累计缴费不足35年，才需延迟退休至65岁。

同时，除了“缴费年限”，考虑到我国不同职工群体工作状况、劳动强度和风险的巨大差距，笔者以为，“弹性延迟退休”也应与不同的职业特征、工种之间实现挂钩。如一个主要从事高强度体力劳动且劳动风险很大的建筑工人，与一个主要从事脑力劳动、长年坐办公室的机关工作人员，均一刀切地“延迟退休至65岁”，就并不公平合理。

当然，要想更好实现上述这些“弹性延迟退休”设计，除了“延迟退休”本身，从“建立更加公平可持续的社会保障制度”角度，还需要其他一些进一步的配套细化公平设计。比如，进一步完善个人账户制度，尽快改变现行严重缺乏激励性的“大社会统筹+小个人账户”社保账户模式。众所周知，依据该模式，职工养老缴费(工资的28%)中的绝大部分(20%)都是要通过社会统筹“充公”的，只有8%的个人账户部分，才真正属于是个人。这也就是说，一个职工如果不到退休年龄便去世，其缴纳的社保费只有少部分可退还个人。这样的社保账户设计显然无法激励人们“多缴长缴”，也很难说服人们主动接受“延迟退休”。这诚如有专家指出的，“去世后养老金‘充公’，会削弱社保制度的激励性，对于早逝的人也不公平”，而财政部部长楼继伟也曾强调，“这个制度负激励效应太大。不改成一个正激励的制度……就是灾难”。

妈妈对我说：“怎么还哭了呢?扬扬小时候最坚强的啊，遇到什么挫折都不哭。”我抽噎着说：“妈，我对不起您，您每天都围着我转，照顾我，我却，我却……”

Mr Qin is our history teacher. He has a wonderful name Qin Han. He is over fifty now, and he is in good health. He likes history. When it comes to success, different people have different opinions about

what makes it come true. Some people regard hard-working as an essential quality

to success while others believe being clever would lead to success. From my

point of view, I think perseverance and hard-working are indispensable for those

who want to make an achievement.

Firstly, perseverance let people step closely towards success. Most people

want to make a big difference to prove their value. People who set their goal

and keep moving would make their dream come true. However, there are some people

who set their goal but they stop at the difficulty would fail in the end. I

think the difference between success and failure is perseverance. If we have

perseverance, even if we are not clever, we will make a great difference, but if

we not, we are doomed to lose. As we all know, Edison is a great inventor in the

world. However, before he invented the bulb, he kept trying for tens of

thousands of times to find a suitable wire. Let us imagine, if he gave up at the

999th, then how he couldn’t become so successful. So, I strongly believe that

perseverance produces success.

Secondly, there is also a kind of people who are born with cleverness, I

think they are lucky. Nevertheless, if they don’t make a hard work on their way

to their goal, they, absolutely, will become loser. Whether we are gifted for

intelligent, we must be hard-working so as to success. I regard hard-working as

an efficient approach to be successful because I believe ‘pains and gains’. As

for those who do not make great efforts on work, failure follows. In old times,

there is a clever boy who can make excellent poem when he can talk. When his

father found the little child’s cleverness, he just let the child make poems to

show around while never let the boy learned anything. When the boy grew up,

people forgot him because he lost the ability to compose poems and became

ordinary as others. From this matter, we can see that only by hard-working can

we get knowledge and make a good future.

Anyway, I think perseverance and hard-working are both important in our way

to success for they enhance us and produce success.

The history of life on earth has been a history of interaction between living things and their surroundings. To a large extent, the physical form and the habits of the earths vegetation and its animal life have been molded by the environment. Considering the whole span of earthly time, the opposite effect, in which life actually modifies its surroundings,has been relatively slight. Only in the present century has one species--man acquired significant power to alter the nature of his world.

During the past quarter century this power has not only become increasingly great but it has changed in character.The most alarming of all mans assaults upon the environment is the contaminatien of air, earth, rivers, and sea with dangerous and even lethal materials. This pollution is for the most part irrecoverable. In this now universal contamination of the environment, chemicals are the sinister partners of radiation in changing the very nature of the world, the very nature of its life.

It took hundreds of millions of years to produce the life that now inhabits the earth. Given time not in years but in millennia life adjusts, and a balance has been reached. But in the modern world there is no time.

It is not my contention that chemical insecticides must never be used. I do contend that we have put poisonous and biologically potent chemicals indiscriminately into the hands of persons largely or wholly ignorant of their potentials for harm. We have subjected enormous numbers of people to contact with these poisons, without their consent and often without their knowledge. I contend,furthermore, that we have allowed these chemicals to be used with little or no advance investigation of their effect on soil, water, wildlife, and man himself. Future generations are unlikely to forgive our lack of concern for the integrity of the natural world that supports all life.

当下，“中国制造”正在向“中国智造”强力迈进，我们要补上“工匠精神”这一课，让它为中国腾飞，做出积极担当。

从容独立、踏实务实。“欲速则不达”、“萝卜快了不洗泥”告诉我们，无论是企业发展、人的发展，太强调“快”和“立竿见影”，注定会留下粗糙、浮躁的印记。无法让人永久记住。因此，需要在踏踏实实方面下功夫：不贪多求快，不好高骛远，不眼花缭乱，不惜力，不怕费事。甚至费尽周折没有收获也无怨无悔，不轻言放弃，用一步一个脚印的精神，艰苦磨练，产品和技能才能不断攀越，走向精致。比如“大国工匠”胡双钱，在自己的行业干了35年，“在车间里，他从不挑活，什么活都干，通过完成各种各样的急件、难件，他的技术能力也在慢慢积累和提高”。

摒弃浮躁、宁静致远。也就是所谓的职业心境的从容淡泊：外边的世界很热闹，自己却不轻易盲从;灯红酒绿中的诱惑很多，自己却坚守“初心”，一切“走心”，像田野一样安静，像诗歌一样平和。“静能生慧”，“静能生乐”，所以，工匠们才能把更多的时间投入到枯燥的专业发展中，拥有不知疲倦的技术性快乐。让技术发展，离浅入深，不断飞跃。比如“大国工匠”毛腊生，是给导弹铸造衣服的人，在现实生活中，却“很无趣，甚至连个爱好都没有，有时甚至连表达都成问题”。“39年，他只做了一件事——读懂砂子，铸好导弹”。他将“木讷”当做淡定，将“无趣”当做安静，浮躁少了，当然就能造就技术的辉煌。

精致精细，执着专一。《尚书?大禹谟》有云：“人心惟危，道心惟微;惟精惟一，允执厥中。”在技术竞争、人才竞争白热化的当下，要想谋求更辉煌的成果，“差不多的思维”要不得，它会让自己流于庸俗，止于轻薄、肤浅和粗糙。发展思想不精细，产品就上不了档次。所以，我们要有 “人有我优”的技术追求，选定一个目标，努力用一生的时间和更多的精力，精心打造，永不放弃，不遗余力，精益求精，甚至用强迫一样的思维，让技术和产品“从99%到99.99%”的过程中，迂回推进，不厌其烦，努力坚守，把每一个生产产品，当作工艺品一样精雕细刻、耐心打磨。久而久之，就能创造出与众不同的发展奇迹、震撼效应。比如“大国工匠”胡双钱，“在35年里加工过数十万个飞机零件，在这里面没有出现过一个次品。”精细到了何种程度，由此可见一斑。

人人都有“工匠精神”，“中国智造”、中国品质，自然就能更上一层楼。

“我想举报我爸爸，他天天赌博，你们快去抓他!”1月10日晚上，温岭公安局城东派出所值班电话响起，电话那头是稚气未脱的女声。

让民警吃惊的是，13岁的河南女孩李小婷(化名)要举报自己的亲生父亲。得到线索后，民警赶到她所说的超市，找到了里面的隐秘赌场，抓获十多名赌徒。其中就有女孩的爸爸。

“我不能再看着我爸爸这么沉迷下去了，我想救救他。”为什么要举报?女孩这么回答。可这几天，农历新年近了，眼看身边的小伙伴和爸爸妈妈回了老家，女孩很羡慕，她天天往温岭公安局城东派出所跑。她只想问问民警，爸爸什么时候可以回家过年。

“爸爸，你真是全天下最棒的爸爸!”李小婷已经记不清，自己最后一次这样称赞爸爸是什么时候。她也想不起被爸爸搂在怀里看电视、做作业是什么感觉了。

3年前，小婷跟着父母离开河南老家，来到温岭开始新生活。因为李爸爸烧得一手好菜，就在温岭城东街道张罗了一家小炒店。夫妻俩起早贪黑，小炒店生意不错，一家人生活也越来越好。

那时候，爸爸只要一有空暇，便会陪小婷看电视、做功课，可就在半年前，爸爸突然变了。

白天开店的时候，爸爸魂不守舍，无心做生意，一到晚上却来了精神，每次匆匆出门，半夜唉声叹气回家。有一次妈妈实在忍不住，问了几句，他一脸不耐烦：“男人的事你问什么?”

两周前的一个晚上，爸爸又要出门。想到店里的生意一天不如一天，妈妈忍无可忍，责备了他几句，谁知道爸爸瞬间暴怒，甩手就给了妈妈一个巴掌：“滚，男人的事，女人不要管!”这一巴掌打得妈妈嘴角鲜血直流。

以前爸爸炒的饭菜，一端出去客人都会竖起大拇指夸个不停，可有一阵子，我听到了很多客人的怨言。爸爸做菜出现很多失误，比如炒青菜放了两遍盐，客人咸得差点吐出来;还有客人点了糖醋排骨，结果发现里面忘了放醋……次数多了，很多老客户提意见，爸爸又不改正，后来他们再也不来了，小炒店的生意也越来越差。

爸爸也不像以前那么关心我了。

女儿一路跟踪 发现了爸爸的“秘密”

爸爸到底干嘛去了?小婷决定查个水落石出。

有一天爸爸出门后，小婷一路小跑跟了出去，在隔壁洋河村一间小超市外，她找到了爸爸的电瓶车。之后她摸到窗户边，听到里面传出爸爸的声音，而且一窝人正在赌博。

原来，爸爸是迷上了赌博。

知道真相的小婷很心痛，回家把这个消息告诉了妈妈。“妈妈，能管管沉迷赌博的爸爸吗?”妈妈直摇头，母女俩商量，决定先劝劝。

那晚爸爸半夜从外面回来，眼睛红红的，看上去心情很不好。母女俩心里明白，肯定又输钱了。

“我们知道你每天晚上都去干什么了，以前这些歪门邪道的东西你都不碰的啊，你现在学会赌，这是要把家都赔出去吗?”妈妈苦口婆心，没想到爸爸脾气一下子就炸了，直接对着妈妈一通拳打脚踢。

实在看不下去了，我冲上去保护妈妈，斥责爸爸的不是，结果也被他打了两巴掌，很重。

我后来才知道，爸爸是去年认识了这些“牌友”，然后被慢慢带上了赌桌。原先，他可是连牌都认不全的老实人。

为了让爸爸戒赌，我和妈妈隔三差五都会试着劝一劝，但是每次结局都是被他拳脚相加。
