为了将惠农补贴资金放入自己的口袋，湖南益阳桃江县桃花江镇财政所原副所长陈刚，可谓是挖空心思，想尽千方百计。他在两年内分7批13项61629笔，冒领21994户农户惠农补贴资金共计77万余元，最终受到开除党籍处分，并移送司法机关处理。

“80”后的陈刚在财政岗位上已工作16年，在每天与数字、钞票打交道的日子里，思想开始发生变化，如何把数字上的钱“合情合理合法”地装进自己口袋，成了他每天冥思苦想的重要内容。

最终，陈刚将目光瞄准了每天打交道的惠农补贴资金。他利用负责桃花江镇“惠农补贴一卡通发放系统”信息录入工作的便利，对发放给农户的惠农补贴资金金额“稍作修改”。

为了不引起注意，他在每笔惠农补贴资金中扣除的数额少，但扣除的笔数多、户数多，从2014年4月至2015年12月止，分7批13项共“拔毛”61629笔，冒领21994户农户生态公益林和效益林补贴资金、耕地地力保护补贴、晚稻和油菜良种补贴。21个月时间内陈刚共计“拔毛”77万余元，平均每笔12.5元，最少的一笔为1.45元。

陈刚每次“拔毛”的户数和金额也不一样，比如在2014年种粮直接补贴中“拔毛”155户共计1552.5元，平均每户“拔毛”10.02元;而在2015年耕地地力保护补贴发放中，陈刚共修改21779户补贴资金的数据，克扣资金120180元，平均每户“拔毛”5.52元。
