以前，这里是一条清澈见底的小河。那儿的风景美如画。一条条鱼儿在这儿欢乐地追逐打闹，快乐地游戏，一直玩到深夜。

可是，不知从什么时候起，这条小河变得脏兮兮了。河里漂浮着水果皮、臭鞋子、破瓶子……河底飘落着轮子、树枝、盆子。这条清澈的河水像被施了魔法一样变脏了。

现在，小鱼们可害怕了，躲在家里不敢出来。

小鱼国国王知道了，召集了小鱼国大臣，开始了一场别开生面的讨论会。
