在地震灾害现场指挥抢救的温家宝总理说过一句话，“只要有双手，家园就能重建”——这句话真切地诠释出了救灾的真义所在。换言之，这也是中国政府将救人作为首要任务的理念之源。正因为生命只有一次，无法以其他之物替代，故救灾者必须以最快的速度，以最大的努力，甚至不惜采取任何手段，“不惜任何代价”，拯救灾区民众的生命。
