1998年，刘盛兰在报纸上看到了一则救助报道，从那时起，73岁的他就将自己微薄的工资捐出去。而受捐助的学生，也逐渐从周边几个地市"扩张"到全国各地。最多的时候，他同时资助着50多名学生。
