计划一类的文书，有计划、规划、方案、纲要、要点、打算、设想、预测和意见等，这些文种的内容都是写的未来，即还没有发生或将要发生的东西。但是，它们之间有范围、时间、粗细、远近等方面的差别。一般地说，规划、纲要的时间跨度大、范围广，带有全面性和长期性;方案、预测的时间跨度小，多指专项工作，思考得较细;计划的时间有长有短，内容可全面可单项，如五年计划、年度计划、季度和月度计划，其内容有国民经济发展计划、工业生产计划、教育工作计划等;设想、打算属于初步的或非正式的东西，设想的时间较长，打算的时间较短，思考不很周密，带有粗线条的想法。因此，作者可以根据内容、时间、重要程度等多种要求，确定选用哪一个文种。例如，考虑未来的十年可用规划，考虑未来的三、五年可用计划、考虑近期的要做的某项工作可用方案、意见、打算等。

二、计划文书的基本特点

写计划一类的文书，必须了解其基本特点：

1、超前性。做任何工作都要有超前思想，而写计划文书这一点尤为突出。因为，规划、计划必须事前制定，所以，在制定规划、计划前，必须有超前思想，才使规划、计划立于不败之地。

2、创新性。不论是中、长期计划，还是近期计划，其内容都要有新意。如果每年的计划都是老套套，那么这个计划可以不要。对一个地区来说，在发展的规划、计划中，要有新项目、新指标、新措施、新的增长点。否则，这个地区的经济建设望洋兴叹能前进，甚至倒退。对一个企业来说，在发展的规划、计划中，要有新产品、新技术、新的经营战略，否则，这个企业不仅不能发展，而且连生存也难以为继。所以，写计划文书一定要坚持创新精神。

三、计划文书的一般写法

计划文书的结构，大体可分为：

标题：计划文书的标题直截了当，是什么规划、计划就是什么名称，不转弯抹角，不需要文采式的或形象生动的标题;一般也不分正副标题。例如，某某市国民经济第九个五年计划，某某县“九五”农业发展规划，某某乡2000年植树造林计划。有时在地区或单位下面插入“关于”介词，如某某局关于2000年工作计划，有点类似公文标题。总之，计划文书的标题，应该按照规划、计划的时间和内容来确定。

正文：计划文书在通常情况下，分为四个部分：

第一部分，导言。它介绍写此规划或计划的背景，交待其依据，说明目的及其重要意义。按照意思分层次写，不一定用一二三四等序数词来排列。(这部分的篇幅不要太长，如中长期的计划可以多说一些，年度工作计划或忖项工作计划用几句话交待一下根据就行)，使人知道这个规划、计划是有依据的，不是凭空写的。

第二部分，任务(含指标)。这部分是计划文书的核心，也是奋斗的目标和方向。计划文书中如果不提任务、指标，那就没有制定规划、计划的必要。任务包括两个方面：一是总的任务和指标，说明本地区本单位在计划期内，经济增长的总体水平，达到怎样的规模，经济总量的发展要求;二是具体任务，比如农业、工业、交通、财政、金融、科技、教育、文化、卫生等行业的任务和指标，以及发展的程度。总的任务要概括写，具体任务应分项分条写。这样使人看了一目了然，知道在规划或计划期间，该地区该单位的总任务是什么，各行各业的具体任务是什么，做到心中有数、目标明确。

上述任务部分是指大的全面的计划而言，至于短期计划和某项工作计划，不必要这样分开写，总的任务和具体任务可合并起来，可分条写，也可不分条写。因为这类计划比较简单，内容又不太复杂。

第三部分，因素分析。这部分是对完成任务的各种有利因素和不利因素的分析，也可以说对完成任务的可能性进行评估，说明完成任务的有利条件有哪些，不利条件或困难有哪些，从而充分利用有利条件，正视不利因素与困难，达到趋利避害，完成与超额完成计划任务。写这部分时可梳理成几条写写，即有利条件几条、不利条件几条，对于那些不稳定的可变因素还要估计在内。既不要把各种因素写得过分具体，也不能写得空洞抽象，点明了，说到为止。因为因素分析，毕竟属于依据客观情况推断出来的认识，难免不含有个人的意志，决不能把话说死了。

第四部分，措施和步骤。这部分是计划文书的重点，也是任务部分的延伸。没有任务，就谈不上措施;没有措施，任务就是空中楼阁。所以，写计划文书两大部分最重要：一个是任务，一个是措施。这是相互依存、不可缺少的两部分。写措施可梳理几条写，可用一二三四序数词，亦可用小标题，使措施之间隔开，重要的放前面，将要的放后面，尽可能写细写实，便于执行单位操作。至于不太重要的措施，可概括写，一笔而过，也可省略不写。

计划文书的四个部分，在内容上是有机的联系，是一环套一环的。即使结构有改变，或写三个部分，或写五个部分，也是四部分内容的某一部分的展开或浓缩。不管如何调整，这样三个问题是要回答的，即写计划文书的依据是什么，它的任务要求是什么，怎样来完成这个任务。只要掌握这些原则，就能驾驭自如，写好计划文书。

四、写计划文书应注意三点

1、基础材料要准确。计划文书中的设想是建筑在各种材料基础上的，是科学的设想，符合客观事物发展的规律，并不是毫无根据的天方夜谭。因此，写计划文书的各种基础材料，包括数据、信息、资源情况、历史资料等凡是需要参考的资料，一定要准确、真实、不能有假。如果以假材料为依据，推测出来的设想，将使规划、计划很难实现，还会造成重大失误。

2、任务指标有余地。计划文书里所提出来的任务、指标和各种措施要求，一定要实事求是，既不能脱离现实、好高骛远，也不能因循守旧、停滞不前。否则，不是保守，就是冒进。所以，在任务、指标、措施上应留有余地，允许上升的空间。就是说，在充分调动群众积极性的基础上，经过努力，可以实现和超额完成计划。

我的计划是这样的：每天上午把在新华书店买的《语文寒假作业》和《数学寒假作业》各做完一页(两面);每天上午进行30分钟以上时间的课外阅读;上午做完寒假作业和课外阅读后剩下的时间自由活动，可以看看电视，玩玩电脑游戏等。中午午休睡一个小时后，就要完成下午的安排了：每天下午坚持写一张毛笔字，学一个小时的电脑应用知识，读熟一篇好文章后再读给家长听。最后是在每天晚饭后睡觉前写一篇日记：可以写发生的事情，自己的心得体会，心情故事和读后感等;睡觉前再钻研一道奥数题，最后枕着精彩的电视少儿节目催眠入睡——这可不是一个好习惯哦!

The new semester began, I give myself a new term plan:

2: English: English is my weaknesses, this semester I want my English increase rapidly, to follow the teacher in class thinking study together, strive for classroom learning classroom digest! More free time, and said, write more, listen more, to improve my spoken English!

3: the language aspect: reading and writing is my weakness, this semester I want to see more idioms, words, books at home, increase my vocabulary; Read more books, accumulate second word lovers, use composition, to improve my writing scores; Composition nets more at ordinary times, deepen the impression about dont know the word, word, after no longer write typo, ghost word in the homework!

4: mathematics, mathematics is my strong suit, but I am not proud, because I still have shortcomings in mathematics, such as: sloppy, not serious topic, forget everything... So, I want to let my math scores this semester to the next level.

5: other ways: we learn every subject is very important, we cant dine, so, I want to learn every subject, to be a breakthrough of Chinese and western, ancient and modern, well versed and liberal arts students.

新的学期开始了，我给自己制定了一份新的学期计划：

1：学习态度：学习态度要端正，上课不搞小动作，认真听讲，积极发言，仔细做好每一道题，不懂就问，主动和同学商量，向老师请教。

4：数学方面：数学虽然是我的强项，但是我也不能骄傲，因为我在数学方面还有缺点，比如：作题马虎、不认真审题，丢三落四……所以，这学期我要让我的数学成绩更上一层楼。

5：其他方面：我们学习的每一科都非常重要，我们不能偏科，所以，我要学好每一科，争取当一名中西贯通、古今贯通、文理贯通的好学生。

Desire for No Examination

I have a lot of aspirations。 But what I desire most is to have no examinations。

We are always told that examinations aim to check what we have learned。 But I dont think so。 Examination is not the best way， especially in the primary school。 Examinations， composition examinations in particular， will bring students， teachers and parents a great deal of pressure。 To cope with the examination， some students just remember the model essays by rote。 It will do no good to the improvement of writing。

The students scores can be measured by their daily in-class study and by the completion of their everyday homework。 If we do in this way， all the students and teachers will have a pleasant time every day。

在多年的雅思教学中，我发现学生在实际考试中面临着不同的写作障碍，影响了考试成绩，雅思考试中应该如何克服写作障碍。归纳起来大致有以下几个方面:

一、真情流露，无从下笔；

有的考生在考试时见到作文题，顿感思路塞车，好像有许多话要说，但又不知究竟应从那里写起。明智的做法是“投其所好、尽情发挥。”考生不妨把作文的要求量化到每一个段落，一篇250词左右的作文一般不会超过15句话，把这15句话根据题目要求分配到各段中去，每一段大概只说那么几句话，事实上往往是说得越多错误越多。因此，每句话紧扣提纲，见好就收,这才是最稳妥的对策。

二、心里明白，难以表达；

在考场上有的考生题目看得懂，提纲也明白，就是不知道该说什么，头脑里一片空白。这是在雅思写作考试中的一种常见的现象，针对这一现象，最有效的办法就是要善于联想到一些具体的事实，具体的例证和具体的现象。事实上，雅思的作文题目一定是一个具有社会普遍型话题，其目的是让不同教育背景的考生都有话可说。因此，考生一定能就题目联想起具体细小的事情再形成观点。把看得见摸得着的事物带来的思考变成作文里的实质内容，这不失为一种很好的策略。

因此，当头脑出现空白时，应该由具体细小的、琐碎的、微不足道的事物所引发的思考形成观点，再进行论述。这种定式思维的形成需要多下功夫多练习。

三、一味追求标新立异，导致无从下笔；

考试时通常发现有的考生聚精会神的坐在那里冥思苦想，非要想出一个与众不同的观点。陷入这种境地的考生，显然犯了一个根本性的错误，参考时间为40分钟的作文，一般应在35分钟之内完成,再用几分钟的时间检查语言错误。可有的考生十几分钟一句话都写不了，就是因为他太进入角色了，这是考试中一个很大的误区。

考作文的目的纯粹是通过这一命题形式，考查考生的英语水平如何，其它英语写作《雅思考试中应该如何克服写作障碍》。命题人关注的是书面表达能力，而不是看一个人有没有内容，思想有没有深度，所以“一味追求标新立异”是没有必要的。

四、构思、写作不统一，落实有困难；

实事求是的讲，要求考生完全运用英语思维来写作文是不现实的。很多考生在实际写作过程中，脑子里想的是中文句子，然后再把中文句子译成英文。因此采用“得其意，忘其形”的方法，忘掉中文的语法结构，句法形式则可能要整个地打乱.，“钻进去，跳出来”。所谓“钻进去”就是要看意思是否到位了，“跳出来”就是要忘记中文的语言形式。实际上把英文译成中文，关键是要在转换中把意思表达出来。

针对构思、写作不统一，落实有困难情况。必须摒弃翻译中追求一一对应的关系，并机械地把中文译成英文的方法，应该把中文句子结构彻底地忘记，然后用比较简单的“万能”英语表达。平时不妨做一做这样的练习，通过阅读不认识词条的英文注解，然后试着把单词译成中文词，再去对照英汉词典的汉语释义，慢慢地就会开始领会用英语表达的门道了。

五、被动心态压抑新构思。

尽管雅思考试作文为规定式命题，但考生仍可积极主动地发挥。其主动性在于采取回避的策略，表达上采取迂回的方式，即运用不很复杂的语言。内容的取舍上避重就轻地写比较易于表达的内容。很多人在写作过程中从头至尾都处于被动状态，当有内容想要表达清楚的时候，却又发现种种途径都不可能表达好，只好硬着头皮把自己意识到没把握的东西勉强写上去。连自己都意识到可能是错误的东西，只会产生于己不利的负面影响。所以，当有的内容感觉一点找不着，英语实在表达不清楚的时候，就应该彻底地放弃。单词拼写错误也是雅思考试作文写作的一大问题。常用单词是不能拼错的，有的单词平时会拼写，考试时突然没把握了，不妨换一下或许还能想起另外一个难度大一点、拼写有把握的来代替。应该回避明确知道自己不会拼写的词。如果没法换一个词，将句子改换一种说法亦未尝不可。有的考生在考卷上没把握的地方标上问号，或者把两种可能都写上，让判卷老师选择，这个方法是不可取的。

总之，不能让自己陷人被动，想说什么，用什么方式说。说多少，说到什么程度。一切都应由考生主动把握，这样才会减少心理上的压力，更好地发挥出自己应有的写作水平。
