高速拦车救狗早已不是新鲜事。据媒体不完全统计，近5年，同类事件至少发生过15起。虽然职业救狗者以及潜藏其后的灰色利益链已被媒体揭掉了面纱，但笔者依旧愿意相信此次拦车救狗者内心的真诚。只是，真诚归真诚，但不能“抱必死决心驾车拦截运狗车”，罔顾更多人的生命安全，无视法律。

爱狗无错，但爱要合法。保护动物不能逾越法治的边界，不得侵犯他人的合法权益和自由。在历经多次民间“救狗”事件后，这一点正逐渐成为全社会共识。如果自认为在“动物保护”的正义光环之下，可以肆意对别人实施语言以及行为暴力，凌驾于法律之上，那这种以暴制暴的所谓“动物保护”，毋宁说是一种发泄的借口。更进一步讲，如此绝对地捍卫自身“伴侣动物”的价值观、理念，与其说是关心动物，不如说是关心他们自己。

对拦车救狗者该给予怎样的惩罚，有待于更多事实细节的查证。但可以预见的是，调查的结束并不会带来“救狗”争论的终结。不仅非野生动物保护与管理法规“千呼万唤始不出”，无法为“救狗”提供解释和规范，狗被救下之后的一系列善后问题，至今也无法得到民间“救狗”志愿者及组织的妥善处理，这也是其招致公众“行为艺术”指摘的原因之一。更重要的是，作为社会文明的伴生物，如何对待猫狗以及如何冷静地把握、引导由此引起的争论，是更多的人必须面对，也亟须解决的问题。

工业革命以来，随着技术的进步以及人类对自然支配能力的增强，人类的主要生产活动从农业逐步转向工业，在生活场景方面，城市与农村也日渐分离。正是在这个过程中，人类对自然的态度从实用主义转为浪漫主义，包括动物。更多人，尤其是城市中爱狗的人把狗视为家庭成员。

圣雄甘地说：“一个国家的伟大及其道德上的进步，可以从其对待动物的方式来衡量。”近些年，社会舆论对虐待动物的剧烈反应，确实折射出一个社会的进步。但要求所有人对动物的态度“同步”，显然是不现实的。我们无法，也不能忽略人性的复杂与社会的多元差异。当原有的价值参照系坍塌，固有的伦理界限变得模糊，激烈的舆论撕裂也就不足为怪了。

动物保护将作为人类社会的一个长期议题而存在，但矛盾的解决和共识的达成，在激烈对立和自说自话中注定无法实现。关于该不该吃狗肉、要不要救狗，各方不妨给予异己价值观更多的尊重和包容，共同寻求在现有的法律和政策框架内开展动物保护的可能性。相比高速拦车的高危险，积极投身动物保护知识的普及与宣传，领养流浪狗等“救狗”手段，更容易得到法律与道义的认可。

对于高速拦车救狗，执法部门不应踏入法不责众的泥沼。严肃执法才是对动物保护行为边界最有力的廓清与引导。也只有在此基础上，拦车救狗事件才能在文化碰撞中释放正效应，而不是让舆论场在喧嚣中走向进一步的撕裂。

Everyone knows animals are our friends. So we should be friendly to them.

But some people kill the rare animals, such as pandas, golden monkeys and so on in order to get money.

It will cause these animals to disappear soon.

I think our government should punish those people severely who kill the rare animals.

It is our duty to protect the endangered animals.

My hometown is a beautiful small village, my father said that the original home of hanging about the village, is full of trees behind the house, lush and green all the year round, there is a small river east village, the water crystal clear, fish, the sky was crystal clear.

The few families lived in the village, the life is comfortable, but I dont know since when, the environment began to deteriorate. Say we river first, she was now the sewage river, there is a paper mill in the waste water into the river, the river with a layer of white foam, stinking, former aquatic plants and the fish disappeared, flowers reflection of the river was gone. Dad said the river but he was a child often play place, now people here to hurry past, wu hold its mouth. The river when you are sad all the day.

The earth is our home, a good environment is the premise of our happy life. In order to our survival homeland to sweet and comfortable, I put forward three Suggestions:

The industrial wastewater emissions dont, best can recycle after unified handling.

Second life garbage recycling, in order to reuse. Called on people to care for the environment, and in some poor hygiene area eye-catching warning label.

Three to supervision and control of air pollution, especially for those emissions exceed the chimney rectification within a time limit.

Around us there are many people environmental protection consciousness, I hope more people join the ranks of environmental protection, let the home environment is becoming more and more good.

我的老家是一个美丽的小村庄,听爸爸说，原来的老家村前村后、房前屋后到处都是树，一年四季郁郁葱葱，村东头有条小河，河水清澈晶莹，鱼翔浅底，天空湛蓝深远。

村里住着百十户人家，日子过得都还舒适，可是不知从什么时候开始，环境开始恶化了。先来说说我们的小河，她现在简直成了污水河了，岸边有家造纸厂在往河里排放废水，河面上泛着一层白白的泡沫，臭气熏天，昔日的水草和鱼儿不见了，鲜花倒影的河面不见了。爸爸说河边可是他小时候经常玩耍的地方，现在过往这里的人行色匆匆、捂嘴掩鼻。小河终日愁眉不展。

地球是我们的家园，美好的环境更是我们开心生活的前提。为了我们生存的家园能够温馨舒适，我提出三条建议：

一工业污水不要随意排放，最好能够统一处理后循环使用。

二生活垃圾要分类回收，以便再利用。号召人们爱护环境，并在一些卫生状况较差的区域贴上醒目的警示标志。

三对空气污染进行监督和治理，尤其是要对那些排量超标的烟囱限期整改。

在我们身边还有许多人环保意识淡薄，真希望有更多人加入到环保行列当中，让家乡的环境变得越来越好。

埇桥马戏有着200多年的历史，从动物展示到动物一般表演，再到动物综合能力展示，形成了埇桥区独特的马戏文化和马戏产业。目前，埇桥区有200多家马戏民团，从业人员2万多人，常年活跃在全国各地，不仅丰富了人民群众的文化生活，也对人们认识动物、了解动物提供了帮助。

埇桥马戏各种动物的综合能力展示，源于受人类杂技表演的启发，并根据各种动物的性能，形成了埇桥马戏特有的“食物引诱，感情驯化”的驯化方式，驯化师驯化动物，都是从小就开展感情培育，像对待宠物一样精心饲养，并在饲养过程中，以递进方式进行逐步驯化。

埇桥马戏在发展过程中，十分重视对各类动物的保护，特别是国家级 一、二类保护动物，就是在各民团的保护下，有效地扩大了种群数量。

本着对社会的负责，加强对动物的保护和关爱，埇桥区马戏协会提出如下倡议：

一、严格遵守《中华人民共和国野生动物保护法》和一切与野生动物保护、驯化、繁育、演出等相关法律法规，真正做到善待动物，关爱动物，保护动物，和谐相处，文明演出。

二、在饲养过程中，严格按照各项规定，保证食品安全，笼舍宽敞，干净卫生，防病防疫。

三、在驯化过程中，要按照各种动物的习性和性能，在食物引诱，感情驯化的基础上，达到科学驯化、文明驯化。

四、在演出过程中，准确把握各种动物的习性和情绪，适时调整演出内容和场次，做到文明演出。

五、在运输过程中，要保证动物的合理活动空间，尽量避免长途运输，利用团队优势，就近演出。

埇桥区马戏协会希望各马戏民团进一步探索和提高科学驯化的水平，让关爱动物、保护动物表现在今后的每一言、每一行中，让埇桥马戏艺术为群众带来更多的快乐与享受。
