点拨：这样一道半命题作文。写作时，先要补题。补出的题目既要简单明了，又要有点儿诗意，比如“家风是一片沃土”、“家风是指路的明灯”、“家风是一道美丽的风景”等。补好题目后，再根据立意、文题特点、素材情况等确定文体，进行构思和写作。比如“家风是一片沃土”就可写成记叙文，通过记叙与家风有关的故事，来表现“家风”这片沃土带给自己的“营养”。“家风是指路的明灯”既可写成记叙文，讲述成长故事，也可写成议论文，论述家风为什么是指路明灯，对人的成长起什么作用等。而“家风是一道美丽的风景”记叙文、议论文、散文皆可。

“全面实施一对夫妇可生育两个孩子”符合中国未来的发展。而要让政策完全落地，让年轻人敢于生二孩，建议以下几个方面进行配套，一是包括出台一些补贴抚养小孩的财政措施，可以像其他国家那样，通过直接的经济补贴、免社保和免税等方式进行;二是为育儿提供各种便利，尤其是教育、基础设施等规划需要更有前瞻性，现在很多地方的学校数量按户籍人口规划，远远不够。未来，建议按城市的整体规模来规划教育设施，使育儿没有障碍、入学没有障碍。

“确定禁行措施的同时，要充分考虑市民出行的便利。”市人大常委会组成成员周济光认为，要真正解决目前社会上交通出行难题，禁和疏要相结合。

他认为，针对法规颁布可能带来的问题，下一步，市政府应该尽快完善相关配套措施。比如，条例中为了方便市民出行也相应设置了“便民服务车”的规定，但目前“站牌标识不清、运行时间没有保障、羊城通用不了”等问题还没有解决。周济光建议应该由市交管部门统筹管理，把便民服务车纳入公交管理体系，统一站点标识，统一使用羊城通。

记者采访发现，全面两孩放开后，大量符合政策家庭生育意愿集中释放，在高危孕妇处置、儿科医生数量等方面带来明显冲击：

--高龄孕妇数量明显提升，孕产风险增加。据安徽省妇幼保健院副院长方向东介绍，为应对两孩生育高峰，医院专门成立了急救小组，接受全省各地转诊的危重症产妇。今年前10个月，医院收治了200多例危重症产妇，其中绝大部分都是高龄产妇。

广州妇女儿童医疗中心产房医生方大俊说，高龄产妇出现难产、瘢痕导致子宫破裂、产后大出血等风险几率增加。生育扎堆也容易带来医疗质量难以保证，“这是一线产科医生最担心的”。

一名业内人士坦言，部分基层医院对全面两孩带来的孕产妇风险准备不足，有的市级医院连产科急救药品都没配备，有的省份助产士还存在上千人的缺口。

--儿科医生短缺问题加剧。自去年底以来，广州市有5家医院因医生离职等因素，停止儿科夜间急诊。儿科限制挂号数量、暂停急诊，甚至儿科暂时停诊等情况，在上海、南京等地也已出现。

一些业内专家表示，尽管国家相关部门已采取恢复儿科学本科招生、加大儿科医师转岗培训力度等方式，扩充儿科医生队伍，但儿科医生培养周期长，同时劳动强度大、报酬收入低，导致入职人数赶不上流失人数，儿科医生短缺困境将越来越严重。

--部分地区生育保险基金压力增大。全面两孩放开后，诸多生育两孩的家庭也被纳入生育津贴保障范围之内，由此导致生育保险基金支出明显增加。7月份公布的《北京市2015年市级决算草案的报告》显示，受实施两孩等原因影响，北京市生育保险基金在2015年出现收支赤字1.68亿元，基金压力增大。

广州市今年产妇数将比年初预计增加1万人，广州市财政部门9月底在市人大常委会上预算调整中，增加支出预算1.5亿元。

一位地方人社部门负责人介绍，生育保险提供的生育津贴等待遇根据国家相关部门政策确定，只要现有政策不调整，即便基金出现收支缺口，也不会影响待遇支出标准。此外，目前全国各地生育保险基金普遍结余较多，足以承受全面两孩带来的基金增支问题。

南开大学人口与发展研究所教授原新介绍，由于存在前期观望、备孕等因素，目前多数生育两孩妇女仍处于怀孕期，真正的生育高峰至少得到今年底才会出现。

安徽省卫计委相关负责人介绍，目前全省掌握的在孕妇女人数同比增长约35%，其中符合政策两孩在孕人数增加了一倍以上。因此，今年下半年新增出生人口数量，肯定要比上半年明显增加，尤其是两孩增加将会特别明显。

在两孩生育待遇保障方面，目前全国已有29个省份修改地方人口与计划生育条例。女职工产假由“国家规定假期98天+生育奖励假”两部分构成，生育奖励假各地明确为30天至3个月不等。比如，广东省妇女合法生育子女可享受产假178天，最多可达208天。

北京市针对高危孕妇增多现象，明确全市三级医院产科建档指标80%以上要分配给高危孕妇，对于出现妊娠并发症等高危因素的孕妇，畅通市、区两级危重孕产妇转诊绿色通道，增强高危孕妇应对、抢救综合能力。

华中科技大学人口研究所所长石人炳教授说，后期不少地区孕妇建档难、儿科急诊难、孕产风险等问题将进一步凸显，尤其在大城市公立医院，产床、医生等配套亟需加快扩容速度。

拟选址地段处于市区与新城的节点上，周边路网星罗棋布，水、电、暖、天然气等基础设施配套完善，人气日益聚集，为汽车文化广场项目的做大做强创造了良好的基础条件。
