国人随地吐痰的陋习由来已久。百余年前，孙中山先生在一艘外国客轮上，目睹一个拖着长辫的同胞把一口浓浓的黄痰吐在红地毯上，一直萦记在心，并特地著文，欲唤起民众觉醒。时至今日，我们的脑后已没有了辫子，但随地吐痰的陋习依然没有“剪掉”。即便在“首善之区”的京城亦如此。

随地吐痰，或者打喷嚏、咳嗽时不加遮掩，这种不文明行为在北京时有所见，不能不令人为之汗颜。更令人忧心的是，不少随地吐痰者对别人的劝阻并不在意。在他们看来，这不过是“小事一桩”。

为此，我提出了以下几点建议：

1收集痰液的装置可以和果皮箱分开，这样，环卫工人也好清理。痰盂可以做成一次性的，里面有消毒液。还可以生产一次性的小袋子，像面巾纸一样随处可以买到。这样，外地旅游者的吐痰问题也可以解决了。我对小袋子进行了初步设计，袋子里可以装上几张吐痰用的纸，袋子外面印上奉劝市民不要随地吐痰和保护市容的公益广告画。

2 我建议加大处罚力度，用罚款改进果皮箱。读者谭先生表示，市民也要培养自己带纸的意识，不能全靠免费提供公用纸。

3公共设施如果能做到方便人们使用的话，随地吐痰的现象将会减少。在美国，他寓所附近的一个街心公园里，不到50米就有一个垃圾桶，而一条一公里长的道路上，就有6个厕所，因此，在街头，看不到美国人随地吐痰的现象。

只见阿姨左手拿着一个馒头，右手递给老爷爷一个馒头。突然，老爷爷脸色一变，深陷的眼睛向前突出，脸也稍微扭曲了几下，耳朵竖起，“咳，咳……”他猛地咳嗽了起来，阿姨急忙甩下手中的饭菜，左右腿一迈，就来到了老爷爷背后，右手向老爷爷的背上急促地拍去，同时左手抄起一杯水递给了老爷爷。老爷爷喝下了水，咳嗽停缓了下来，阿姨这才舒出了一口长气。之后，老爷爷不时为阿姨那搛去一些菜，阿姨也同样这样做，来来往往，两个人互相关爱着在灯光下慢慢地吃着这顿简易的晚餐。

妈妈告诉我：爷爷是一位老师，家境不好，但每月用微薄工资资助一些需要帮助的人。在去年6。23阜宁特大龙卷风灾难中，爷爷成了孤身一人，后来一位曾经受过资助的阿姨心甘情愿地来陪伴老人，和老人一起做起了环卫工作。他们经常忙得顾不上吃一口象样的饭。

听着妈妈的讲述，我的心被眼前的一幕感动了。为了城市的整洁，他们不分春夏秋冬，也不管风霜雨雪，每天都默默地为盐城的文明干净而辛勤地劳动着。他们是最值得尊敬的人！
