我认为这种现象已经非常常见了，因此问题解决起来是会有很大的困难的，但我有个想法和建议。

第一、需要加强一下心理教育，让青年们真正的意识到保护环境的重要性。

第二、可以制定一条规矩，凡有随地扔垃圾的，可以选择直接拘留或者停职一天来打扫卫生。
