Legal Affairs Office of the State Council of China publicized the exposure draft of School Bus Safety Regulations on Dec. 11th, 2011 to collect public opinions.

During the past year, there have been several severe school bus accidents which claimed many young lives. These tragedies came as a shock to everyone, and they have aroused great concern among people from all walks of life. In the modern nation-state world, peace has often been understood as the absence of international war between two or more state-organized armies. Since World War II, wars between states have decreased while violent internal conflicts increased. Since 1992, however, internal conflicts have decreased though there are still numerous and problematic intractable conflicts. [1] Present day Sudan, as an example, is not engaged in a war with another sovereign state. However, few would deny that what amounts to genocide is taking place in its Darfur region.

Peace therefore, in the sense of the absence of hostilities, is best understood as the absence of violence between groups, whether they are part of a state apparatus or not. Johan Galtung, a very influential peace researcher, calls peace understood simply as the absence of violence "negative peace."[2] It is labeled as such because although direct violence is not taking place, the points of conflict, which can lead to violence, are not necessarily resolved.

There is a news that makes me shocked. It is said that there happened a violent event in compus which cause 4 students injured and 2 dead. Some reasons arouse in this event.First, schools should try to avoid things like this, if the students are injured or dead, the schools have responsibility to them; second, families, especially parents should educate their children well, give them a good guide and take care of them; third, the society should control violent events. If the above three try their best and pay enough attention to them, things like this should be avoided.

一个宁静的下午，世界悄然无息，时间也仿佛是停止了，凝固了。知道清脆之铃声响起，人群才开始沸腾，有序的人群不断涌向食堂，吃饱了，喝足了，神清气爽，声浪却不断从外面涌进来，“打架啦，打架啦，快去看！”随声音响起伏，一些人开始骚动起来，迫不及待向外冲去。斗殴，一个血腥的代言词，但在生活中却不再见怪不怪。楼下，两人对视着，有衣服龙争虎斗之势。打斗，不仅毁了别人，也毁了自己。弄得个个鼻青脸肿，除了斗殴，校园中仍隐藏着许多危险，例如偷盗、打劫、恐吓等，都十分普遍。楼下，任由声响，但视乎被人圈住，解散了。

这让我想到了另一件事，思绪远去。那时一个晴朗的日子，上完了课，我急匆匆向家中赶去，却被一群人挡住了去路，我不竟向里一瞄，竟是两个人在大家，两人拉扯，你一拳我一拳，你一脚我一踢，好不热闹，没多久，像是一人火了，狠狠踢了出去，只听“啪铛”一声，后面的消防玻璃门竟被踢碎，玻璃碎末四处飞，人群一下子后退两步，定神一看，闯祸者早已不见踪影。我认为，在发火前，我们先要细想一下，想想结局，想想损害，让我们更心平气和，作何“好好人”以上各类事件都能威海打破我们安全。但教育安全布置着一些，大得多了。生命只有一次，每个人都会珍惜，让我们奉献一些爱，让校园变得更和平美好。
