The usage of Internet becomes one of the most controversial topics in the society. As a student, I believe Internet is beneficial to me more than the way it harms me. There are many advantages for using Internet.

First, I can best use my time to find information online instead of going to different libraries. Also, the information can be dated back in decades ago. It is very helpful to use those information as reference and historical proof. In the library, it is hard to find so much "old" information. Another advantage to use Internet is that I can stay home and have a lecture online. It is much more convenience to me because I can stay warm to have class in the winter time instead of spending two hours on the bus and physically attend class. 从频见报端的新闻来看，这些年，“强行乞讨”的事情并不少。有人一开始利用的是同情心，比如装成残疾人、或是抱着婴儿、亦或是打扮成学生模样，一旦你不给钱，就开始骂人恐吓;也有人直接来硬的，比如抱着你的大腿，拉着你的衣服，亦或像杭州这些乞丐一样，趴在你的车上，不给钱就不让走;还有人假扮成和尚、道士，利用宗教的力量来吓唬你……为了要钱，一些乞讨者的确已经达到“无所不用其极”的境界。

对于“马路丐帮”，法律并非无解。比如，根据我国《治安管理处罚法》的规定，反复纠缠、强行讨要或者以其他滋扰他人的方式乞讨的，可以处五日以下拘留或者警告。以此审视，杭州“马路丐帮”的当事人，完全可以拘留五日。可遗憾的是，法律是这样规定的，但执行却并不严格：一般情况下，只要没有引发社会强烈反响，或是引发重大交通事故，警方基本只会对“马路丐帮”进行警告，不会拘留。对“马路丐帮”的从轻处罚，就是一种间接的纵容。

从个体的角度来看，很多人遭遇“马路丐帮”，也基本上不会选择报警，而是选择妥协。一方面，一些人有事情要办，时间上耗不起;另一方面，因为“马路丐帮”索取的金额并不高，最多也就五块十块什么的，一些人便选择“花钱消灾”，懒得跟“马路丐帮”们一般见识，当然，也有人是害怕为几块钱较真让乞讨者采取过激手段，一旦“马路丐帮”是有组织的，那自己便可能吃不了兜着走。这些对强行乞讨者屈服的行为，是“马路丐帮”滋生的土壤。

当“马路丐帮”严重危害到公共安全，治理便应提上议程。对此，公众早有摇旗呐喊，即“动嘴”，但行动却是缺失的。因而，真要从根本上治理“马路丐帮”的行为，一方面，需要公众“动手”，当然，这不是要打架驱赶，而是选择报警，绝不姑息纵容;另一方面，则需要政府部门“动法”，不能再以批评教育为主，而必须以惩戒震慑为主。唯有全社会在共同努力，“马路丐帮”才能得到更好地整治，也才会“慢慢变少”。
