This years summer vacation was most enjoyable. I spent fifteen days helping my grandparents doing farm work in the countryside， where I saw mountains fields covered with green plants. Sometimes I went swimming in the river to the west of the village， the water in which was quite clear.

There’s no doubt that it’s always been a pretty hard timeduring the training.

⑵居住地离原单位较远的离退休党员，党组织可根据情况，将他们另编小组或支部，由党委指派专人负责联系;也可与居住地的街道党委联系，平时在街道参加活动，定期回原单位参加党的组织生活。

⑶对于年老多病、行动不便的离退休党员，不要勉强要求他们参加组织生活，党组织可指定党员负责与他们联系，向他们传达党内文件精神，并反映他们的意见和要求。

对患有精神病的党员，在其患病期间应保留其党籍。但由于这些党员不能履行党员的义务和行使党员的权利，可以暂时停止其党的组织生活和党内其他政治活动。当其病愈后，是正式党员的，应即恢复组织生活;是预备党员的，应经一定时间的考察，按预备党员转正的有关规定讨论其转正问题。

6.党员在“停薪留职”期间参加党的组织生活问题

⑴外出有固定单位，时间在6个月以上，不能回原单位参加组织生活的党员，原单位的党组织可将他们的党组织关系转到外出所在单位的党组织，参加当地党的组织生活。3个月以上6个月以内的，可出具党员证明信，参加所在单位的组织生活。

党员经单位批准“停薪留职”后，他们无论外出做工或经营，党组织仍要予以关心。要根据他们外出所承担任务的情况，采取多种方法，使他们在“停薪留职”期间能够参加党的生活，接受党组织的教育。

⑵外出无固定地点的党员，时间在3个月以上者，应主动与原单位党组织保持经常性联系，汇报外出情况，并按时交纳党费。返回后应向党组织汇报外出期间工作、学习等情况。党组织要组织他们过组织生活，传达党内有关文件。

⑶就近做工的党员，党小组长要提前通知本单位党的组织活动的时间和地点，使他们能按时参加党的活动。

7.长期外出的党员过组织生活问题

党员长期外出，时间超过半年的，应将组织关系转到外出所在单位的党组织。时间在半年以内的，可带党员证明信，由所到单位的党组织，把他们编入支部和小组参加党的组织生活，阅读党内文件，听有关报告。如果不能在一个地方固定工作，不能按时参加党组织生活，党支部可根据具体情况，规定他们定期向党组织汇报。一起外出的党员在三人以上的，可成立临时支部或党小组，定期过组织生活。长期外出未转正式组织关系的党员，在他们回家期间，党组织应单独组织他们学习，过组织生活和传达党内有关文件。

8.易地安置的退(离)休党员过组织生活问题

易地安置的离休、退休、退职的党员，其党的组织关系应转到接收地区，由接收安置地区的党组织根据当地具体情况负责安排和组织他们过党的组织生活。

9.持临时党员关系介绍信的党员过组织生活问题

持临时党员关系介绍信的党员，可同所去单位的党员一样，参加那里的党组织生活，但没有表决权、选举权和被选举权。所去单位建立临时性党组织的，他们在这些临时党组织内，有表决权、选举权和被选举权。

10.党员调动到新的单位，在党的组织关系未转去之前，参加组织生活问题

党员调动工作必须在办理调动手续的同时办理转移组织关系的手续，并由自己带到新的单位。在组织关系未转去之前，不能参加新单位的组织生活。

11.经支部大会通过接收为预备党员的人，在上级党委批准前参加党的组织生活问题

在上级党委没有批准入党申请人入党之前，不能以党员身份参加党的组织生活。

12.受留党察看处分的党员过组织生活问题

党员在留党察看期间，没有表决权、选举权和被选举权，其他权利和义务都同原来一样，仍然要过组织生活。

13.支部大会决定开除党籍或取消预备党员资格的人，在上级党委批准之前，参加组织生活问题

一般情况下，支部大会决定开除党籍或取消预备党员资格的人，在上能党委批准之前，仍可参加组织生活。因为支部大会通过的决议，必须经过上级党委批准之后，才能生效。如其问题属于敌我矛盾，应当停止其组织生活，等上级党委批示后，再按批示执行。

14.党员干部停职反省期间过组织生活问题

党员干部经组织批准停职反省是为了把他的问题查清，党员干部应当认真反省检查自己的问题。停职反省期间应照常参加党的组织生活。

15.正确对待党内不同意见

党内在思想认识上有不同意见和争论是正常的。党员对党的方针、政策、决议有不同意见，对党的任何一级组织和领导人有意见，都可以在党的会议上提出，都可以声明保留意见，并向上级党委直至中央提出。这是党章赋予党员的基本权利，应当切实保障。党组织对于党员的不同意见应当持冷静的态度正确对待，坚持“三不主义”，即：不抓辫子，不扣帽子，不打棍子。正确对待不同意见，一方面，需要对不同意见作科学的、实事求是的分析，对其中正确、合理的部分，应当积极采纳和接受;对错误的意见如属非原则问题，可以给予解释，有则改之，无则加勉。如属原则问题，则要实事求是地提出批评，但不允许任意夸大，无限上纲。另一方面，对待思想认识上的是非，不能采取压服的办法。有些思想理论上的不同认识一时解决不了，除了具有重大政治性和迫切性的问题外，一般不要匆忙下结论，可以留待以后进一步研究和经过实践来解决。

16.保留意见与坚持错误的区别

允许党员保留意见与党员坚持错误，是有原则区别的，不能混为一谈。允许党员对党的决议、政策和党的工作在党的会议上发表自己的意见，是党章赋予党员的民主权利，是正常的，声明保留自己的意见是允许的，符合党的组织原则。但是，保留必须以无条件执行党组织的决议为前提。如果实践证明自己的意见是不对的，就应该放弃，不能借口保留意见，明知不对还固执己见，甚至坚持错误意见。坚持错误，是指党员在思想认识上有错误或违反了党的纪律经党组织和同志们的批评、教育、帮助，仍不承认和不改正错误甚至继续犯错误的行为。这是党的纪律所不允许的。党组织对于犯了错误而坚持不改的党员，要进行批评教育，情节严重的，要给予党的纪律处分。

17.对因故未参加党员大会的党员不同意见的处理

召开党员大会讨论决定问题，特别是讨论发展新党员和决定给予违纪党员纪律处分等重大问题，全体党员都应参加会议。党员因故不能参加会议应事先请假。支部委员会可就所要讨论决定的问题，个别听取这些同志的意见，并把他们的意见转达给党员大会。会后，还应向他们传达会议的决议。如果他们对会议的决议有不同意见，可以提出。支部委员会如果认为其意见是正确的或基本正确的，可以提请下次党员大会再议，或者向上级党组织报告;如认为他们的意见是不正确或不可取的，应当向其说明。在未改变支部党员大会决议之前,有不同意见的同志必须执行支部党员大会通过的决议，不得在行动上有任何反对的表示，但本人可以向上一级党组织陈述自己的不同意见。

18.正确对待犯错误的同志

我们党对犯错误的同志历来采取“惩前毖后，治病救人”的方针。对于犯一般错误的同志，主要采取批评教育的方法，帮助其认识错误，改正错误;对于错误性质较严重，必须给予处分的，要按照党的纪律和有关程序，该给什么处分给什么处分。但是，不论进行批评教育还是纪律处分，最终目的还是为了教育和挽救同志，而不是要一棍子把人打死。党内不搞惩办主义，反对残酷迫害，无情打击。党的历史经验证明，如果在党内滥用组织手段压制、打击、惩办同志，不但不能正确地维护党的纪律，反而会伤害同志，使党内政治生活不正常。所以，对犯错误的同志，应当坚持教育为主，预防为主，惩戒为辅。要给犯错误的同志以改正错误的机会，使没有犯错误的同志引以为鉴。只要犯错误的同志愿意改正错误，就要满腔热情地帮助其改正，绝不能采取歧视和排斥态度。这样，既能够达到挽救犯错误的党员本人，又能达到教育其他党员和群众的目的。

19.党章第八条中提到的“其他特定组织”的问题

所谓“其他特定组织”是指在特殊情况下指定或临时组建的党组织。比如党员在外执行任务、帮助工作、度假、养病或出国援外、留学、考察等等，不能在原来支部、小组参加活动，有的需要在指定的党组织中参加组织生活，有的需要在临时组建的党组织中参加组织生活。这些都属于“其他特定组织”
