从上世纪70年代开始，南海周边国家大肆侵占中国南沙岛礁。在南沙群岛已露出水面的40余个岛礁中，越南占29个，菲律宾占9个，马来西亚占5个，文莱占1个。进入21世纪以来，随着《联合国海洋法公约》中有关专属经济区、大陆架划界问题条款的深入实施，南海周边国家掀起了海域“划界”热潮。目前，中国与多个海洋相邻国、海洋相向国存在潜在或现实争议，范围涉及东海、黄海和南海三大海区200多万平方公里，占中国所辖海域一半以上。

菲律宾为染指黄岩岛，抓扣中国渔民，企图扩大事态。中国从维护东亚稳定的大局出发，致力于和平解决争端，并始终采取克制态度，然而，菲律宾、越南不断向南海近海海域扩展，企图混淆视听，扩大事态。4月10日，菲律宾巡逻机在黄岩岛海域发现了12艘作业的中国渔船，菲海军随后出动了该国最大的“德尔毕拉尔号”军舰，持枪军人企图抓扣手无寸铁的中国渔民。中国国家海洋局派正在附近执行南海定期巡航任务的“中国海监75号”和“中国海监84号”编队赶赴黄岩岛海域，对我渔船和渔民实施现场保护。中国执法船停靠在中国渔船和菲律宾军舰之间，从而阻止了菲方逮捕中国渔民的企图。随后，中国外交部举行例行记者会对菲律宾军舰袭扰中国渔船渔民做出回应。近些年，菲律宾侵袭

由此可见，南海问题涉及了国家主权、历史、法律及敏感的现状，同时牵涉到了诸多国家的经济利益和政治利益。而近年来，随着南海争端逐步国际化，南海海域被分割，资源被掠夺，我国在南海的合法权益屡遭破坏。在大国插手干预与群国集体发难的同时,南海问题产生矛盾频率和爆发冲突的概率越来越大，昭示着南海问题有不断升级的趋势。

我的家乡景色优美，物产丰富，可是有点美中不足就是部分环境遭到破坏。

一个周末，我去二糖厂打乒乓球，刚到那里，一股异味扑鼻而来！瞧，二糖厂正排出滚滚浓烟，公路上货车排放的大量尾气，甚至路旁还有马屎、牛粪之类堆积在一起，行人都捂着鼻子，连路边的草也是黄黄的。我再往山上走，渐渐异味没有了，还飘来一股清香，树上的小鸟在枝头上叽叽喳喳地叫个不停，小溪清澈见底，树木郁郁葱葱，不远处还有一所职业学校，同学们正在给树浇水呢！

Recent years have seen a tency in China that tourism is growing faster. According to a recent survey made by some experts, about 47% urban resits travel regularly, and 28% rural resits also make their tour across the country. The survey also shows that more people are interested in tourism, and will join the army in the future.

Facing this tency, we can&’t help exploring some underlying factors that are responsible. In the very first place, with the policy of reform and opening up, Chinese people&’s living standard has been greatly improved, and therefore, most of them can afford to travel around. What&’s more, it is believed that people now take a more positive attitude to tourism, and regard it as a life style. In addition, tourism facilities are becoming better and better. For example, transportation develops fast, and many scenic spots are available now.

I think we could use a bottle of water two or three times. We have to turn off the tap after cleaning hands.

Let’s try to form a good habit and save things around us. Let’s do it from now on!

【专家解读】现行以块为主的地方环保管理体制，使一些地方重发展轻环保、干预环保监测监察执法，使环保责任难以落实。规划建议提出的省以下环保机构监测监察执法垂直管理，主要指省级环保部门直接管理市(地)县的监测监察机构，承担其人员和工作经费，市(地)级环保局实行以省级环保厅(局)为主的双重管理体制。这是对我国环保管理体制的一项重大改革，有利于增强环境执法的统一性、权威性、有效性。
