网友拍摄的视频显示，在河南平顶山街头，一个小男孩和一个小女孩坐在人行道上，边做作业边玩手机游戏或是看视频。在小男孩的身旁有一张关于自己家庭的 “说明文章”，由自称是两个孩子爷爷的齐长见手写而成。齐长见称，自己儿子和儿媳均为智力障碍人士，他迫于生计带着两个孩子上街卖爆米花乞讨。
