强化安全意识，提升安全素养”。其实强化一词意味着我国中小学的安全教育的发展已经处于一定阶段，有了一定的成效。自1996年第一届全国中小学生安全教育日开展起，为全面深入地推动中小学生安全教育工作，我们的安全教育从“全社会动员起来”的呼吁，到后来注重“交通安全”“消防安全”“饮食安全”“自我保护意识”等各大安全教育的关键点，不得不说，我们的安全教育从初步到深入，从城市到农村，已经逐步发展了起来。

2016年政府工作报告谈及教育问题时强调，“当前我们的安全教育和保障工作的重点还是防范风险，采取的措施仍然是比较落后的完全隔离风险，导致了安全教育和安全保障的异化现象。”“安全与保障工作，两者不可偏废。” 2016年我们的全国中小学生安全教育日主题，是要“强化安全意识，提升安全素养”。可以从四个方面入手： 第一，是开展保险保障教育。教育中小学生如何应对发生的风险，风险发生之后如何有效救济。当前体系下，大多数中小学生都同时享有校方责任险和商业保险、社会保险的三重保障。但是在安全事故发生之后，家长往往诉诸的是最低效的“校闹”，最终不但不能解决实际问题，还给自身带来巨大的精神压力和沉重的经济负担，直接影响了学校正常教育教学秩序，影响了社会稳定。通过保险保障教育可以让学校、家长、学生都充分了解风险的存在，掌握应对危机的方法，切实利用保险来保障自身的权益，以科学的方式，减少不必要的纠纷，维护社会和谐建设。 第二，是建立中小学风险应对软硬件评价体系。风险是客观存在的，但风险造成的损失是可以控制的，其中一个重要因素就是事前的准备。因此我们有必要建立完善的风险应对评价体系，包括对硬件的防灾能力评估和软件的人员应急能力评估两方面。

第三，是引入市场机制，增进产品创新。目前在我国的安全保障机制中，保险保障缺位，校方责任险额度低，核保在一些基层不规范，保险条款不明确，保险理赔服务不专业。同时，由于不了解，学校和家长也没有意识求助于专业的保险机构。这两个方面都造成了学校、家长或者第三人在事故中互相推卸责任，最终导致学生在发生了事故后不能得到专业而有效的救济。今后，应该让市场机制充分发挥作用，激励保险机构开展更适合学校和学生特点的专项险种，增强服务意识，充分发挥保险的保障作用。 第四，是明确事故责任，督促各方改进。在当前救济不充分的情况下，明确责任对于安全保障成了一种奢求，这样的处理会对事故防范起到副作用。我国目前的立法环境，虽然侵权责任法对于学校伤害事故，各类意外事故有了较明确的归责原则与举证责任的规定。但是在实践上存在着举证难，救济难的问题。实际问题的解决往往靠着上级机关调解，最后一股脑地由学校负责，这样造成了家长的安全保障意识弱，学校开展工作畏首畏尾的情况。如果能够引入商业保险保障充分救济，在实现快速对遭受事故损害的学生进行赔偿救济后，再明确学校、学生家长、社会各方责任，为今后的安全保障机制和安全保障教育改善提供真实的信息及有用的数据，对安全保障工作有着重要的意义

Moonquakes are to Mid-Autumn Festival what mince pies are to Christmas. The seasonal round cakes traditionally have a sweet filling of lotus seed paste or red bean paste and often have one or more salted duck eggs in the center to represent the moon. And the moon is what this celebration is all about. Mid-Autumn Festival falls on the 15th day of the 8th month，it is the time when the moon is said to be at its brightest and fullest.

There are two legends which claim to explain the tradition of eating moonquakes. One Tang Dynasty myth holds that the Earth once had 10 suns circling it. One day all 10 suns appeared at once，scorching the planet with their heat.

It was thanks to a skillful archer named Hour Yi that the Earth was saved. He shot down all but one of the suns. As his reward，the Heavenly Queen Mother gave Hour Yi the Elixir of Immortality，but she warned him that he must use it wisely.

Hour Yi ignored her advice and，corrupted by fame and fortune，became a tyrannical leader. Chang-Err，his beautiful wife， could no longer stand by and watch him abuse his power so she stole his Elixir and fled to the moon to escape his angry wrath. And thus began the legend of the beautiful woman in the moon，the Moon Fairy.

The second legend has it that during the Yuan Dynasty，an underground group led by Zhu Yuan Zing was determined to rid the country of Mongolian dominance. The moon cake was created to carry a secret message.

When the cake was opened and the message read，an uprising was unleashed which successfully routed the Mongolians. It happened at the time of the full moon，which，some say，explains why moonquakes are eaten at this time.

Moonquakes are usually stamped with Chinese characters indicating the name of the ry and the type of filling used. Some ries will even stamp them with your family name so that you can give personalized ones to friends and family.

They are usually presented in boxes of four which indicate the four phases of the moon. Traditional moonquakes are made with melted lard，but today vegetable oil is more often used in the interests of health.

Moonquakes are not for the diet-conscious as they are loaded with calories. The best way to wash down one of these sticky cakes is with a cup of Chinese tea，especially Jasmine or Chrysanthemum tea，which aids the digestion.

Last summer my parents and I had a trip to Hainan.

早上好! 今天是2012年3月29日，是第十七个“全国中小学生安全教育日”。今年中小学生安全教育日的主题为“普及安全知识，提高避险能力”。

应该说安全问题是一个老生常谈的问题，但我们身边还有很多安全隐患，上星期禹校长向大家通报了福建一名中年男子手持砍刀，连续砍杀13名小学生的事件，前一段时间我也和乘坐班车的同学通报了石桥小学学生不注意交通安全所酿成的惨剧，面对这许多血的教训，我们不能有半点松懈。同学们，生命是世上最宝贵的，又是脆弱的，因此，我们要时时刻刻注意安全，一举一动想到安全，不能让我们的行为有任何闪失，不能让我们的身体受到任何伤害，要时刻牢固树立安全第一的意识。在此，我要求大家做到以下几点：

1、各班主任及所有任课教师要进一步提高对安全工作重要性的认识，本着对生命负责的态度，经常反复的对学生进行安全教育，加强对学生的安全管理。特别是班主任，要把安全教育想全做细，教给学生安全防范的本领，把安全工作放在一切工作的首要位置，确保本班的学生安全。

2、要注意交通安全。大家在往返学校路上要靠右行，要主动避让机动车辆，不在公路上来回穿梭玩耍。过马路时要先观察两边车辆情况，做到“一站、二看、三通过”。放学后及时回家，不在路上停留或到他处玩耍，乘车学生服从跟车教师安排，未满十二周岁学生不得骑车上学，确保不发生一例交通安全事故。

3、要注意饮食卫生安全。校园内禁止吃零食，更不允许课间往人家跑。春季是传染病高发期，每个同学都应注意饮食卫生，不在无证摊点购买零食，防止误食不卫生食品而造成食物中毒，传染上疾病。各班还要加强卫生教育，力争使每个同学都养成良好的卫生习惯，让室内外洁净美丽，为自己创造一个良好的学习环境

4、要注意活动安全。严禁在楼梯扶手上、护栏上攀爬，不得在楼梯或走廊追逐，奔跑，打闹，以防跌倒、摔伤;上下楼梯靠右行，不要拥挤，推搡，严防发生踩踏事故。上体育课、活动课前要作好准备活动，运动时注意不要剧烈碰撞，以免撞伤或摔伤。课间活动严禁追逐打闹，在同学间遇到矛盾时，一定要冷静理智，不要动手动脚，以免给自己和同学带来不良后果。

5、在校外要防骗，防止意外伤害。遇到坏人学会保护自己，不要随便听信陌生人的话，不接受陌生人的物品馈赠。

此外，安全方面还包括很多内容：如水、火、电安全、防自然灾害等。希望老师们多教教同学，同学们也要主动去学习安全防范知识，时时处处注意安全，以免给自己造成不必要的伤害。

根据教育部办公厅“关于认真做好中小学幼儿园安全工作的意见”文件精神，20xx年3月29日(星期一)是第十五个“全国中小学生安全教育日”，主题为“强化安全管理，共建和谐校园”。教育部要求“各地教育行政部门要与当地公安机关和共青团、少先队等组织密切配合，围绕主题，结合当地实际，组织开展以提高中小学生自护、自救、防灾、逃生能力为主要内容的教育活动。要特别关爱学习困难学生、贫困家庭学生、农民工子女以及心理上出现问题的学生”。福州市教育局下发了“转发教育部办公厅关于认真做好20xx年中小学幼儿园安全工作意见”的通知，要求各校要切实加强组织领导，进一步增强做好中小学幼儿园安全工作的责任感和使命感，深入开展“平安校园”创建活动，广泛开展“强化安全管理，共建和谐校园”为主题的第十二个全国中小学生安全教育日活动，促进和确保我市广大少年儿童的健康成长和人身安全。

现根据上级有关开展第十二个全国中小学生安全教育日的指示精神，我们学校结合校情实际制订了以下活动安排：

长岛渔民以木板秫稽制成小船，上贴一纸条「供××使用」，或供溺海者的牌位，再装上食物、衣帽、鞋袜等用具，然后点燃蜡烛，由已婚的男子将小船放入海中。沾化县各各家采麻柯及新鲜草叶搭棚子，称为「麻屋」，请祖先牌位于其中祭祀。独陵县称中元节为掐嘴节，家家吃粗茶淡饭。

陕西省

临潼县七月十五日烧纸祭麻姑。城固县中元节农家会饮，称为「挂锄」。延缓农家，中元节早晨至田间，择取最高、最茂密的稻穗，挂上五色纸旗，名为「田旛」。

河北省

泊头市、南皮县七月十五携带水果、肉脯、酒、楮钱等前往祖先墓地祭扫。并持麻谷至田梗，称为「荐新」。广平县中元节以时鲜食物祭拜祖先，并准备果蔬、蒸羊送给外孙，称为「送羊」。清河县七月十五上坟祭扫，以蒸面羊赠送女儿。

山西省

永和县读书人于此日祭魁星。长子县的牧羊人家于中元节屠羊赛神，俗传如此可使羊只增加生产。又赠肉给诸亲戚，家贫无羊者则蒸面作羊形来代替。阳城县农家以麦屑作成猫、虎及五谷之形，于田间祭祀，称为「行田」。马邑县民中元节以麦面作儿童的形状，名为「面人」，互赠亲戚家的小孩。忻县农民于中元节在田梗上挂五色纸。

河南省

商丘县中元祀地官时，悬挂纸旗于门口，传说可以防虫。孟津县中元节放风筝。郲县七月十五日在门前画一灰圈，在圈内焚烧纸公以祭拜祖先。

江苏省

吴县居民中元节以锡箔折锭，沿路焚化，谓之「结鬼缘」。仪征县各地尚流行一种纸鬼，内藏碗灯，有赌鬼、酒鬼、大老官等等。宜兴县中元节河中放四艘船，一艘放焰口，一艘载佛婆念佛，一艘烧锡箔纸锭，一艘放河灯。东县乡民于此日吃扁食，是一种以面粉和糖作成畚箕形的食品。上海放河灯时，在船尾点缀红红绿绿的纸灯，称为「度孤」。

四川省

四川省俗以中元祭祖烧袱纸。即将纸钱一叠、封成小封，上面写着收受人的称呼和姓名，收受的封数，化帛者的姓名及时间。俗传七月十五鬼门关闭，各家都要「施孤送孩」。成都一带人们用纸扎「花盘」，上放纸钱及供果，端在手上，在屋内边走边念：「至亲好友，左邻右舍，原先住户，还舍不得回去的亡魂，一切孤魂野鬼，都请上花盘，送你们回去罗!」说完后端到屋外焚化。

浙江省

嘉善县以中元节下雨为水稻丰收之兆。桐庐县民中元节晚上鸣锣撒饭于野，称之「施食」。浙东的盂兰盆会，请廿四位老太太「走八结」，一边念经。天台中元节吃「饺饼」，筒类似春卷。又有放路灯的习俗，以六个壮丁为一组：一人敲锣、一人打梆、一人提灯笼、一人沿途撒盐米、一人沿途摆设香烛(插在一片蕃薯或芋头上)，一人沿途摆设一块豆腐及一饭团(置于一片大树树上)，大约每隔百来步设一处祭品。

江西省

吉安人中元节焚纸，锭然而禁止孕妇折纸锭。据说孕妇折的纸锭，焚化后鬼拿不动，送到阴间也无益处。放焰口时，法师向台下掷包子、水果。传说妇女抢取包子一个，次年就可得子。小孩抢得包子，一生可不受惊吓。安远县祭祖，先于七月十二日起焚香泡茶，早晚上供。至十五夜烧楮衣冠，纸钱祭送。

福建省

永福县中元节，已嫁之女子须回家祭祖。福州方言称中元为「烧纸衣节」。已嫁之女准备父母之衣冠袍笏置于箱中，以纱笼之，名为「纱箱」，送父母家。闽中中元有普度之俗，无论城乡必定举行，其经费则由人沿门募集。即使极贫穷之家，也会想尽办法筹款来应付。有谚语道：「普度不出钱，瘟病在眼前。普度不出力，矮爷要来接」。举行普度时，也有子弟乐团之演出。

广东省

曲江县猺族人七月十五日祭祖，又祭狗头王，以小男童及女童穿花衣歌舞酬神。归善县民以七月十四日为中元节。据传因当年元兵南下，为了避兵灾，故提早一天过节。澄海县中元节祭祖先及灶神。德庆州中元以冬叶裹粉作饼，名为「架桥」，用以祭祖。古代的潮阳县施孤时，有钱人家还会买下犁耙、水车，甚至穷人家的女孩，分别写在纸片上，施食时也把纸片撒下。买不起农具或娶不起老婆的，可以凭单领取。
