近年来，市委、市政府紧紧抓住西部大开发的历史机遇，充分发挥水资源优势，大力开发水能资源，形成开发模式多元化、投资主体多元化、融资渠道多元化和开发规模大、建设速度快、投资水平高的新格局，水电开发步入了前所未有的高速发展时期，各项水利事业也取得了长足进步，特别是“5·12”汶川特大地震灾后恢复重建工作的全面完成，使我市的水利基础设施建设向前推进了一大步。

尽管我市水资源相对丰沛，但这并不表示我们的水环境无忧。长期以来，我市季节性、工程性、区域性、水质性缺水问题仍然较为突出，主要表现在南部两县缺水易旱、北部六县区降雨集中易涝，再加上受自然和经济条件的限制，我市水源工程少，调节能力差，缺少一些控制性的蓄水工程、调水工程、骨干工程，水资源问题十分突出。在农村，水利工程数量少，规模小，供水能力低，堰渠渗漏严重，渠系水利用系数低，很多地方仍然是“靠天吃饭”。同时，农村集中供水工程覆盖面窄，保证率不高，饮用水水质令人堪忧，边远中高山地区的人畜饮水依然困难。在城镇，周边水污染加重，水质下降明显，用水管理工作比较薄弱，公共供水设施老化失修，管网跑、冒、滴、漏严重，生活用水的节水器具推广应用不够广泛，水的利用效率低。工业企业多数为一次性用水，中水回用工作开展缓慢，工业用水重复利用率低，城镇和工业区等局部地区缺水的问题已经开始露头。

我曾经看过这样一个故事：在一个美丽的小村庄，住着许多人，他们有吃有喝，左邻右舍互相帮助，日子过得可美啦!在他们村庄旁边有座山，山上有好多郁郁葱葱的树木，人们便拎起斧子，上山去砍树，干吗用呢?呵呵!用来当家具。不久，山上的树没了，洪水倒是来了，没过多久，小村庄就被人们自己请来的客人给毁了。

听了这个故事，人们啊，你们一定受益匪浅。你们再破坏下去，什么建工厂，往河里排污水，会让明天的世界成为末日的!要想让母亲河康复，我们身为儿女的，应该治污水、防洪水、保供水和抓节水，齐心协力，将我们手拉手，托起明日那光辉的太阳!
